12 ITU Definition of NGN A packet-based network able to provide telecommunication services and able to make use of multiple broadband, QoS-enabled transport technologies and in which service-related functions are independent from underlying transport-related technologies Enables unfettered access for users to networks and to competing service providers and/or services of their choice Supports generalized mobility which will allow consistent and ubiquitous provision of services to users 12

15 Resolutions at the WTDC-06, Doha Bridging Standardization Gap ITU-D activities related to Bridging the Standardization Gap, were carried out, according to Resolution 47 of WTDC-06, Doha. These are in close cooperation with ITU-T implementing Resolution 123 (Rev. Antalya, 2006) of PP-06 and Resolution 44 of WTSA-04 15
16 Resolution 47, WTDC-06 Engage in activities to enhance knowledge and effective application of ITU-T and ITU-R Recommendations in developing countries Introduce best-practice application of ITU-T and ITU-R Recommendations, in fibre-optic transmission technology, broadband network technology and information security, by organizing training courses and workshops especially for developing countries ITU-D in collaboration with ITU-T and ITU-R to: Promote participation in training courses and workshops on bestpractice application of ITU-T and ITU-R Recommendations for developing countries; Establish a database containing information on new technologies that are standardized and develop guidelines on applying ITU-T and ITU-R Recommendations 16

NGN Guidelines for Network Planning Tools To provide recommended features and evaluation criteria of NGN planning software packages with the following objectives: To meet the requirements in development of next generation networks of domestic and international network operators and service providers. Forecast of voice and non-voice service demands and market shares. Forecast of voice and non-voice traffic on converged networks. Transport technologies: Ethernet/RPR/IP/NGI/MPLS/NGN & NG-SDH/WDM/DWDM/Optical switching Mobile technologies: 2G/2.5G/3G/4G and converged networks Access technologies: copper cables, x-dsl, PON, power lines, CATV cables & WLAN, WMAN, WLL 19

ITU / MIC Regional Training on Bridging the Standardization Gap As a part of the Asia-Pacific RI 5, ITU and Ministry of Internal Affairs and Communications, Japan, jointly organized first training from June 2007 in Tokyo, Japan 26 participants from 21 countries benefited in enhancing their knowledge on Standardization including NGN Second jointly organized training by ITU and MIC on Bridging the Standardization Gap from December 2008 in Tokyo Japan Participated by delegates from 15 countries from Asia Pacific and Arab region gained knowledge on NGN Presentations by speakers and country delegates as well as group discussion reports can be found at 21

Regional Development Forum: Series First time jointly organized by three Sectors of ITU-D, ITU-R and ITU-T from September 2008 in Hanoi, VietNam Participated by 102 delegates from 27 countries Outcome of the recommendations was fed to WTSA 2008 Regional Reflector for exchanging the views on standardization was created Detailed presentations and proceedings are available at URL: T/wtsa-08/prepmeet/asiapacific/programme-rdf.html Being organized by ITU-D from July 2009 in Indonesia on NGN and Broadband Expected to benefit participants in enhancing their knowledge on NGN and broadband Addressing developmental issues and challenges relating to new technologies Details of the Forum are available at D/tech/indexevents.html. 22

Trainings and Workshops on NGN ITU and APT held a regional workshop to disseminate information amongst the Membership on NGN Planning Issues (2007) Focusing specifically on the unique circumstances for the Pacific Island Countries, ITU together with APT and Pacific Islands Telecommunications Association (PITA) organised a Forum on Next Generation Telecommunications for the Pacific Region (2008) which brought together policy makers, service providers and vendors on one platform to share information and experiences A national level training on new technologies was carried out for DPR Korea (2008) benefitting around 100 participants 23

Trainings and Direct Country Assistance on NGN Two online courses on Fundaments of IPv6 were carried out by the Technology Awareness Node of ITU ASP CoE located at Pusan National University Face to face training course was organized at ITI CoE PNU in March 2009 on NGN Planning and Migration benefitting eight countries Direct assistance was provided to Bhutan and Nepal in planning the countries broadband infrastructure by making use of appropriate planning tools Regulation on VOIP and NGN for Bhutan (2008) NGN Access Network Planning: TOT Thailand (2009) Workshop on New Technologies and Applications in Iran ( June 2009) 24
