4 1.0 Intrductin On Sunday, February 25, 2018, the United States Pstal Service will implement the fllwing sftware change(s): PstalOne! System Release Seamless Acceptance and Service Perfrmance (SASP) Release These Pre-Release Ntes prvide the cntents f the release and affected subsystems. The sectins titled Crrectins t Knwn Issues are derived frm External Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in these releases. This dcument is prepared based n the knwledge available at the time f its publicatin and any element may be subject t change prir t publicatin. 2.0 Mail.dat Client Supprt Please nte the fllwing regarding the Mail.dat client dwnlad. There is n new Mail.dat client versin with this release. Users shuld cntinue t use Mail.dat client versin _PROD, which can be dwnladed frm the Business Custmer Gateway (BCG) using the fllwing path: Mailing Services Electrnic Data Exchange [G t Service] Mail.dat dwnlad (Windws 32-bit, Windws 64-bit r Slaris). 3.0 PstalOne! System Enhancements, Updates, and New Functinality 3.1 Electrnic Verificatin System (evs ) The PstalOne! evs interface will be updated t activate functinality allwing users t request an unused label refund fr a specified list f Package Identificatin Cdes (PICs). The functinality will be accessible by the link Submit Refund Request fr Unused Labels n the evs Mnthly Accunt and Sampling Summary page, which will be activated fr mailers beginning n February 26, Clicking this ptin will allw users t enter up t 200 PICs r uplad a text file (.txt) cntaining a list f PICs fr which the user is requesting an unused label refund. The evs Unused Label Refund Request functinality will expand the age limit fr unused label refunds frm 45 days t 60 days. All ther existing validatins fr unused label refunds will apply. All frmatting validatin errrs will be displayed prir t prcessing fr bth methds f unused label refund submissin (file uplad r manual entry) (19287-R) 4.0 PstalOne! System - Crrectins t Knwn Issues 4.1 Business Mail Acceptance (BMA) MicrStrategy Reprts The internal and external Mailer Screcard and Mail Owner/Preparer Screcard reprts will be updated t rename the labels fr the Undeliverable-As-Addressed (UAA) Warning metrics. This change will nt affect the way in which these metrics are calculated. The fllwing changes will be made: # UAA Warnings will becme # UAA Warnings FCM, MKT, & Peridicals % UAA Warnings will becme % UAA Warnings FCM, MKT, & Peridicals (19314-R) The internal and external Mailer Screcard and Mail Owner/Preparer Screcard reprts will be updated t add Green & Secure (G&S) metrics. The fllwing lines will be added t bth screcards: # Green & Secure COA Warnings FCM & MKT This metric will be used t track the new G&S warnings fr First-Class Mail and USPS Marketing Mail. # Green & Secure Requested STID Pieces This metric will nly include First-Class Mail and USPS Marketing Mail. 5 % Green & Secure COA Warnings FCM & MKT This metric will be calculated as # Green & Secure COA Warnings FCM & MKT divided by # Green & Secure Requested STID Pieces (19315-R) 4.2 Electrnic Data Exchange Perfrmance will be imprved fr Mail.dat client validatin f large mailing jbs (19313-R) 4.3 Electrnic Verificatin System (evs) evs pstage calculatin lgic will be updated t crrect an issue that was intrduced in the January 21, 2018 PstalOne! System Release. evs Bund Printed Matter (BPM) Nn-presrted pieces weighing 1 pund r less are incrrectly being charged the 1.5 pund rate instead (19362-R) 4.4 Financial Activity Management The prcess fr migratin f a permit accunt balance t the Enterprise Payment System (EPS) will be updated t include the permit status AddPs in additin t checking fr Active permit status. Permits with AddPs status are used t pay additinal pstage n pstage statements. Currently, migratin f balances n permits linked t EPS are smetimes failing due t the prcess nly checking fr Active permit status. Fllwing implementatin f the issue reslutin, the balance transfer can be retried fr any impacted accunts (19349-R) 4.5 Pstage Statement Prcessing An issue will be crrected which is preventing reversal transactins fr pstage statements that are part f a mixed mailing grup frm being sent t the Enterprise Payment System (EPS). As a result, the custmer s EPS accunt is nt being credited with the amunt due frm the transactin. In additin t reslutin f the issue, the affected accunt will be updated t pst the reversals in EPS (19332-R) 4.6 Pstal Wizard Fr Pririty Mail, nn-identical weight mailings with a Cmmercial Plus Price (CPP) cntract claiming Sectins A, B, C, r F, the Pstal Wizard system is unable t calculate the unit weight because it is lking fr the incrrect lines. As a result, an errr is generated during pstage statement submissin. Identical weight scenaris, Cmmercial permits, and Sectins D and E d nt generate an errr. As a temprary wrkarund until the issue is reslved, users can submit Pririty Mail, nn-identical weight CPP statements using the Legacy pstage statement link in Pstal Wizard (19288-R) 4.7 Transactins The Custmer Reference ID infrmatin prvided by users when creating a transactin will be included in the transactin detail infrmatin sent t the Enterprise Payment System (EPS). Currently, this infrmatin is nt prvided t EPS, and is nt displayed n the Centralized Accunt Prcessing System (CAPS) Transactin Histry Reprt. As a result, mailers are nt able t recncile transactins using traditinal methds. As a temprary wrkarund until the issue is reslved, mailers can view the Custmer Reference ID data n the PstalOne! System View Transactins reprt available thrugh the Business Custmer Gateway (BCG) (19355-R) 5.0 Seamless Acceptance and Service Perfrmance (SASP) Crrectins t Knwn Issues 5.1 Address Quality In rder t alleviate mailer cncerns regarding ptential assessments by the Address Quality review prcess r frm subsequent Pstal Inspectin Service audits, while still reducing the cst incurred by the Pstal Service fr handling mail classified as Undeliverable-As-Addressed (UAA), the Pstal Service prpses that mailers use Secure Destructin Service Type Identifiers (STIDs). T accmmdate this change, SASP will remve mail pieces using these Secure Destructin STIDs frm the calculatin f the Mve Update metric. In additin, any errrs generated n thse mail pieces will be treated as warnings and designated as nn-assessable. The excluded mail pieces and their assciated warnings will be tracked as a separate metric n the Mailer Screcard, calculated by dividing the number f Change f Address (COA) Warnings with a Secure Destructin STID by the ttal number f pieces having a Secure Destructin STID. 6 Peridicals mail pieces that use Secure Destructin STIDs will remain in the separate Mailer Screcard metric already defined fr Peridicals, calculated as Peridicals COA Warnings divided by the ttal number f eligible Full- Service Peridicals mail pieces. Peridicals are n lnger included in the calculatin f Mve Update metrics. The Pstal Service will prvide SASP with a static list f STIDs that are t be identified as Secure Destructin S 5.2 Errr Reprting Seamless Acceptance and Service Perfrmance (SASP) Mail Quality Data (MQD) errr reprting will be updated t prperly accunt fr Nesting/Srtatin errrs that are activated and deactivated within the same day. The MQD errr reprting lgic will capture the net change in status fr the daily and weekly reprts instead f identifying duplicates with n net status change S SASP errr reprting will be updated t ensure that Mail Prcessing Equipment (MPE) Nesting/Srtatin and Delivery Pint errrs are lgged with the crrect date. Currently, these errrs are incrrectly lgged with the previus day s date instead f the date n which they ccur. This impacts Mail Quality Data (MQD) errr reprting fr mailers wh subscribe t the daily feeds fr Seamless Nesting/Srtatin and Delivery Pint errrs S SASP Mail Quality Data (MQD) errr reprting fr Mve Update errrs and warnings will be updated t crrect the spelling f the heading INVOICED_CRID in the daily and weekly Mve Update reprts sent t Infrmed Visibility (IV) S SASP Mail Quality Data (MQD) errr reprting will be updated t ensure that nly undcumented scans that have been verified and categrized are sent t Infrmed Visibility (IV). Currently, sme undcumented scans that have nt been verified r categrized are incrrectly being sent t IV with null (blank) values in the INVOICED_CRID field S SASP Mail Quality Data (MQD) errr reprting will be updated t ensure that header lines are always included in the reprts sent t Infrmed Visibility (IV). Currently, if the number f errr lines exceeds a preset limit, the header rws are misplaced within the file and the entire file is rejected.
