Name of Campaign: 299 e-surfing 4G Contract Plan 4. Product for promotion: Post-paid and pre-paid 4G mobile services of China Telecom Shanghai 5. Details of Campaign: During the promotion period, customers who purchase the China Telecom version of the iphone6, iphone6 plus, Samsung s6/s6 edge/s6 edge+ and Samsung A8 handsets through designated channels of China Telecom Shanghai and subscribe to the 299 e-surfing 4G contract plan are entitled to designated handset rebates. Each number (primary card only) can only take part in the promotion campaign once. Local refers to Shanghai Municipality. 2. In these Terms and Conditions, Domestic Call includes local to local calls, local to domestic long distance calls, domestic calls while on domestic roaming. Voice call charges do not cover and 11808, Family Long-distance calls, 800 Paid Toll Free calls and calls to Voice Information Service. Voice calls are charged by the minute. 3. One main UIM card can only be grouped with a maximum of 4 supplementary cards. 2. Service options including SMS, MMS service and data packages for designated applications are available for Main and Supplementary UIM Cards while all the usages are not shared between main and supplementary UIM cards. 5.2 Manual of the Plan Only one number can be used in the main UIM card plan One main UIM card can be grouped with a maximum of 4 supplementary cards. Each supplementary card plan can only be operated on one number only. All UIM cards of the same group must be activated under an identical account. After the activation of the supplementary card(s), they can share free airtime and data usage of the package limit. If the main UIM card is terminated in the service package, all supplementary accounts will also be deactivated Basic Monthly Fee: After the activation of the package(s), customers should settle the basic monthly fee according to their package selected. All functions included in the selected plan incur no extra charge Packages are provided on monthly basis, all service coverage is valid within each service months Modification or withdrawal of the main supplementary card in the Package will be effective in the next service month For information about service extension with data packages for designated applications and options, please refer to China Telecom Corporation Limited Shanghai Branch Terms

3 and Conditions of Promotion for 4G Data Package for Designated Application and China Telecom Corporation Limited Shanghai Branch Terms and Conditions of Promotion for Optional Packages of 4G Application. (The most up-to-date version prevails) G/ 3G/4G are supported for mobile internet access. No extra payment is incurred for usage (local and domestic roaming) within the stipulated usage of individual package. Additional charge of CNY 0.3 /MB is incurred for usage below 100MB. All additional charge will be free of charge for usage in between 100MB to 500MB. While the data usage out of package exceeds 500MB, it will also be charged according to the principle mentioned above (30 CNY/ 500MB) and by this analogy. Data usage will be calculated on a pay-as-you-go basis of CNY/KB (usage less than 1KB will be rounded up to the nearest 1KB and charges under CNY 0.01 will be rounded up to the nearest CNY 0.01) For cell phones with call forwarding function activated, airtime consumed in call forwarding will be counted as domestic airtime. The exceeded airtime consumed by call forwarding is charged in accordance with standard charging scheme All customers of the above plans are entitled to a 189 mailbox (account number is identical to main UIM card or supplementary UIM card number) with WEB mailbox and mobile mailbox functions Domestic SMS/MMS: SMS/MMS service is included in our packages. Our MMS service is comprehensive with text, images, voices, video clips and various multimedia integrated with WAP through the Data network of China Telecom Shanghai for point-to-point messaging. Each SMS/ MMS (excluding Taiwan, Hong Kong and Macau) is charged at the rate of CNY 0.1 /message Standard charging scheme for main UIM card packages are validated on the first calendar day of the next month upon service activation. For new customers, the payment of the first month is calculated with the formula: basic monthly fee of the first month = (basic monthly fee/number of calendar day of that month) * number of days among the first day of service to the last calendar day of the month (including domestic airtime and internet access). The level of discount is exercised in proportion to the number of calendar days in the first month of service and calculated with round off basis (The nearest KB for network traffic, the nearest minute for domestic airtime). Service charges for domestic incoming call, 189 mailbox, caller ID service and all one-off charges are waived. Domestic internet access over 500MB will be charged at CNY 30. All other services with excessive usage are charged according to the standard charging scheme. Unspecified charges are calculated on the basis of current standard charging scheme. For current customers subscribing the service, original payment will remain intact until the date of validation in the upcoming service month. Value-added Service Components (not

4 included in the original package) will incur additional charges in accordance with standard charging scheme Supplementary UIM card charging standard is validated on the first day of the next service month after validation. Between the ongoing service plan and new service activation: The payment of the first month is calculated with the formula: basic monthly fee of the first month = (basic monthly fee/number of calendar day of that month) * number of days among the first day of service to the last calendar day of the month (including domestic airtime and internet access). The level of discount is exercised in proportion to the number of calendar days in the first month of service and calculated with round off basis (The nearest KB for network traffic, the nearest minute for domestic airtime). Service charges for domestic incoming call, 189 mailbox, caller ID service and all one-off charges are waived. Domestic data usage that exceeds plan limit is charged on additional charging rate of the Main UIM card. All other services with excessive usage are charged according to the standard charging scheme. Unspecified charges are calculated on the basis of current standard charging scheme. For current customers subscribing the service, original payment will remain intact until the date of validation in the upcoming service month. Value-added Service Components (not included in the original package) will incur additional charges in accordance with standard charging scheme All services and modes of cell phone Internet access, Wi-Fi Internet access, pinpointed in our terms and conditions are activated in conjunction with the mobile devices The total monthly nationwide data usage fee (including additional charges incurred by 4G/3G/2G internet access, excluding basic monthly fee of the plan, SMS, MMS, voice call, WLAN, other value-added services and fee of all optional packages) of the main UIM card and supplementary card(s) is topped at CNY 600. In addition, the monthly domestic data usage is capped at 15GB, excluding the data usage in optional packages for designated use. The internet access service (4G/3G/2G/WLAN) will be suspended automatically when the ceiling is reached. Value-adding service components which are based on internet access of both main UIM card and supplementary card(s) cannot be used. The internet access service will resume in the first calendar day of the following service month automatically. If customers would resume the internet access service in the month of suspension, please contact our sales representatives in sales outlets or call to reactivate internet access function (customers may choose to activate the internet access function in main UIM card or supplementary card(s) only). For internet access, additional charge of CNY 0.3 /MB is incurred for usage below 100MB. All additional charge will be waived for usage in between 100MB to 500MB.

5 While the data usage out of package exceeds 500 MB, it will also be charged according to the principle mentioned above (CNY 30 / 500MB) and by this analogy. Usage less than 1KB will be rounded up to the nearest 1KB and charges under CNY 0.01 will be rounded up to the nearest CNY Maximum usage will be temporarily removed for the new top-up and reinstated in the next service month. Suspension of internet access when the ceiling is reached will continue in the next month Unspecified charges will be incurred on the basis of standard charging scheme For payment method by deposit CNY 300, please maintain sufficient account balance for service continuation. Deposit will be refunded to customers within 24 hours upon service activation. The deposit cannot be used to cover CP/SP surcharge or to be cashed or transferred. 5.3 Rebate details: Basic Monthly Fee (CNY) Amount of Rebate (CNY) The First Month basic monthly fee CNY / (Subscription Month) 299/number of calendar day of that month) * number of days among the first day of service to the last calendar day of the month The Second Month (The First month of basic monthly fee of the first month 67% the contract period) The 2 nd to 24 th Month within contract period Remarks: 1.The rebate according to the package selected is divided into two parts: (1)The rebate of the 1 st to 24 th Month within contract period is CNY 200/ month and is deductible only against spending in the current month; They cannot be carried forward or exchanged for cash, are not transferrable, and cannot be used to offset outstanding account balance from previous months. Rebates can neither be used for settling outstanding charges incurred in the previous months nor for reactivating a suspended number. (2)The rebate of the second month(the 1 st month of contract period) is 67% basic monthly fee of the first month. (Basic monthly fee of the first month= basic monthly fee CNY 299/number of calendar day of that month) * Number of days among the first day of service to the last calendar day of the month); the rebates are deductible only against spending in the current month. 2 The system will deduct the rebates in the account statement according to the combination of

6 package customer chose and type of product(s) purchased. Inquiry for account balance will be based on the actual account balance of service activation. The time span for service activation may differ between different service combinations (post-paid and pre-paid). 6. Notes to Customers: 6.1 Contract Period: The contract period of this scheme is 24 months and effective on the first calendar day of the next service month upon subscription. The validity period of E-Surfing Enjoy 4G Basic Packages is identical to the contract period of this campaign After the contract period, customers are eligible to change the existing service package into other service packages or suspend the service package (including account termination) by following respective procedures. Upon which: Discounts on basic monthly fee (supplementary UIM cards and add-on package included) will be terminated. Customers are eligible to choose any valid E-Surfing Package. Changes will be effective on the first day of the next service month upon service activation Upon contract expiry, if the Customer does not change their service subscription or terminate their account, China Telecom Shanghai shall not terminate the communications services provided to the Customer if it remains capable of providing the Customer with the package specified in these Terms and Conditions and if there is no outstanding balance in the said Customer s account. Service will continue to be provided based on standard charges of the Package specified in these Terms and Conditions, but the entire rebate amount will be terminated. If China Telecom Shanghai is unable to provide the accorded package, notification of package termination shall be given one month in advance. 6.2 Mobile phone customers already subscribed to other promotional offers from China Telecom Shanghai and still in the validity period of the offer cannot take part in this promotion without the approval from China Telecom Shanghai. 6.3 Customers with outstanding accounts are not eligible for this promotion offer, unless the outstanding payment is settled in full. 6.4 Customers benefit from their voluntary use of UIM card provided by China Telecom Shanghai. During the service period, if the UIM card is lost, stolen or damaged caused by misuse, customers can apply for temporary suspension, reissue or replacement with additional charges. Customers activating the 4G functions must use a mobile phone terminal that supports China Telecom 4G UIM card in order to access the service. 6.5 In the case of loss of handset or damages outside the scope of the Repair, Replacement and Return policy, China Telecom Shanghai is not held responsible for any irregularity caused by terminal devices and will not be liable to any reimbursement in the form of service fee reduction. 6.6 During the validity period, initiations of account transfer and service cancellation of this

7 campaign will be regarded as withdrawal from this campaign due to personal reasons. Customers are required to pay all outstanding charges, and cover 4 times of basic monthly fee being penalty for pre-mature termination. Promotional offer of this package (supplementary UIM cards and other optional packages included) will be terminated. 6.7 Mobile Internet access may have unstable connection speed or failure in connection in some locations. Internet access while roaming depends on the network coverage of respective locations. Your understanding on the failure in connection while roaming is highly appreciated. 6.8 Upon service commencement, postpaid Customers will be billed for the service fee of the package for the first month and all one-off charges in the next service month. The package s basic monthly fee will be billed from the third service month onwards. 6.9 Customers should settle service charge on time to avoid any service interruption If the primary card is suspended due to outstanding payment, the secondary cards will also be suspended. If service for the primary card is resumed, that for the secondary cards will also be resumed Customer registered under one identical ID is eligible to subscribe maximum of 5 post-paid mobile single and bundled product(s) Mobile Internet access may have unstable connection speed or failure in connection in some locations. Internet access while roaming depends on the network coverage of respective locations. Your understanding on the failure in connection while roaming is highly appreciated. 7. During the service period, China Telecom Shanghai will provide service in accordance with The Telecom Regulations of the Peoples Republic of China and its related ordinances and regulations. In case of any dispute, responsibilities shall be allocated in accordance with the aforesaid regulations. 8. These Terms and Conditions serve as a supplementary agreement to the Service Agreement of China Telecom Corporation Limited Shanghai Branch, the Mobile Service Subscription Agreement of China Telecom Corporation Limited Shanghai Branch and the Broadband Service Subscription Agreement of China Telecom Corporation Limited Shanghai Branch (The valid version for the promotion period shall be considered as final). Should the aforementioned agreements interfere with the contents of these Terms and Conditions, these Terms and Conditions shall prevail. The Customer Registration Form of China Telecom Corporation Limited Shanghai Branch is a component of these Terms and Conditions. These Terms and Conditions shall become effective after the Customer signs the Customer Registration Form. The Customer s signature on the Customer Registration Form serves as proof of their confirmation and signing of these Terms and Conditions and the aforementioned agreements.
