2 1.0 INTRODUCTION The National Bureau of Statistics (NBS) is responsible for the collection, compilation and dissemination of Official Statistics in the country, including ly Gross Domestic Product Estimates (QGDP). The estimates are used for short term economic planning, monitoring and policy formulation. 2.0 DEFINITION ly Gross Domestic Product is measured as a value of goods and services produced by resident producers a period of January March, April June, July September and October - December. In the compilation of QGDP estimates, all economic activities are covered. 3.0 CLASSIFICATION OF ECONOMIC ACTIVITIES Economic activities are classified in accordance with the International Standard of Industrial Classification (ISIC) Revision METHODOLOGY The compilation of QGDP is based on the System of National Accounts (SNA) 1993 and partly In Tanzania Mainland QGDP is compiled using production approach at current and constant 2007 prices. The main sources of information for the quarterly GDP compilation include quarterly or monthly surveys conducted by the NBS; turnover data based on value-added tax (VAT) returns and international trade statistics from the Tanzania Revenue Authority; administrative data from the Ministry of Agriculture, Livestock and Fisheries, Ministry of Energy and Minerals, Ministry of Finance and Planning, Bank of Tanzania and other public and private institutions. 5.0 KEY FINDINGS In the East Africa Region Kenya and Rwanda have released the third quarter GDP estimates for year Kenya s GDP estimates show that the economy expanded by 5.8 per cent in 2015 compared to 5.2 per cent recorded in 2014 while Rwanda GDP estimates has increased by 6.1 percent in 2015 compared to 8.0 percent recorded in In Tanzania Mainland the value of Gross Domestic Product at current prices for the third quarter of 2015 is TZS 25.5 trillion compared to TZS 21.4 trillion recorded in the corresponding period of The value of QGDP at constant prices for the third quarter of 2015 was TZS 11.4 trillion compared to TZS 10.7 trillion recorded in the same quarter of 2
3 2014. It has been further observed that the QGDP for the period of July - September 2015 has increased from 6.3 percent compared to 5.4 percent envisaged the same period of 2014.(See Figure 1) Figure No. 1: Trends in the Third (July September) GDP Growth, Economic Growth by Economic Activity: In broad economic categories economic activities are classified into three major groups namely Primary, Secondary and Tertiary activities. Primary economic activities involve the extraction of raw materials from the earth. These economic activities are Agriculture, Forestry, Fishing and Mining. Secondary economic activities involve transformation of raw materials into goods. These secondary economic activities are Manufacturing, Construction, Electricity, Water Supply and Sewerage. The last category is tertiary economic activity which involves the supply of services to consumers and businesses. This economic activity provides services to the general population and businesses such as wholesale and retail trade, transport and accommodation services. Performances of economic activities during the third quarter of 2015 are presented as follows: Agriculture, Forestry and Fishing This activity includes growing of crops, raising and breeding of animals (livestock), harvesting of timber and other plants (forestry), animals or animal products from a farm or their natural habitats (fishing). 3
4 Crops The activity recorded a growth rate of 2.6 percent in the third quarter of 2015 compared to 3.1 percent recorded in third quarter of In this sub economic activity maize production contributes about 23 percent of crops gross value added. In July September 2015 maize production was 2,148,000 tons compared to 2,092,000 tons produced in the same period in Thus, the growth rate was attributed by slight increase in maize production and other major crops in the reference quarter. Livestock This activity recorded a growth rate of 3.4 percent in the third quarter of 2015 compared to 2.1 percent in the same quarter of This increase was mostly due to improved implementation of livestock management policies which lead to the provision of better and reliable data. Forestry The activity attained a growth rate of 0.5 percent in the third quarter of 2015 compared to 9.0 percent in the third quarter of The growth rate is due to government measures on advocating for sustainable harvesting of logs and other forest products. Fishing The activity increased at a rate of 4.1 percent in the third quarter of 2015 compared to a growth rate of 0.7 percent recorded in the third quarter of The growth is due to increase in aquaculture, fishing from natural habitats and government efforts to ban illegal fishing. In general, agriculture, forestry and fishing activities registered a growth rate of 2.7 percent in the third quarter of 2015 compared to 3.2 percent in the similar quarter of The main reason for the growth was low maize production and other major crops due to inadequate long rains especially in major crop production areas for the 2014/2015 agricultural season Industry and Construction Mining and Quarrying Mining and Quarrying includes underground or surface extraction of minerals occurring naturally in the form of solids, liquids or gases. It also includes supplementary activities such as crushing and grinding aimed at preparing the crude materials for marketing. The activity recorded a growth rate of 8.0 percent in the third quarter of 2015 compared to 5.2 percent in the similar quarter of For the period of July September 2015, Gold production 4
5 which weighs 89 percent of the total mining activity was 10,315 Kgs compared to 10,137 Kgs produced in the corresponding quarter of The growth was mainly attributed to the increase in production of gold as a result of good price in the world market. The quantity of other minerals such as Diamond, Tanzanite and Copper produced during the third quarter of 2015 was less than that was produced in the corresponding period in Manufacturing Physical or chemical (industrial) transformation of materials, substances, or components into final or semi processed goods falls under manufacturing. These materials include products of agriculture, forestry, fishing, mining and quarrying as well as products of other manufacturing activities. The activity grew at the rate of 3.6 percent in the third quarter of 2015 compared to 6.3 percent in the third quarter of For the period of July - September 2015, there was slight decrease in the manufacturing activity compared to the corresponding quarter of 2014 due to a general decrease in the production of food, beverages and tobacco industries. There was also less production of textile and wearing apparel; chemicals and pharmaceuticals and rubber and plastic products during the third quarter of 2015 compared to a similar quarter of Electricity The activity includes provision of electric power, natural gas, through a permanent infrastructure (network) of lines, mains, and pipes. Specifically, the activity involves generation of electricity mainly from hydro, thermal and gas sources. It also includes electricity transmission and distribution activities. The main sources of data are the power generation companies. This activity registered a negative growth of 1.2 percent in the third quarter of 2015 compared to 14.2 percent in the corresponding quarter of The negative growth was due to low water level at hydroelectric dams, rehabilitation of generation and distribution infrastructure and some plants stopped operation because of expiry of contracts. For the period of July September, 2015, total electricity generated was 1,550 Million kwh compared to 1,581 Million kwh in the corresponding quarter of Water Supply activities Water Supply activity consists of collection, purification and distribution of water uses including collection of water directly from wells for use by water supply companies for various uses. 5
6 The growth rate for this activity was 0.1 percent in the third quarter of 2015 compared to 12.7 percent in the similar period in The growth was due to the slight increase in the production of water by Water Authorities and rehabilitation of water distribution infrastructure. Construction Construction is the process of creating residential and non-residential buildings; roads and bridges; and other civil works. The activity grew at the rate of 17.6 percent in the third quarter of 2015 compared to a negative growth of 0.7 percent in the similar quarter of The growth was attributed by ongoing buoyant building activities of residential, non-residential and roads in the country during the reference period Services Wholesale and Retail Trade; Repair of Motor Vehicles, Motorcycles, Personal and Household Goods This activity includes wholesale and retail trade (sale without transformation) of any type of goods, as well as rendering services incidental to the sale of merchandise. It also includes repair of motor vehicles and installation and repair of personal and household goods. The activity recorded a growth rate of 5.6 percent in the third quarter of 2015 compared to 12.6 percent recorded in the third quarter of This was due to less traded domestic produced merchandise goods in the third quarter of 2015 compared to the corresponding period in Transport and Storage The provision of passenger or freight transport, by railway, pipeline, road, water or air and associated activities such as cargo handling and storage are classified under transport and storage. The activity also includes renting of transport equipment with driver or operator and postal and courier activities. The activity recorded a growth rate of 10.6 percent in the period under review compared to 13.2 percent recorded in the third quarter of This growth rate was attributed by the increase in the number of passenger carried and freight handled through road transport. 6
7 Accommodation and Food Services This activity includes the provision of short-stay accommodation for visitors and other travellers and the provision of complete meals and drinks fit for immediate consumption. The activity grew by 2.9 percent in the third quarter of 2015 compared to a growth rate of 0.2 percent recorded in the corresponding quarter of This growth was due to increase in number of tourist arrival. The number of tourist arrival was 285,585 for the third quarter of 2015 compared to 273,547 for the same quarter of Information and Communication This activity covers publishing activities, motion picture, video and television programming production, sound recording and music publishing, programming and broadcasting activities are all included in the information and communication activity. The activity recorded a growth rate of 9.1 percent in the third quarter of 2015 compared to 12.9 percent in the third quarter of The growth rate was attributed to increase in airtime used by mobile phone customers and the expansion of broadcasting and internet services in the country. Financial Intermediation and Insurance This activity covers financial services, insurance and reinsurance, voluntary pension funding, auxiliary to financial service. It also includes the activities of holding assets, such as holding companies, trusts, funds and similar financial entities. The activity grew at the rate of 6.6 percent in the third quarter of 2015 compared to 9.4 percent recorded in the third quarter of The growth in financial and insurance activity was attributed to a slight increase in level of deposits from 14.8 trillion in 2014 to 16.8 trillion in 2015; increase in level of lending from 11.7 trillion in 2014 to 14.3 trillion in 2015; and increase in services provided by insurance companies. Real Estate Real Estate includes selling or buying real estate, renting real estate, providing other real estate services such as appraising real estate. Activities in this industry may be carried out on own or leased property and may be done on a fee or contract basis. Also included is the building of structures, combined with maintaining ownership or leasing of such structures. 7
8 The growth rate of this activity stagnated at 2.2 percent in the third quarter of 2015 and The growth rate was attributed to the increase in the demand of accommodation especially in urban areas. Professional, Scientific and Technical Activities The activity includes specialized professional, scientific and technical activities. These activities require a high degree of training, and make specialized knowledge and skills available to users. This involves Legal and accounting; activities of head offices; management consultancy; architectural and engineering; technical testing and analysis; scientific research and development; advertising and market research; other professional; scientific and technical and veterinary activities. A growth rate of 2.9 percent was recorded in the third quarter of 2015 compared to a negative growth rate of 10.6 percent in the corresponding quarter of The tremendous increase in the growth rate was attributed to the increase in other professional, legal and accounting activities. Administrative and Support Services This activity includes a variety of services that support general business operations. Administrative and support services involves rental and leasing; employment; travel agency; tour operator; reservation service and related; security and investigation; services to buildings and landscape; office administrative; office support and other business support activities. A growth rate of 4.4 percent was observed in the third quarter of 2015 compared to a negative growth rate of 17.1 percent in the third quarter of 2014 for this activity. The growth rate has decreased by 21.1 percentage points due to the increase in the performance of travel agent and tour operators activities. Public Administration and Defence This activity includes the enactment and judicial interpretation of laws, legislative activities, taxation, national defence, public order and safety, immigration services, foreign affairs and the administration of government programmes. This activity also includes compulsory social security activities. The activity grew by 10.6 percent in the third quarter of 2015 compared to a growth of 10.0 percent in the corresponding quarter of The increase in growth was attributed to recruitment of new employees and the government activities of maintaining peace and order during the general election period. 8
9 Education The activity includes education at any level or for any profession, oral or written as well as by radio and television or other means of communication specifically in the implementation of the BIG RESULTS NOW (BRN) programme. It includes education by the different institutions in the regular school system at its different levels as well as adult education, literacy programmes etc. Public and private education education are also included in this. An increase of 4.6 percent was recorded in the third quarter of 2015 compared to 4.1 percent recorded in the similar quarter of An increase of 0.5 percentage points was due to increase in enrolment at all levels. Human Health and Social Welfare This activity includes the provision of health and social work activities. It includes a wide range of activities, starting from health care provided by trained medical professionals in hospitals and other facilities, other residential care activities that still involve a degree of health care activities to social work activities without any involvement of health care professionals. The activity recorded a growth rate of 7.3 percent in 2015 compared to 8.1 percent recorded in the third quarter of The growth has decreased by 0.8 percentage points. Arts, Entertainment and Recreation This activity includes a wide range of activities to meet varied cultural, entertainment and recreational interests of the general public, including live performances, operation of museum sites, gambling, sports and recreation activities. The activity recorded a growth rate of 6.9 percent in third quarter of 2015 compared to 2.5 percent in the corresponding quarter of The growth rate of this activity was mainly attributed to the increase in number of tourist arrivals from the rest of the world and pre-election campaigns played a big role. The total number of tourist in the third quarter of 2014 was 273,547 as compared to 285,585 tourists in the corresponding quarter of Other Services This activity includes the activities of membership organizations, the repair of computers and personal and household goods and a variety of personal service activities not covered elsewhere in the classification. A growth rate of 6.9 percent was observed in the third quarter of 2015 compared to 6.7 percent in third quarter of The growth rate was attributed to the increase in the urban population and personal service activities. 9
10 Activities of Households as Employer This activity includes activities of households as employers of domestic personnel such as maids, cooks, waiters, valets, butlers, laundresses, gardeners, gatekeepers, chauffeurs, caretakers, governesses, babysitters, tutors, secretaries etc. The activity allows the domestic personnel employed to state the activity of their employer in censuses or studies, even though the employer is an individual. The product produced by this activity is consumed by the employing household. The activity recorded a growth rate of 2.6 percent in the first quarter of 2015 compared to 2.7 percent in the corresponding quarter of The growth rate was attributed to the increase in the urban population. Conclusion The cumulative GDP estimates at current prices for the period of January September 2015 is TZS Trillion compared to TZS Trillion registered during the corresponding period of Similarly, the cumulative GDP estimates at constant prices for the period under review were TZS Trillion compared to TZS Trillion recorded in 2014 equivalent to a growth rate of 6.9 percent. At the same time during the first and second quarter of 2015, the Gross Domestic Product growth rates were 6.5 percent and 7.9 percent respectively. In the annual GDP estimates at current prices for 2015 prepared by the Ministry of Finance and Planning is projected at TZS Trillion. As such the GDP performance of the three quarters of 2015, in absence of negative economic shocks in the world, it is most likely that the projected estimate will be achieved. 10
