16 Plans for IMT-MC MC-450 development in the North-West region Business plan for development in year 2005 anticipates: Increasing number of subscribers up to % of them heavy, with the high value of MOU 25% of subscribers with MOU not higher than 500 min Total amount of BTS in St.Petersburg and in North-West region of Russia will reach 300 BTS Deployment of EV-DO in St.Petersburg and it s suburbs BREW technology implementation 16 16

17 MAIN STRATEGY RESULTS Main result: Delta attracts investments by itself, without shareholder s money Revenue from IMT MC network 16 times more than NMT revenue (Oct.2004) Company s value (capitalization) increased in more than 20 times during the period of less than 2 years Successful example of Delta Telecom s development proved the IMT-MC technology to be the right choice for: NMT-450 Federal (National) Network modernization Successful business activities
