4 Roaming with IMT-MC 450 operators: current status DELTA Telecom (SkyLink, St.Petersburg) has automatic roaming: National: Moscow and Kuzbas (Kemerovo) regions Nizhnevartovsk, Ekaterinburg under testing Expected new networks during 1H 2005 International: Belarus and Romania in 12 countries IMT-MC-450 launch is considered IMT-MC-450 is still not widely developed in the world: No contiguous coverage (and not expected) Networks almost at all continents, but island-like coverage

5 Roaming with IMT-MC 450 operators: geographical aspect Roaming between IMT-MC 450 operators will strongly depend on geographical aspect, i.e. this roaming type is of interest within countries like in RUSSIA (about 60 regions have got IMT-MC-450 licenses) with neighboring countries, for example: RUSSIA Baltic countries, Eastern Europe, Scandinavian countries BRASIL Argentina (another Latin American countries), North America VIETNAM, INDONESIA China, South Korea, Japan It could be hardly expected that roaming between, for instance, St.Petersburg and Indonesia would be much profitable for the operators

7 Rental roaming Pro Contra For operators: Available right now No expenses for additional infrastructure No roaming agreements No inter-network connections Possibility to offer terminals of different kind (PCMCIA data cards, for example) For operators: One way roaming: in home network only Additional expenses to offer rent service : - special rent points (airports, hotels) - equipment testing, billing upgrade etc. For subscribers: Other handset, other number Necessity to find rent points and to pay deposit for handset and airtime Call forwarding in the home network is needed to get incoming calls

10 Inter-Frequency Roaming: view from Russia PLASTIC INTER-FREQUENCY roaming is almost unavailable for the time being: almost all existing cdmaone and cdma2000 networks have no R-UIM support (please correct if not so ) AUTOMATIC INTER-FREQUENCY roaming would be possible when dual-triple band handset is available on the market, however there are some obstacles on the way: dual-triple band handset price question: would it be profitable for manufacturers to produce those handset? geographical aspect again almost all people visiting Russia use GSM-phones even if we assume that dual/triple band handset are available on the market it is not so likely that many people from States, for example, will purchase them to roam in Russia (or another CDMA450 country)

12 Plastic Inter-Standard Roaming R-UIM cards used in IMT-MC-450 networks already support GSM-part: IMSI-cdma and IMSI-gsm are stored in the R-UIM it means that R-UIM cards - in principle - can be used in GSM handsets right now Two technical problems should be solved: IMSI-gsm should be known by GSM networks signaling conversion should be performed ANSI-41 / GSM MAP

14 Plastic Inter-Standard Roaming: methods of implementation 1. Simple : service from international company - roaming broker (Vodafone, for instance): IMSI-gsm numbers and signaling conversion from roaming broker 2. Mixed : agreement with a large GSM-operator: IMSI-gsm numbers from GSM operator own signaling converter 3. Own : IMT-MC operator has its own IMSI-gsm numbers and signaling converter

15 Plastic Inter-Standard Roaming: advantages and problems Pro Contra For operators: One-way roaming with most of GSM networks is possible One roaming agreement with: 1. Roaming broker company ( Simple type) 2. Large GSM-operator ( Mixed type) For subscribers: Opportunity to roam worldwide Same number, same account For operators: One-way roaming: no service in the home network In case of Own implementation: large number of roaming agreements are needed For subscribers: Necessity to have an extra GSM-handset (although almost all SkyLink subscribers have extra GSM handsets)

17 Automatic roaming (dual mode handsets) Pro For operators: Two-way roaming with all GSM networks New Qualcomm s MSM chipsets (starting with 65xx series) will support GSM/CDMA modes Contra For operators: Dual-band handsets are not available so far and most likely will be comparatively expensive For subscribers: Roaming almost over the world Same number, same account No need to change handset when going abroad For subscribers: Necessity to purchase a new expensive dual mode handset

18 Conclusions 1. Commercial Roaming between IMT-MC 450 networks have been already tested and implemented 2. Inter-Frequency Roaming seems to be interesting case after appearing dual/triple band terminals 3. Inter-Standard Roaming is the most important type of roaming relations at least for the new IMT-MC 450 operators in Eastern European countries including Russia Actual and coming tasks for SkyLink operators in Russia are investigate all types of inter-standard roaming ( Simple, Mixed, Own ) and implement the best one
