2 Certified Employee Training Program (CETP) NEW! Blended Learning Classes The Michigan Propane Gas Association is pleased to announce the offering of blended learning classes. Blended learning classes provide less time away and consist of pre-coursework and one day of review and testing. Instructions for the pre-coursework requirements will be provided upon registration for the class. Learn more at COURSE INFORMATION Classes are from 8:00 a.m. to 4:00 p.m. each day. To make CETP classes more accessible to everyone, classes are scheduled throughout the state. Visit for the most up-to-date information on course schedules and locations. The instructor for all classes is Roger Dahn. Mr. Dahn has worked in the retail propane industry for most of his career. He has years of experience as a cylinder delivery driver, as a service technician and installer, and as a district manager. He carries all current CETP certifications, as well as a State of Michigan mechanical license. He has been an instructor for CETP and other industry classes for the past 19 years. The NPGA s training is directed to assist in education service and delivery personnel in the LP gas industry. This training program is not intended to be an exhaustive treatment of the subject covered. It should not be interpreted as precluding the use of other procedures and/or compliance with more extensive federal, state, and local codes and/or regulations. The NPGA, MPGA, and the training supervisor assume no liability for reliance on: (1) the material used; (2) the manner in which the training was conducted; or (3) the knowledge gained, or not gained, by the employee. Those courses are offered as assistance to help employers train personnel in their organizations.
3 CETP COURSE SCHEDULE Note: Many courses are offered only once in The 1.0 Basic Principles and Practices of Propane course is a prerequisite for all classes. 1.0 Basic Principles and Practices of Propane Prerequisite to participate in any other class. An entry level course that provides prerequisite instruction about propane s physical and combustion properties, how propane is produced and transported, the organizations that influence, publish or enforce codes and standards, how basic functions are performed in a bulk plant, primary safety concerns, and customer service. Doherty Hotel, Clare Oct Bavarian Inn Restaurant, Frankenmuth 2.4 Cylinder Delivery Operations Identifying features of cylinder delivery vehicles, preparing cylinders for storage and transportation, inspecting, evacuating and flaring cylinders, replacing valves and fittings on cylinders, requalifying cylinders, operating a dispenser, identifying DOT marking/labeling requirements, transporting DOT cylinders, operating a dispenser to fill vehicle-mounted ASME tanks, driving techniques, examining customer cylinders and installations, handling out-of-gas calls and leak checking piping systems, DOT exchange and motor fuel cylinder cabinet installation requirements, performing posttrip inspections. June Doherty Hotel, Clare 3.0 Plant Operations Covers bulk plant systems, including valves, ESV s, bulkheads, and their maintenance and inspections. Unloading bobtails at the plant, especially preventing auto-refrigeration. Detailed training on inspection and requalification of cylinders by the visual inspection method. July Doherty Hotel, Clare 4.1 Designing and Installing Exterior Vapor Distribution Systems Exterior Vapor Distribution Systems teaches sizing and installation of cylinders and ASME tanks, sizing and installation of regulators and vapor meters, corrosion protection, sizing and installation of gas lines and pressure and leak testing. June Doherty Hotel, Clare 4.2 Placing Vapor Distribution Systems and Appliances into Operations Validating proper appliance installation, including proper combustion air supply, purging the system, appliance start-up, checking appliance safety controls, validating proper container, piping, and regulator installation and leak and pressure testing. July Doherty Hotel, Clare 5.1 Designing and Installing Dispenser Transfer Systems The Propane Transfer Systems Operations function requires the employee to perform tasks related to job function Basic Principles and Practices, and the following: Maintain and troubleshoot propane pumps. Maintain and troubleshoot propane compressors. Inspect and maintain propane liquid meters. Maintain propane valves, flow monitors, and hoses. Inspect and maintain liquid transfer systems. 5 NON-CERTIFIED COURSE SCHEDULE Note: Many courses are offered only once in Gas Check Class is held 8:00 a.m.-4:00 p.m. The Gas Check program offers two types of inspections, depending upon your company s gas check inspection policies: Gas System Check which can be completed on the gas delivery system, including containers and regulators. Gas Appliance System Check which is completed on both the delivery system and all propane burning appliances. July 25...Doherty Hotel, Clare OSHA & DOT First 90-Day Hazmat Training Class is held 8:00 a.m.-4:00 p.m. HM 126F is required by the U.S. Department of Transportation. All employees employed on or before November 15, 1992, should have completed training by April 1, Employees employed after November 15, 1992, should complete training within 90 days of employment. All HazMat employees must receive periodic training at least once every three years. May Bavarian Inn Lodge, Frankenmuth July 24...Doherty Hotel, Clare August 2... Comfort Inn, Manistique September Bavarian Inn Lodge, Frankenmuth Propane Emergencies Training This one-day, non-certified seminar held from 5:00 p.m.-9:00 p.m., has been created to bring awareness to, or enhance, the awareness of the Retail Propane Marketer Manager, Propane Transporter or Cylinder Filling Operator with the requirements of USDOT and OSHA for dealing with Propane Emergencies. This course is geared towards owners and managers. Dinner is included in registration fee. The seminar will document and review prominent compliance issues including: Emergency action plan (mandatory where fire extinguishers are required), employee training and documentation. Fire prevention plans (mandatory where fire extinguishers are required), employee training and documentation. Fire safety analysis (mandatory as required by NFPA 58). Handling propane emergencies involving delivery equipment on public roads. USDOT accident and incident reporting requirements by telephone and written follow up. Working with first responders (mandatory for employer). Public and media relations during a propane emergency. (Do your employees know what to say or not to say and who to say it to?) Using knowledge, protection and prevention to avoid propane emergencies. July 26...Doherty Hotel, Clare Service Technician Refresher Training Class is held 8:00 a.m.-4:00 p.m. This non-certified, two-day seminar has been developed to provide refresher training for service technicians and tank installers who are currently CETP certified, but desire a review and update of their knowledge and skills. The following subjects will be covered: Physical characteristics of propane Sizing the system Tank installation DOT cylinder installation Regulator selection and inspection Piping Bulk plant and dispensers Appliance venting systems Combustion air requirements Generators September Doherty Hotel, Clare REGISTRATION The registration fee for each course is $60 and includes course materials, lunch and refreshment breaks. 6 Cathodic Protection COURSE INFORMATION The certification and refresher course will be held at Stanford s LP Gas Training Center, 3611 N. Eastman Road, Midland, Michigan. Visit for the most up-to-date information. Keith Boswell from National Pipeline Services will be the instructor. Successful completion of both a written and practical examination will enable each student to receive a training certificate as a qualified cathodic protection tester of underground propane tanks. CATHODIC PROTECTION CERTIFICATION SCHEDULE Cathodic Protection Certification For those not already certified and are seeking certification, the MPGA offers a full two-day class. The course will conclude with a written and practical examination. Each student must pass with a minimum score of 70 percent to receive a Cathodic Protection Certification showing competence and qualification. The registration fee is $125 and will be offered from 8:30 a.m. to 5:00 p.m. each day. Lunch and training materials are included. You may bring your own testing equipment, if desired. June Stanford s LP Gas, Midland August Stanford s LP Gas, Midland Compliance Training Refresher Course Recertification may be accomplished by either satisfying the work experience requirements or by passing the half-day cathodic protection (CP) tester refresher class. Neither of these options can be used without submitting a copy of your original signed certification paper from CorPreTek, Inc. or National Pipeline Services. If you do not have the original certificate, then you must retake the regular two-day class to receive certification. For your certification to remain current, you must complete at least five documented CP tests and submit the MPGA CP Tester Recertification Application, available on the MPGA website at for approval every three years. If you are unable to document a minimum of five specific cathodic protection tests on five different tanks over the last three years and provide a copy of the actual test data sheets, you are required to attend a half-day refresher course. These half-day sessions will be held from 10:00 a.m. to 3:00 p.m. and lunch is included. The registration fee is $60 and includes all training materials and certificate of completion. May Stanford s LP Gas, Midland July Stanford s LP Gas, Midland APPLYING FOR RECERTIFICATION If you have satisfied the work experience requirements (all work experience must be since the original certification or the last certification), you may submit your MPGA CP Tester Recertification Application. To obtain your recertification, you must submit the following documentation: Completed Recertification Application ( $60 application fee (payable to MPGA) Copy of your original signed certification from National Pipeline Services or CorPreTek, Inc. Mail all documents to: Michigan Propane Gas Association, 629 W. Hillsdale St., Lansing, MI Please make a copy of the application for your records. For assistance with completing the application, contact Keith Boswell at kboswell@nationalpipelineservices.com. REGISTRATION The registration fee for Cathodic Protection Certification is $125 and $60 for the Compliance Training Refresher Course. Registration includes course materials, lunch and refreshment breaks. Attendance at all classes is by PRE-REGISTRATION ONLY. Initially only one individual from each company desiring to attend shall be allowed to register. This is due to the training seminar being limited to 10 participants.
