3 CHOOSING THE RIGHT TRAINING AND ASSESSMENT PATHWAY Introduction This guide has been produced by the National Association of Chimney Engineers (NACE) in partnership with industry training body CITB. The aim of this guide is to help identify the appropriate training routes available to individuals to achieve the relevant professional trade qualification for your sector and to qualify you to hold a recognised CSCS card, an invaluable asset when considering self-employment on established building and/or development projects as well as an ideal platform with which to launch new business opportunities. NACE is committed to helping create a positive role model within the Chimney Sweeping and Chimney Engineering sector of the construction industry based upon knowledge, technical expertise and best industry practice. NACE is the first and only Industry Association to develop and implement in partnership with CITB the formally recognised trade based Level 2 NVQ Certificate in Chimney Sweeping qualification (603/2353/X) [hereafter referred to as Certificate ] and Level 2 NVQ Diploma in Chimney Occupations - Chimney Engineering qualification (603/2354/1) [hereafter referred to as Diploma ]. Through its relationship with major industry partners, NACE continues to build on its knowledge base and through its activities to change the mind-set of the construction industry, allied trades, and the public giving Chimney Sweeping and Chimney Engineering the recognition these highly skilled and specialist artisan trades deserve. Those undertaking either the Certificate or Diploma may require additional training, however, some may not. If applicants can demonstrate the required industry knowledge and skills gained over a lengthy period of time the assessor may consider this sufficient to register the applicant to be awarded the Certificate or Diploma. NACE assessors will consider each applicant individually and then help the applicant to progress either on a fast track route On-site Assessment and Training (OSAT), Upskilling Training (if required), Specialist Upskilling Programme (SUP) or full Specialist Applied-skills Programme (SAP) route. Successful applicants will benefit from a third-party approval and accredited training system, an externally moderated trade skills specific qualification and the adoption of national safety standards and working codes of practices, as well as affiliation with other industry recognised trades. NACE is at the forefront providing forum and lobbying platforms for its Members, Local Authorities, and many other major industry stakeholders to meet within an organised framework to discuss and share ideas on future development of the industry. 4 CHOOSING THE RIGHT TRAINING AND ASSESSMENT PATHWAY Training and Educational Mission Statement NACE and the CITB are dedicated to working with industry to help improve skills, expand technical competence and knowledge and to respond to the many challenges businesses and trades people face by creating opportunities for those that wish to aspire to achieve and subsequently develop their knowledge and skill set. The joint NACE/CITB route is the only learning environment that offers tradesmen a professional, nationally recognised qualification guaranteed to improve status, knowledge and raise professional industry standards. No other organisation exists to support the professional highly skilled artisan and trades person or where increased business opportunities are the likely outcome. The NACE training and educational mission statement is to promote the work of the Professional Chimney Sweep and Chimney Engineer by endorsing industry excellence and best practice through education and training. Training and Development Plan Those working in the Chimney Sweeping or Chimney Engineering trades should ideally hold a formal qualification, either at the level of Certificate (Chimney Sweeping: 4 Mandatory Units) or Diploma (Chimney Engineering: 6 Mandatory Units + 4 Optional Units). With the support of a NACE assessor to identify and map out your training needs (selfemployed) and those of your employees (employer), a personalised plan can be developed. Identify genuine training needs for level of qualification sought, i.e. Certificate or Diploma and the appropriate pathway (SAP, SUP or OSAT). Map out occupational activities to determine eligibility for available grants. For each candidate, NACE will: Provide and deliver the appropriate training (if required) and assist in the registration for the Certificate or Diploma. Identify the CSCS card that the successful candidate may be eligible for, and assist in the relevant CITB Health, Safety and Environment (HS&E) Test and assist applicants through to successful completion (if eligible). Help to complete and submit the CSCS application form for the appropriate CSCS card (if eligible). The Certificate or Diploma can be undertaken via several pathways. 4

5 CHOOSING THE RIGHT TRAINING AND ASSESSMENT PATHWAY For those undertaking the Certificate, the OSAT pathway is open and requires assessment on 4 mandatory units. Additional units can be taken to convert to Diploma as Continuing Professional Development (CPD). The OSAT pathway for the Diploma requires candidates with the appropriate experience to be assessed on 6 mandatory units. Additional units may also be added as CPD. The SUP pathway for the Diploma requires candidates to undertake a minimum of 5 days of training off the job based on individual training needs and then be assessed on 6 mandatory units. There is the option for those who wish to further the scope and breadth of their portfolio of competencies of taking further training modules as CPD. For new entrants to the trade the SAP pathway is open. The successfully candidates in either the Certificate or Diploma, regardless of the chosen pathway, will obtain professional trade status in their chosen area and gain professional recognition of their areas of expertise and competence which may enable them to carry the Blue Skilled CSCS Card in the occupation of Chimney Engineering (Construction). In summary, depending on the level of experience and competence of the candidate, there are several pathways available to qualify at the Certificate or Diploma level in Chimney Occupations (see below): New entrant, with little or no previous experience in construction Specialist Applied-skills Programme (SAP) with Diploma outcome upon successful completion. Chimney Sweeps and Chimney Engineers, with appropriate experience Specialist Upskilling Programme (SUP) with Diploma outcome upon successful completion. On-site Assessment and Training (OSAT) with Certificate or Diploma outcome upon successful completion. Any additional Upskilling Training needs identified will be provided. When registering a candidate for the Certificate or Diploma, NACE will carry out an initial profiling interview to assess and establish the trade persons existing skills, and assign them to the appropriate training route and pathway. Details of the different pathways, including duration, cost and grant availability are highlighted on pages 6 and 7. If required, further assistance is available and can be obtained from NACE. 5

Pathway 1: Specialist Applied-skills Programme (SAP) Minimum 8 candidates per programme Type of Candidate: New entrants aged 16+, with no previous experience in the industry. Duration: 24 months. Delivery: 22 days off-site training. 65 days on-site training by a designated mentor. On-site assessment. Training and The employer must allow for off-site training, on-site assessment Assessment: and provide a designated mentor for the candidate. The candidate must complete an evidence portfolio as part of the assessment process. Cost: Registration: VAT. Assessment: 2,550 + VAT. Off-site training: 5,595 + VAT. Aims and objectives: Diploma. CITB Grant: For CITB in scope levy registered employers 7,650 plus 10% Supplementary Payment (if eligible). Valid for registrations up to Pathway 2: Specialist Upskilling Programme (SUP) Minimum 5 candidates per programme Type of Candidate: Operatives aged 19+ with experience and transferable skills, having worked in the Chimney Engineering industry for a number of years. Duration: To be completed within 12 months. Delivery: 5 to 19 days off-site training. On-site assessment. Training and The employer must allow for off-site training and on-site Assessment: assessment. The candidate must complete an evidence portfolio as part of the assessment process. Cost: Registration: VAT. Assessment: 2,550 + VAT. Off-site training: Variable, depending on location and training modules undertaken. Aims and objectives: Diploma. CITB Grant: For CITB in scope levy registered employers 2,525 plus 10% Supplementary Payment (if eligible). Valid for registrations up to

The candidate must complete an evidence portfolio as part of the assessment process. Registration: VAT. Assessment: 1,395 + VAT. * Additional costs for identified Upskilling Training needs. 8 PATHWAY 1 - SPECIALIST APPLIED-SKILLS PROGRAMME (SAP) Pathway 1 - Introduction Suitable for new entrants aged 16+, with no previous experience in the Chimney Engineering industry. SAPs are practical work-based schemes developed by the construction industry to help plug the skills gaps in any particular sector. SAPs offer a structured training programme combining both practical and theory training delivered off the job plus on the job supervised training by a designated mentor. SAPs lead to an industry recognised qualification, which proves that the knowledge, skills and standards of work expected in the industry have been met. NACE has developed a SAP pathway for Chimney Engineering suitable for England, Scotland and Wales. The elements of the SAP are: Off the job Training Best practice training and exposure to every aspect of the industry. Employment Responsibilities and Rights - all employers and employees have responsibilities and rights under employment law, and employment can be affected by other laws as well. This key element is included in the SAP training programme. On the job Supervised Training and Work Based Evidence Gathering and recording a wide range of work experience. Assessment - an assessor will award the Diploma by verifying the evidence gathered both from off the job training and from onsite performance. After consultation with industry the Sector Skills Council developed the Construction Diplomas, these new off the job training qualifications are a response to the identified changing needs of industry. They deliver the underpinning knowledge and understanding relevant to the award. They are delivered by a taught programme of off the job training and on the job assessment. SAP for Chimney Engineering - Summary The aim of this programme is to train new starters in the Chimney Engineering industry with the means of gaining additional categories of skills and knowledge to their existing skills. The training programme consists of 22 days off the job training covering various modules set out within the programme shown on page 9. 8

Pathway 1 is suitable for New entrants aged 16+, with no previous experience in the Chimney Engineering industry. Employers with 16 to 18 year-old learners will require a young person s risk assessment Pathway 1 - Qualifying conditions Candidate must be PAYE, full contract of employment (not Zero hours). Employers must be CITB in scope levy registered. Exposure to every aspect of the occupation. Pathway 1 - Duration, Cost and Grant availability Duration 24 months. Mix of off and on job training over 18 months, followed by Diploma portfolio building over a 6-month period. Diploma achievement on successful completion. Cost to employer for registration and assessment: 3,145 + VAT. Cost for off-site training modules: 5,595 + VAT. Grant (only available to CITB in scope levy registered employers): 7,650 plus 10% Supplementary Payment (if eligible). Valid for registrations up to

10 PATHWAY 2 - SPECIALIST UPSKILLING PROGRAMME (SUP) Pathway 2 - Introduction Suitable for operatives aged 19+, with experience and transferable skills, having worked in the Chimney Engineering industry for a number of years. SUPs provide bespoke courses offering the correct level of training to meet the needs of the individual sector and reduce the amount of time that is required for the operator to be off site. SUPs also recognise the recruitment model of many specialist employers (i.e. older age group), and will encourage the recruitment back into the industry of experienced operatives with some existing skills who may have been recently unemployed. This SUP pathway consists of a minimum of 5 training modules and a minimum of 5 classroom days. The Diploma consists of 6 mandatory units, with the option to select additional units. The Diploma forms the platform for optional Upskilling Training to be undertaken as CPD, to gain professional recognition within the broader scope and activities of chimney engineering as the candidates business activities and opportunities arise. The SUP Pathway is CITB grant assisted, with a minimum of 5 days off site training followed by on site assessment and successful Diploma achievement. The CITB SUP grant is only available to CITB in scope levy registered employers. However, for those not in scope to the CITB, NACE can offer this same package of training and assessment via Upskilling Training and OSAT, but this will not be grant assisted. 11 PATHWAY 2 - SPECIALIST UPSKILLING PROGRAMME (SUP) This training is then followed by on site assessment and the outcome is the Diploma upon successful completion. Pathway 2 is suitable for Operatives aged 19+ with experience and transferable skills, having worked in the Chimney Engineering industry for a number of years. Pathway 2 - Qualifying conditions Candidate must be PAYE, full contract of employment (not Zero hours). Employers must be CITB in scope levy registered. Pathway 2 - Duration, Cost and Grant availability Duration between 17 weeks and 12 months dependant on individual performance and opportunity to gather satisfactory VQ portfolio evidence. Mix of off and on job training over elected period, followed by Diploma portfolio building. Diploma achievement upon successful completion. Cost to employer for registration and assessment: 3,145 + VAT. Training costs are variable, depending on location and training modules undertaken. Grant (only available to CITB in scope levy registered employers) - 2,525 (5 days off job) to 3,025 (14+ days off job) plus 10% Supplementary Payment (if eligible). Valid for registrations up to

12 PATHWAY 3 - ON-SITE ASSESSMENT AND TRAINING (OSAT) - DIPLOMA Pathway 3 - Introduction The OSAT pathway to the Diploma is available to experienced, but formally unqualified candidates. The assessment will be carried out by NACE approved assessors and will typically take 6 months. An assessor will observe the candidate on-site to assess how they execute the various aspects of their job that are relevant to the 6 mandatory units of the Diploma : Conform to general workplace health, safety and welfare. Conform to productive work practices. Move, handle or store resources. Line chimney structures and flues. Clean flues and appliances. Erect and dismantle access/working platforms. The assessor may consider Upskilling Training courses for the candidate to attend, if required. Pathway 3 is suitable for Experienced Chimney Engineer, currently working in the industry. Pathway 3 - Qualifying conditions Relevant experience to successfully complete the 6 mandatory units. Pathway 3 - Duration, Cost and Grant availability Duration typically 6 months, comprising of 2-3 assessor visits, followed by Diploma portfolio building. Diploma achievement upon successful completion. Cost to employer for registration and assessment: 3,145 + VAT. Upskilling Training (if required) will be an additional cost. Grant - Achievement Grant 400 plus 10 % Supplementary Payment (if eligible). 12

13 PATHWAY 4 - ON-SITE ASSESSMENT AND TRAINING (OSAT) - CERTIFICATE Pathway 4 - Introduction The OSAT pathway to the Certificate is available to experienced but formally un-qualified candidates. The assessment will be carried out by NACE approved assessors and will typically take 6 months. This pathway enables candidates to demonstrate skills and knowledge in Chimney Sweeping and can form an entry level platform for optional units to be taken as CPD to gain the Diploma. An assessor will observe the candidate on-site to assess how they execute the various aspects of their job that are relevant to the 4 mandatory units of the Certificate : Conform to general workplace health, safety and welfare. Conform to productive work practices. Move, handle or store resources. Clean flues and appliances. The assessor may consider Upskilling Training courses for the candidate to attend, if required. Pathway 4 is suitable for Experienced Chimney Sweep, currently working in the industry. Pathway 4 - Qualifying conditions Relevant experience to successfully complete the 4 mandatory units. Pathway 4 - Duration, Cost and Grant availability Duration typically 6 months, comprising of 2-3 assessor visits, followed by Certificate portfolio building. Certificate achievement upon successful completion. Cost to employer for registration and assessment: 1,990 + VAT. Upskilling Training (if required) will be an additional cost. Grant - Achievement Grant 400 plus 10 % Supplementary Payment (if eligible) available only to CITB in scope levy registered employers. 13

14 CITB GRANTS Employers in scope and levy registered with CITB can claim grant for carrying out training and obtaining qualifications for their employees - even if they don t pay a levy contribution due to the Small Business Levy Exemption. If you are carrying out training for any of your workforce, you should be claiming CITB grants for attendance and achievement on a wide range of courses including: Specialist Applied-skills Programmes (SAP) Specialist Upskilling Programmes (SUP) On Site Assessment Training (OSAT) Site Safety Plus Technical and Professional courses Short Duration off-the-job training. Details of all the current grants applicable for 2017/18 can found on page 15. You can claim for planned attendance on training courses that meet all your business needs through a Training and Development Plan. The grant is 50 per person for each full day (6 hours or more) and 25 per person for each half day (3 hours or more) of training completed and you will receive payment instalments throughout the year. This is available for a maximum number of days, based on the numbers of PAYE staff you have declared on your CITB Levy Return. Grant is also available for training of 30 minutes or more which forms part of an approved Modular Training Programme (MTP). All Training Plans submitted during the 2017/2018 grant year will end on 31st March 2018, and grant claims must be made by 30th June 2018 If you do not have a Training and Development Plan, you can claim a grant for Short Duration off-the-job training. The grant is 50 per person for each full day and 25 per person for each half day of training and you will need to complete and submit a claim form after each training course or qualification. This is also available for a maximum number of days, based on the numbers of PAYE staff you have declared on your CITB Levy Return, up to a maximum of 5,000 per employee per Grants Scheme year. 14

16 CSCS CARDS CSCS card applicants need to prove they have the training and qualifications required to carry out their job and apply for the correct card for their occupation. The requirements can be checked by using the online cardfinder ( which will also confirm which type of CITB Health, safety and environment test needs to be passed ( CSCS cards cost 30 and the separate CITB Health, safety and environment test costs There are organisations that offer card application services. If you are being charged more than 30 for a card or for a CITB Health, safety & environment test, check that you understand what additional services you will receive. 16
