Construction blasting excludes building demolition by way of explosion or implosion techniques. Graduates will have the skills, knowledge and experience required when applying for an Approved Handler's Test Certificate for their particular blasting strand, as set out in the Hazardous Substances and New Organisms (Personnel Qualifications) Regulations 2001 (Regulation 5). Note however that further regulatory licensing is also required to possess certain explosives. 2 Outcome Statement Graduate profile Graduates of this qualification will be able to: - Understand and comply with legislation and codes of practice that apply to an approved handler for blasting. - Use and understand the systems for communications, briefings, and instructions used for blasting. - Supervise, lead and direct a blast team and ensure the safety of other people throughout all blasting operations. Graduates with the Land Operations strand will also be able to: used for land operations to design blasting layouts and blast plans. - procedures for land operations as specified in the blast Graduates with the Surface (Quarry or Open-cast) strand will also be able to: used for surface (quarry or open-cast) operations to design blasting layouts and blast plans. - procedures for surface (quarry or open-cast) operations as specified in the blast Graduates with the Underground (Tunnelling or Metalliferous) strand will also be able to: used for underground (tunnelling or metalliferous) operations to design blasting layouts and blast plans. - procedures for underground (tunnelling or metalliferous) operations as specified in the blast Graduates with the Underground Coal strand will also be able to: used for underground coal operations to design blasting layouts and blast plans. - procedures for underground coal operations as specified in the blast Graduates with the Construction strand will also be able to: used for construction operations to design blasting layouts and blast plans. - procedures for construction operations as specified in the blast Education pathway This is a stand-alone qualification covering the skills and knowledge required for blasting in specific contexts. 3 may choose to undertake higher level qualifications relevant to their industry. Employment pathway Holders of this certificate have the skills and knowledge to work as a shotfirer within their industry, but will require the appropriate regulatory certificates and/or licences to be able to handle, store, transport and/or possess certain explosives. Qualification specifications Qualification award This qualification may be awarded by the NZ Motor Industry Training Organisation (Inc) as the qualification developer and the industry training organisation arranging training leading to the qualification under the Industry Training and Apprenticeships Act This qualification may also be awarded by an education organisation accredited under section 250 of the Education Act 1989 to deliver an approved programme leading to this qualification. The formal document certifying the award of this qualification will display the NZQF logo and may also include the name and/or logo of the awarding education organisation. Evidence requirements for assuring consistency Tertiary Education Organisations (TEOs) will supply evidence that demonstrates how the graduate outcomes are being met. Evidence should include: - surveys of graduates and employers which determine how well graduates are meeting the graduate outcomes in the workplace - reports from consultation with major industry associations to ensure graduates are meeting their members needs - demonstration of effective processes to identify changes in industry practice and training requirements. For example, meeting minutes from industry advisory groups - any other evidence, including workplace evidence, that shows how the graduate outcomes are being met. Credit transfer and recognition of prior learning arrangements Education organisations must have policies and procedures in place for managing credit transfer, and assessing recognition of prior learning and recognition of current competency. These policies and procedures, and information about associated fees, must be available to the candidate prior to enrolment. To facilitate credit transfer, education organisations must clearly demonstrate the equivalency or comparability between each of the outcomes in the graduate profile, and the assessment components of their programmes. 4 Minimum standard of achievement and standards for grade endorsements Entry requirements (including prerequisites to meet regulatory body or legislative requirements) The minimum standard of achievement required for award of the qualification will be the achievement of all graduate outcomes in the core and at least one strand of the qualification graduate profile. Please note that graduates of this qualification who wish to apply for a Controlled Substances Licence to possess Class 1 substances, will be required to pass a Fit and Proper Person check by the New Zealand Police. It is recommended that a fit and proper person check is a prerequisite to entry to a programme of study or industry training programme leading to this qualification. For each strand, programmes must include the following: - in relation to explosives and associated substances: - properties - potential dangers - operational requirements including storage, transport, safety precautions - emergency procedures. - in relation to the design of blasting layouts and blast plans: - required outcome - geological and/or environmental conditions - legal requirements - environmental compliance - control strategies to mitigate identified risks to blasting operations. - knowledge of the systems, procedures and equipment used for blasting and post-blast procedures. 7 Transition information Replacement information This qualification replaced the National Certificate in Extractive Industries (Land Operations Using Explosives) (Level 3) [Ref: 0802] and the National Certificate in Extractive Industries (Shotfiring) with strands in Construction Blasting, Surface Extraction, Tunnelling/Underground Metalliferous Extraction, and Underground Coal Extraction [Ref: 0391]. People currently working towards either of the replaced qualifications must complete its requirements by 31 December 2017, or transfer to a programme of study or training leading to this qualification. The last date for entry into programmes leading to the replaced qualifications is 31 December The last date for award of the replaced qualifications is 31 December It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
