The last date to meet the requirements is 31 December Transition Arrangements This qualification has been reviewed and replaced by the New Zealand Certificate in Bituminous Surfacing Construction (Level 4) with strands in Bituminous Mixes, Chipseal, and Slurry [Ref: 2686] and the New Zealand Certificate in Bituminous Product Manufacturing (Level 4) with strands in Binder Manufacturing Operation, Bituminous Mixes Operation, and Bitumen Spraying Operation [Ref: 2687]. The last date for entry into training programmes for the replaced qualification is 31 December The last date of assessment for the replaced qualification is 31 December People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However, there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled. For the purposes of this qualification people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the substitute standards see table below. 3 NQF Ref 1429 Version 2 Page 3 of 9 National Certificate in Pavement Surfacing (Asphalt Paving Machine Operation) (Level 3) Level 3 Credits 63 Purpose This national certificate is designed for intermediate asphalt construction workers. The holder of this qualification is able to operate an asphalt paving machine unsupervised. The compulsory section recognises basic knowledge of safety with bituminous materials, knowledge of the compaction of hot mix asphalt, and skills relating to the operation of an asphalt paving machine. The elective section enables candidates to choose a standard covering relevant driver licensing. This qualification builds on the National Certificate in Pavement Surfacing (Application) (Level 2) with strands in Asphalt, and Chipseal [Ref: 0465], shares some standards with the National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428], and leads to the National Certificate in Pavement Surfacing (Single Site Supervision) (Level 4) with strands in Asphalt, and Chipseal, and an optional strand in Temporary Traffic Management [Ref: 1430]. Replacement Information This qualification and the National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428] replaced the National Certificate in Pavement Surfacing (Plant Operation) with strands in Asphalt Paving, and Chipseal [Ref: 0468]. 4 NQF Ref 1429 Version 2 Page 4 of 9 Requirements for Award of Qualification Award of NQF Qualifications Credit gained for a standard may be used only once to meet the requirements of this qualification. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand Qualifications Authority (NZQA) Rules and Procedures publications available at Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. 5 NQF Ref 1429 Version 2 Page 5 of 9 Health > Health Studies > Core Health 6400 Manage first aid in emergency situations Provide first aid Provide resuscitation level Elective A minimum of 1 standard Service Sector > Driving > Driver Licence Endorsements Demonstrate knowledge and skills for driving on a road for endorsement W (wheels) Demonstrate knowledge and skills for driving on a road for endorsement T (tracks) Transition Arrangements This qualification and the National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428] replaced the National Certificate in Pavement Surfacing (Plant Operation) with strands in Asphalt Paving, and Chipseal [Ref: 0468] following a planned review taking account of changes to classifications and a review of standards in the Pavement Surfacing subfield, and the registration of standards in the Civil Infrastructure Health, Safety and Environment domain. Summary of differences between this qualification and the replaced qualification: titles and credits of reviewed standards updated no strands from the replaced qualification included, but an elective section included standards and from replaced qualification, and standards 6400, 20455, 20456, 20447, 20867, and included in compulsory section standards and included in elective section expiring standards 1495 and 1736, and standards 5627, 6465, 8560, 13520, 16158, and 17315, not included in the qualification see exemption below (where applicable) credit total changed from 64 to 63. People currently working towards version 3 of the National Certificate in Pavement Surfacing (Plant Operation) with strands in Asphalt Paving, and Chipseal [Ref: 0468] may either complete the requirements for that version or transfer existing credits to one of the replacement qualifications. People who hold a current T or W driver licence endorsement are exempt from the requirements for standards as specified below. They are required to pay the credit fee associated with the standard and must apply for the exemption through InfraTrain

The exemption must be applied for on the application form in the Appendix.
