1 NZQF NQ Ref 1591 Version 1 Page 1 of 5 National Certificate in Border Management (Customs) (Level 3) Level 3 Credits 65 Purpose This certificate is an entry level qualification for people working for the New Zealand Customs Service as a Customs Officer and is designed to be achievable by a Customs Officer in their first work area. The purpose of the qualification is to provide recognition for base level skills across roles in the New Zealand Customs Service. The core component of the qualification recognises underpinning skills, knowledge, and competence expected of all Customs Officers. The elective section of this qualification provides a degree of flexibility and allows for recognition of the diverse range of skills relevant to the range of border management activities carried out by the New Zealand Customs Service. This qualification shares a number of standards in common with the National Certificate in Border Management Customs (Level 4) with strands in Customs General, Trade Assurance, and Investigations and Response [Ref: 1592]. The Level 4 qualification is aligned to the skills and competencies required of a Senior Customs Officer and entails experience in at least two work areas. It is recommended that this Level 3 qualification be completed before the National Certificate Border Management (Customs) (Level 4) with strands in Customs General, Trade Assurance, and Investigations and Response [Ref: 1592]. Replacement Information This qualification and the National Certificate in Border Management (Customs) (Level 4) with strands in Customs General, Trade Assurance, and Investigations and Response [Ref: 1592] replaced the National Certificate in Border Management (Customs) (Level 4) [Ref: 0895]. Special Notes The selection of standards from the electives may be made in conjunction with the candidate s immediate manager, learning and development personnel, and/or human resources personnel to ensure that the selected standards are relevant and applicable to the candidate s role or area of activity.

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications Authority (NZQA) website: Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same ID may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. There are significant structural differences between the expiring qualification and the replacement qualifications, and the overall credit requirements have decreased from 120 to 65 [Ref: 1591] or [Ref: 1592].

4 NZQF NQ Ref 1591 Version 1 Page 4 of 5 The structure of the National Certificate in Border Management (Level 3) [Ref: 1591] includes: A compulsory section that covers the core skills and knowledge expected of all Customs Officers; An elective section that allows learners to pick standards that are relevant to their roles and responsibilities. Candidates currently working on programmes leading to the award of the replaced qualification may complete its requirements or transfer to one of the replacement qualifications. They will need to take into consideration the new compulsory requirements and the options available in the relevant elective sections in each qualification when deciding whether to complete or transfer. If they decide to transfer, candidates can contact to determine which qualification the candidate will need to transfer to., in consultation with the candidate and the candidate's workplace will determine this based on standards achieved by the candidate to date, their role within their organisation and their professional development plan. The last date for entry to programmes leading to the award of the expiring qualification is 31 December Candidates currently enrolled in programmes leading to the replaced qualification have until 31 December 2013 to complete the assessment requirements for that qualification. The start date for new programmes is upon registration of the new qualifications. For detailed information see Review Summaries on the NZQA website. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards see table below.
