1 ORLEANS PARISH SCHOOL BOARD PURCHASING DEPARTMENT 3520 General DeGaulle Drive, Fifth Floor, Suite 5038 New Orleans, LA Tuesday, February 27, 2018 ADDENDUM NO. 3 REQUEST FOR PROPOSAL NO E-RATE SERVICES PROVIDER This Addendum and clarification items form a part of the Contract Documents and modifies the original Bid Documents issued February 7, Acknowledge receipt of this Addendum on the Addendum Form of the original Request for Proposal. Failure to do so may subject Proposer to disqualification. This addendum consists of five (5) pages. THE ORIGINAL REQUEST FOR PROPOSAL IS CHANGED AS FOLLOWS: 1. Add the following statements to Section Hosted Voice Over IP (VOIP) and Voic Services (Approximately lines) pages 20-21: Item 7: Four digit dialing and call transfer Item 8: A conference bridge option 2. INQUIRIES AND ORLEANS PARISH SCHOOL BOARD RESPONSES: 1. In the Request for Proposal, OPSB requests month-to-month contract terms. For the best pricing models and E-Rate standard service term is one year, will OPSB consider 1, 2 or 3 year term for Hosted VoIP and Internet quotes? If no, please explain the intention. Response: We are looking for a 1 year contract with an option for a second or third year due to our changing environment. 2. OPSB s Current LAN/Local Area Network Systems 1. Are you providing secure Wi-Fi Access in any of the 9 school locations? 2. If so, what type of Wi-Fi service? Manufacturing model, and estimate of Wi-Fi quality. Response: Cisco and the quality is great at the moment 3. What connects the desk phones to the telephone room? Hard wire, Existing CAT 5 Ethernet?, Hard wire CAT5 and CAT 6 cabling

2 3. Internet/ WAN 1. Please provide a local phone number for each the 9 locations? Response: We use a call manger so each number goes through a PRI 2. What type of services will need access to the Internet/WAN? Voice, Video, Data networking? Response: Each of those services listed 3. Service level expectations? Response: 100% uptime if possible 4. Security requirements? Response: Windows authentication due to individual logins 5. Network management requirements? Response: GUI based management option 6. The Request for Proposal asks for a wide range of bandwidth from 100 meg to 10gig. Please be more specific on bandwidth requirements. Response: 1Gb to 5GB options 4. OPSB s Current Communications Today 1. Is OPSB using VoIP services today? Hosted server or premise based PBX? On premise Call manager 2. Any use of VoIP communications software on the Desktops or laptops? Response: Roughly 20 users 3. How many users are utilizing desktop phones? Response: Roughly users 4. What type of desk phones are you using today? o Model, type, how many? Response: Cisco o Are any VoIP capable? Response: All are VOIP 5. What type of desktop collaboration tools does OPSB have experience using on a PC or mobile phone? (Skype, DialPad, etc.?) Response: Office 365 Page 2

3 6. What type of front office auto attendants in use today? Model, number of lines/phones o Any broadcast features in use? o Overhead paging? o Emergency broadcast system? o Using an IVR-Interactive Voice Response? Response: None 7. Any remote workers? How many and do they forward their calls to a travel device? Response: All devices are capable of forwarding calls 8. How is the student count relevant? Do any students get access to regular communications or is it only lobby type phones to make a local call? Response: No 5. Desktop Operating Systems 1. Are OPSB s current computers standardized or mixed technology? Response: Dell and Lenovo laptops o Microsoft Windows? Apple Macs? Other? OS Version numbers? Response: Microsoft windows o Calendaring/ - Google apps or MS Outlook? Response: Microsoft Office What collaboration tools used today? o Audio/Video Conferencing, Skype, Google Response: Skye for Business o What type of Audio Conferencing are in use today? Video? Response: AT&T connect 3. Any BYOD devices in use today? Response: Maybe 10% 6. OPSB RFP Communications/Collaboration requirements 1. Is this RFP a complete overhaul of OPSB s communications today? Please explain., the school district is smaller and we are looking for a hosted solution 2. The Request for Proposal states approximately lines and the first Q&A response says reducing to : Response: This was mobile devices not desk phones o Is that total numbers TN's-Telephone Numbers for all 9 sites? Response: No, we will determine the amount after the selection o Will every user get their own phone number? o How many will require voic services? Response: All Page 3

4 3. How many users with a Laptop/PC can use soft clients on a PC/Laptop with a headset instead of a desk phone? How many require desk phones? Response: All desk phones 4. How many will require their office number to also ring on a mobile phone VoIP client? Response: Currently we do not use that feature but it s an option 5. How many conferencing numbers and conference room devices needed? Response: We will need up to 15 conference devices 6. Are any of the existing conferencing devices reusable, IP capable?, if the system is compatible with Cisco equipment 7. How much voice or video conferencing requirements? Monthly usage? Response: It varies from month to month 8. How often is voice or video conferencing used? And how many simultaneous users on one conference call? Response: It varies from month to month and the average call has from 2-20 users 7. Front Office - Auto Attendant 1. How many answer incoming calls at any one time. Response: Up to three lines 2. Is an IVR-Interactive Voice Response required? 3. Does the front office require overhead paging? Response: No, but we will need four digit transfer options 4. Announcement tools through the phone system? Response: This can be an option but not required. 5. Any Unified Communication integration required with the existing desktop applications? (Calendaring, integration, etc.), we currently use voic to options 6. How many users require Presence and Instant Messaging? Response: Maybe 20 Page 4

5 8. Installation expectations 1. What dates limitations can the Hosted VoIP services be installed? o First available date? Response: The work can begin June 1st o Expected completion dates? Response: July 1 st when the old service is scheduled to disconnect 9. Requested Pilot specifics 1. Timeframe-How long? Response: 2 weeks minimum 2. # Pilot devices?
