2 INTRODUCTION Our 5 strategic pillars NETWORK Secure, reliable networks and internet access In October 2016, the Office of the Chief Information Officer (OCIO) launched a strategy, setting the three year strategic direction for IT in government. With the mission of modernizing BC Government services and workplaces to benefit all British Columbians, the OCIO Strategy 2016 identified five strategic pillars: Network (formerly Connectivity), Security, Digital, Cloud and Mobility. Collectively, these pillars underpin our success in moving towards a modern, digital government. This strategy focuses on the Network pillar. As we move towards a fully digital government, our reliance on a network with increased availability, speed and capacity is growing. New technologies, such as those that monitor our roads, bridges, water levels, seismic activity and buildings in real time, are increasing and will converge with our network. Gartner predicts that by 2020, connected devices will reach 30+ billion worldwide, increasing demands on networks worldwide with much of this need being wireless. From high-speed connectivity across the province to cellular and wireless networks in offices, we must meet the demand to keep pace with changing service expectations. Emergency Management BC can set up a mobile command centre faster than ever during forest fire season. Government employees province-wide, including those in remote communities, will be able to provide better services with quick access to information, stable video-conferencing, and improved internet access. BC Ambulance Service in Vancouver can train paramedics in Haida Gwaii remotely to help them better manage the fentanyl crisis locally. Working with our partners, we will expand and improve our existing services, adopt next-generation technologies, and enhance and expand Wi-Fi coverage and access to high-speed fibre services. Keeping pace with technology and investing in network modernization will enable a scalable infrastructure that provides fast, simple solutions that both citizens and government employees can rely on. 2 SECURITY Protected and available services and data DIGITAL Digital technologies for public value CLOUD On-demand computing MOBILITY Mobile devices, apps and work spaces A modern network enables: 1. digital services anywhere, anytime, and through mobility options, on any device 2. the opportunity to add digital services and modern devices to the network 3. increased opportunities for government employees to collaborate

3 WHAT IS A NETWORK? A network allows us to connect and link a device (or program) with another device (or program). The network is what carries information between the user and the service. There are two types of networks: 1) wired and 2) wireless. Wired networks, such as fibre-optic networks, require a physical connection while wireless connections, such as cellular networks, allow us to broadcast wirelessly over the air. citizen device application network SERVICE network application device employee Within government, services are delivered over our secure and reliable network to the internet. Citizens connect over wired, Wi-Fi or cellular networks to the internet to open an app or web page to access our government services. It doesn t matter if the connection is wired or wireless. It s the availability, speed and capacity of the network that creates a positive and seamless experience for delivering and accessing services. AVAILABILITY SPEED CAPACITY How available is the network? From time to time, we have all experienced online service interruptions. The availability of the network is directly linked to user experience, through productivity and service reliability. The goal is to provide interruption-free access to services anytime and anywhere. How fast is the transaction? Speed is how long it takes you to get from one place to another. Each intersection with a traffic light slows you down. 3 How big is the data? Capacity is bandwidth. Bandwidth is measured in bits per second. The more lanes of traffic that can be supported means the more data that can be processed.

4 THE BENEFITS OF MODERN NETWORK SERVICES A strong and robust secure government network allows employees to deliver digital services that citizens can access anywhere, anytime, and, using mobile options, on any device. As citizens go about their daily lives, they are presented with a number of opportunities to connect with government and access services when and how they want. Enhanced connectivity means government can provide a greater variety of digital services across the province. A network that is available, fast and has a large capacity will support government employees as we transition to digital government. Many Ministry of Transportation weigh scales, such as at Hunter Creek along Highway 1 in Hope, are able to process data faster, resulting in safer roads for everyone. In addition, the ministry has been able to use the new network to roll out public Wi-Fi at the weigh scales. A robust and modern government network means citizens have increased opportunities to participate and interact with government in easier and more intuitive ways. Government employees can receive valuable citizen data in real time to improve service responsiveness and build public trust. In emergency situations, the right network can allow citizens to upload video and photos for first responders, or share information on wildlife sightings to help conservation efforts and programs. Rapid upload and employee access to data ensures, for example, that case workers in the Ministry of Social Development and Poverty Reduction can serve clients faster. Secure portable Wi-Fi services extending government networks from cellular technology make it possible for case workers to move about the province freely with their laptops updating case files in real time. Wi-Fi enabled service locations throughout the province will open up a world of possibilities. As an example, recently installed Wi-Fi at commercial vehicle inspection stations make it easier for commercial drivers to access government services on the road, such as applying for permits, making payments, and creating maps of approved routes. Wi-Fi stations are also being installed at provincial information centres where tourists will be able to access a plethora of information while travelling. Mobility is the future of work and the mobile nature of government workstyles relies on an avail- 4 able, reliable and high capacity network. Mobility makes it possible for the Ministry of Forest, Lands, Natural Resource Operations & Rural Development and Emergency Management BC to scale mobile and portable networking services to remote sites to rapidly respond to forest fires. Government employees use a variety of connected devices and increasingly new tools are being added to the network. These tools provide access to collaborative communication services, such as contact centre conferencing and collaboration, mobile and secure remote connectivity. These services make it possible for government employees to easily connect to services, colleagues and citizens on a daily basis regardless of location. Employees in Kamloops can interact with their colleagues in Vancouver using online collaboration tools in real-time that enable video, voice, chat and document exchange in one space.

5 THE BENEFITS OF MODERN NETWORK SERVICES on the network will grow. While we will always have services that are best served with personal interaction, we will see more and more services going digital and a larger citizen demographic with a desire to consume services digitally. As we increase capacity and connection points on the network, we enable new possibilities for ministries to connect with citizens in different ways, such as through pictures and videos. This means a greater reach for service provision across the province to citizen groups that may have chal- lenges using traditional government services, such as citizens with intellectual or physical disabilities. Government will also have the opportunity to introduce new service channels, such as chatbots and other forms of artificial intelligence. Internet of Things connected devices, smart buildings and connected sensors will all require a high speed network. Wi-Fi service throughout government offices will also make it possible for government to use smart-building technologies which will provide numerous benefits, including energy conservation. Employees of the BC Ministry of Forests, Lands, Natural Resource Operations & Rural Development exchange information on modern forestry practices through improved network capacity for video conferencing services with their colleagues in Prince Rupert and Vancouver. A modern network enables us to connect technology and applications through convergence. Wi-Fi boxes meshed through a virtual control can look for active laptops and cellphones and manage building energy by monitoring traffic. Delivering fast, reliable, continuous and secure services will become imperative as ministries converge more digital services onto the network. As we move closer to a fully digital government and the number of cloud based applications with mobility functions increase, bandwidth demands 5

6 WHERE WE'RE GOING We have improved network Historically, the Province has been focused on building and operating private voice and data networks to connect government offices and data centres in Kamloops and Calgary. As we transform to digital, government employees and citizens expect access to services anytime, anywhere, on any device. To support this we have moved to a converged network that allows for securely connected applications, collaborative tools and technology and the ability to deliver government services anywhere in the province. We are also working to move the network outside LEGACY NETWORK of the earthquake zone and improve redundancy, security and capacity. We have converged voice, cellular, internet, and Wi-Fi on one secure network. We now have the ability to layer additional services onto the network and are also working to converge our applications and services onto the network. Over the past seven years, government s network has been modernized with 90% of our network now delivered through one vendor. This has streamlined the service and brought high-speed fibre networks into government offices. We have standardized our service level agreements to improve service delivery and increase reliability. Troubleshooting has become easier and we are now better able to layer additional services onto the network. By April 2018, the majority of government offices had connected to our modern province-wide network. Completing the move to a modern converged network is instrumental in meeting the future demand of digital services. A converged network has extended our reach to remote areas that have often been serviced by lower-speed connections, due to geography. This 6 CONVERGED NETWORK new network allows government employees in remote locations to access tools, information and services with the same quality found in the major urban areas. We can now enhance real-time collaboration opportunities, regardless of location. We have laid the foundation to meet the demand of future digital services. The Government Enterprise Network is ready to support the delivery of digital services. As digital services continue to increase, the frequency and quantity of data over a single

7 WHERE WE'RE GOING network will increase. A fully-converged network allows data, including voice and video, to move reliably and securely improving user experiences. Through unified communications and Voice Over IP, we are now able to talk, text, send files and videos all at the same time in one space. With live, two-way meeting broadcasting capabilities for up to 250 employees with the ability to tool-up to 10,000 participants at a time,our ability to respond to capacity demands is becoming increasingly important. Through the new converged network, we are able to quickly and reliably upgrade network capacity on-demand without adding equipment. The OCIO is committed to the continuous enhancement of our network infrastructure to meet and exceed the demand for digital. We are improving Wi-Fi services We are increasing Wi-Fi services in government offices in 2018/19 as the demand for Wi-Fi access outpaces our need for local area network connections. We are working to ensure there are secure, reliable, high-speed network connections to all government offices. This, paired with our Workplace Technology Refresh Program which promotes increased use of laptops, will help move us closer to a mobile workforce. Improving building Wi-Fi network coverage in all government offices will reduce the need 7 for expensive wired connections and supports flexible, mobile work experiences for employees. Better Wi-Fi will also help improve workplace environmental conditions through the use of smart building controls and also enable new Benefits of a converged network Converged refers to the use of one network to converge services previously using different dedicated networks. In other words, data, voice, video, wireless and Internet services are converged onto one network. The benefits of a converged network for government include: Government, for the most part, no longer has to concern itself with the details of managing all parts of the network It is secure Increased bandwidth is deployed through a software change rather than a physical network upgrade It is fibre optic and therefore capable of providing very high speeds It can guarantee Quality of Service characteristics such as delay which is important for applications such as voice.

8 WHERE WE'RE GOING features, such as Wi-Fi calling for locations where cellular coverage is weak. We are enhancing our Virtual Private Network Through enhanced network connections, alongside our Workplace Technology Refresh Program, more government employees will have the opportunity to work smarter and more collaboratively. To support mobility and to untether employees from physical space, the OCIO is providing virtual private network (VPN), a secure network service for remote access, to all government employees this fiscal year (2018/19). Our Virtual Private Network also provides a means for the transmission of Internet of Things (IoT) services such as flood-monitoring cameras, traffic control and other services that require enhanced security features. Secure and reliable mobile technologies open the door for employees to work from the ideal location for the task. Social Workers can connect securely to applications and information, such as policy, using cellular technologies from field locations. We are improving our connections to cloud Our move to cloud based tools for employees will require a fast, high capacity network. Converged networks provide government with the capability to connect to our cloud services with the best network performance. We are preparing for the next generation network Real-time information from wireless sensors in mobile devices will also place increased demand on our network. As ministries start developing services based on the Internet of Things, machineto-machine communications that support Smart Building systems, earthquake early warning systems and home healthcare monitoring, network stability and the adoption of 5G network will become increasingly important. Our future move to 5G means we will be able to transmit larger amounts of data at a faster rate, keeping 8 pace with digital change and meeting experience expectations. Innovative services such as Radio over IP, where any office in the province can chat with someone on a radio anywhere in the province through a console on a workstation during forest fire season, are becoming more and more popular. Regions, such as Terrace, are now able to prepare for communication cutoffs caused by forest fires using services such as Satellite in a Box, which we can now layer onto the network. 5G Cellular 5G cellular will bring a ten-fold increase in capacity to meet the ever-growing demand that new and rich multimedia applications require. 5G will enable field access to the network and allow workers to access more detailed information to support informed decisions, such as natural resource workers accessing complex online maps where and when required. A single network has the capacity to carry a combination of data, voice and video traffic. The possibilities for digital government are at our fingertips.

9 OUR NETWORK ACHIEVEMENTS Supporting Digital Transformation Our converged network has been designed to provide: secure, reliable, fast connections into all government offices the ability to add, remove, upgrade or downgrade speeds and sites quickly support for the next generation of government digital services increased opportunity for collaboration improved accessibility to cloud and online services. 9

10 OUR CURRENT OCIO STRATEGIC GOALS Looking ahead, the OCIO Strategy 2016 sets our path forward through four strategic goals. The network initiatives on the following pages are aligned to these key strategic goals which show us the critical nature of network in achieving a digital government. GOAL GOAL ENABLE DIGITAL Enabling the public service to deliver digital services that are convenient and easy to use is going to take an all-of-government approach. The OCIO will play a key enabling role in setting the BC Government s foundation for digital service delivery. ENGAGED WORKFORCE An engaged and supported workforce is needed to deliver quality services. Flexible work arrangements support collaboration, experiential learning and innovation. Staff with the right tools and training are more effective at delivering value. As more of our workforce approaches retirement, succession planning will become increasingly important. OPERATIONAL EXCELLENCE GOAL GOAL Striving for operational excellence is about sound management, governance and operations of IT so government services are reliable, secure and accessible. Integrating and making it easy to access the many technology choices and platforms available today, both in-house and in the cloud, ensures that government services remain sustainable and interoperable. MAXIMIZE VALUE Maximizing value from IT investments is about ensuring the OCIO remains focused on delivering our commitments and maintaining cost-effectiveness. In today s context of ongoing change, our investments, assets and approaches should continuously adapt to maximize business value. 10

13 CONCLUSION As we transition to digital government, we must deliver a well managed, high capacity, high-speed, secure and scalable network that meets service delivery demands. Developing, maintaining and enhancing a secure, robust and reliable government network is key to moving us toward citizen access to services anywhere, any time on any device. Through adopting modern network services the BC Government will be better equipped to provide new service experiences that will directly benefit citizens and our workforce. Network modernization and transformation will increase access to government applications and services through mobile devices, video and phone. From the high speed fibre connections providing connectivity across the province, to cellular and wireless network in offices, we must meet network demand to deliver a seamless experience to digital tools and services. The right network will be critical to our success in moving towards a modern, digital government. To help meet growing network demands, the OCIO is investing in a scalable infrastructure that provides fast, simple solutions that both citizens and BC Government employees can rely on. Working with our partners we will expand and improve existing services and adopt next-generation cellular technologies. Wi-Fi coverage will be enhanced and expanded in offices throughout the province. New mobile solutions that connect users to government services through cellular networks are under way. This includes providing secure remote access services and continually modernizing and upgrading data network services and connections to government offices. Cellular and mobile technologies will continue to outgrow Wi-Fi and local area networks. Wireless will displace wired connections in government offices, supporting a mobile workforce and better citizen experience. We know that as we move towards a fully digital government, it will be critical to have a network with high availability and capacity to allow greater access to digital tools. Our network underpins how we will modernize BC Government services and workplaces to the benefit all British Columbians. Government must modernize, transform and increase access to applications and services through the delivery of a robust and secure network. 13

14 GLOSSARY 5G Cellular Networks: The 5th generation of wireless mobile networks (abbreviated 5G), telecommunications standards beyond current standards. Artificial Intelligence: The theory and development of computer systems able to perform tasks that normally required human intelligence, such as visual perception, speech recognition and decisionmaking. Bandwidth: Bandwidth refers to how fast data flows through the path that it travels to your computer. It's usually measured in kilo bits, megabits or gigabits per second. Chatbot: A computer program or an artificial intelligence which conducts a conversation via auditory or textual methods. Converged Network: Supplying, phone, video and data communications services in one network. Digital Government: The use of digital technologies as an integrated part of government s modernization strategies to create public value. Digital Services: A service (i.e. not goods) that is delivered over the internet or an electronic network. It is automated and requires minimal human intervention. Internet of Things (IoT): The inter-networking of physical devices, vehicles (referred to as 'connected devices' and 'smart devices'), buildings, and other items embedded with electronics, software, sensors, and network connectivity which enable these objects to collect and exchange data via the internet. Network (computer): A computer network is a data communications system that interconnects computer systems at different sites. A network may be composed of any combination of local area networks (LANs), metropolitan area networks (MANs) or wide area networks (WANs). Packets: A piece of a message transmitted over a packet-switching network. Radio over IP: A technology used to transmit radio communication signals using the Internet Protocol (IP) standard. Smart Building: A structure that uses automated processes to automatically control the building s operations including heating, ventilation, air conditioning, lighting, security and other systems. Unified Communications (UC): A term that is used to describe the integration of communication services such as instant messaging (chat), presence information, voice (including IP telephony), mobility features, audio, web and video conferencing. Virtual Private Network (VPN): Technology that establishes a safe and encrypted connection over a less secure network. Voice Over IP (VoIP): An acronym for Voice-Over Internet Protocol. A set of standards, technologies and services which provide for the transmission of digitized voice in packets over Internet Protocol based networks such as the public Internet. Wi-Fi: A facility allowing computers, smart phones, or other devices to connect to the Internet or communicate with one another wirelessly within a particular area. Wi-Fi Calling: Make and receive phone calls over a Wi-Fi connection. 14
