1 Edition: Oct - Nov 2016 VOLUME 46 e-security POST KUNWAR VIKRAM SINGH ELECTED AS PRESIDENT OF WORLD ASSOCIATION OF DETECTIVES The 91st Annual Conference of WAD was held in Bucharest, Romania between 13th to 18th September, It was a grand success for the Indian continent as it was a rare achievement when Kunwar Vikram Singh was elected as President of WAD for one year. The elections took place at the 91 st Annual conference of WAD held at Bucharest, Romania. He is now in the line of succession to become Chairman in Mr. Matthias Willenbrink from Germany was elected as Chairman, Mr. Mike LaCorte from UK was elected as 1 st Vice President and Mr. Ajit Singh from India was elected as 2 nd Vice- President. Speaking at the Conference Mr. Singh appreciated the way Membership assignment is being handled professionally. He mentioned that we still need to strengthen WAD membership in all the countries. He said Area Governors & Ambassadors should approach national associations of Detective & Security organizations functioning in their respective countries and explain them the benefits of joining WAD thru our brochures. We should ensure all new members are welcomed by our Area Governors. He further shared his plan on a project to develop Accreditation & Certification for members through an On Line Study & Certification process. In his opening address, Kunwar Vikram Singh also announced that WAD Beyond Global would continue to be brought out by Siti Naidu and that Mr. V.M Pandit would be the co-editor of the magazine. 3 CAPSI SUPPORTED UDAY INDIA IN CONNECTING BLOOD DONORS Uday India Knowledge Tree organized Mega Blood Donation Camp with support of Central Association of Private Security Industry (CAPSI) at Motilal Nehru Marg, New Delhi on 20 th Aug 2016 from 9:00 am to 5:00 pm. This camp was specially organised to pay tribute to the soldiers who have sacrificed their life at Kashmir. It was inaugurated by the Union Home Minister, Shri Rajnath Singh. The Union Minister for Tribal Affairs, Shri Jual Oram, Kunwar Vikram Singh, Chairman, Mr. Mahesh Sharma, Secretary General CAPSI and other dignitaries were also present. The camp was launched objective of solving the problem of blood shortage in India. According to WHO data, India faces a shortage of 3 million blood units. This shortage can easily be eliminated if only an additional 2% of India's youth donates blood. To make this possible, Uday India Knowledge Tree acts as a channel connecting voluntary blood donors with those who need blood. Private Security Guards from various Security Companies participated as volunteers. Over 200 donors donated blood at the camp. Certificates were presented to blood donors. We are overwhelmed by the response we received to the camp and by the large number of eligible donors who took out time to do their bit to save lives in the future and to fulfil the demand of blood required in the country. Through the blood donation camp, CAPSI wish to enhance awareness around a simple message: Blood is meant to circulate. Let's pass it around!" After this blood donation camp Uday India Knowledge Tree is creating an innovative system of Donors chain for blood donation to the needy people in need. We are having at least 100 donors ready always to face any sort of casualties. Page 3 of 7

4 OPENING AN AVENUE OF OPPORTUNITIES FOR THE YOUTH LABOUR REFORMS WILL HELP SECURITY GUARDS Federation of Indian Chambers of Commerce and Industry (FICCI) Annual Private Security Industry Conclave 2016 was organised by FICCI on 14th September 2016 at New Delhi. Sri Bandaru Dattatrey was invited as the Chief Guest. The objective of the conclave is to bring together the government, major industry players, controlling authorities, user agencies and other stakeholders to highlight the concerns of the Industry and to ensure a larger role for the private security services in the development of the nation. A mega Job Fair was conducted at the St. Albert Higher Secondary School, Ernakulam by the Ministry of Labour & Employment, Govt of India, Society for Integrated Growth of the Nation (SIGN) in association with Kerala Chamber of Commerce & Industry. The Job Fair was inaugurated by Padma Shri C K Menon, an industrialist who has given employment to 30,000 employees in 7 different countries. Shri A.N. Radhakrishnan, Chairman, Make in Kerala, presided over the function. He said that similar job fairs would be held in other districts also. 60 companies participated in the job fair. About 5,000 jobs were offered and 2,217 persons got placements. Force10 Protection Services Pvt. Ltd took part actively in the fair. Around 120 prospective trainees registered with Force 10 for the PMKVY - II. The job fair was a great success. Addressing at the Conclave, the Minister said, The Ministry of Labour and Employment has decided to categorize security guards as skilled workers and armed security guards and security supervisors as highly skilled. This will entitle them to receive a minimum wage of Rs 15,000 per month and Rs 25,000 per month, respectively. The minister also said that the Centre will not only bring enhanced wages to over 50 lakh security personnel currently engaged in the private security space, but will provide social security cover to over 2.5 crore of their family members. The decision will also enable private security agencies to recruit, train and employ quality workforce for the sector, which has been an indispensable demand of all stakeholders alike security agencies, corporations and the public, he said. He further added that the ministry is amalgamating 44 central labour laws into four codes, which will be referred to the Cabinet shortly. He expressed hope that a Bill to this effect will be introduced in the next session for parliamentary approval. The four codes relate to wages, industrial relations, social security and working conditions and health and safety. Page 4 of 7

6 SECURING INDIA - A HUGE SUBJECT Security Watch India (SWI) organised its 8th edition annual conference and exhibition on Securing India 2016 recently in the Indian capital New Delhi. management, city surveillance were other categories. Awards were also given out for Excellence in Public Awareness for Safety and Security, Excellence in Critical Infrastructure Protection and Excellence in Community Policing Initiatives. Kunwar Vikram Singh, Chairman, CAPSI in his address stressed upon the importance of state police units in protecting our borders. He said SECURING INDIA is a huge subject. It is a challenge with vast population. The conference and exhibition was inaugurated by Gen J J Singh, Former Chief of Army Staff and Shri Kunwar Vikram Singh, Chairman, Central Association of Private Security Industry. He further added that the contribution of the private security industry to employment generation in India is unique. The industry presently provides employment to nearly 7 million people. The Industry has bright future ahead with the Government s focus on development of Smart Cities in the country and the need of more security personnel. Now local civilian connected with this Industry needs to be respected as well. He applauded the work done by SSSDC in creating NOS for various job roles. Industry experts discussed various aspects of smart policing and smart security in India. At the annual conference, the SWI also hosted the Innovation and Excellence Awards for Security and Policing This award honours the law enforcement organisations and projects/initiatives which were exemplary and innovative in their respective domain of internal security. People or organisations who displayed innovative use of Information and Communication technology for public safety and security were in the category for the awards besides organisations displaying innovative use of the technology for women safety. 7 OPEN DISCUSSION BETWEEN INDUSTRY PROFESSIONALS ON RPL & CENTRE OF EXCELLENCE A meeting was organized by Security Sector Skill Development Council (SSSDC) at Manekshaw Centre, Delhi Cantt on 28 Sep16 to consult Security Industry about Centre of Excellence and RPL. Around 60 delegates from the Industry attended. The aim behind this was to get security professionals from the Private Security Sector and Corporate Security Management together to discuss their concerns and exchange notes on various issues affecting the industry. It was an open discussion between the industry professionals. Industry issues were discussed such as Transnational Standards for security professionals, RPL, Centres of Excellence for conduct of security training and salient aspects of trainings being initiated by the Government of India (Ministry of Skill Development and Entrepreneurship) through its flagship scheme Pradhan Mantri Kaushal Vikas Yojna (PMKVY ). RAJASTHAN GOVERNMENT & PRIVATE SECURITY AGENCIES WILL TOGETHER ENSURE THE SAFETY OF THE STATE Central Association of Private Security Industry & Association of Private Detectives & Investigators (APDI) in association with Rajasthan Association of Security & Detective Agencies (RASDA) organized the security summit in Jaipur on 15 th October 2016 at Hotel Souvenir, Jaipur. Shri Navdeep Singh, IPS, DG- Home Guards, Controlling Authority- Rajasthan launched the STAR BADGE. CAPSI & APDI Rajasthan Chapter was inaugurated by Kunwar Vikram Singh, Chairman. In his address, Chairman said that the government of Rajasthan will promote security skill & knowledge for community safety and security in the state. Rajasthan government will also initiate security skill training centers. He further said that the state government is committed to implement the Private Security Agencies Regulation Act (PSARA) effectively and role of PSAs to make state safe and secure.
