BUSINESS ARRANGEMENTS FOR THE MEETING - The TMM9 Organizing Committee, Philippines, will discuss business arrangements for the meeting. 2. OPENING REMARKS, ADOPTION OF AGENDA & INTRODUCTION OF THE TMM9 THEME (10 minutes) - The TMM9 Chair, Joseph Emilio Aguinaldo Abaya, Secretary of Transportation and Communications, Philippines, will address the Ministers, offer remarks, highlight the theme(s) of the meeting and ask the Ministers to endorse the proposed Agenda. 3. WELCOME FROM THE APEC SECRETARIAT - The APEC Secretariat Executive Director, Dr. Alan Bollard, will deliver welcoming remarks on behalf of the APEC Secretariat and discuss guidelines/reminders on the proceedings. 10:20-10:35 Ministerial Photo Session
3 10:35-10:55 REPORT ON PAST INITIATIVES 1. UPDATE ON TMM8 INITIATIVES (10 minutes) - Toshiya Morishige, Vice-Minister for International Affairs, Ministry of Land, Infrastructure, Transport and Tourism, Japan, will give a brief update report on initiatives in response to the following TMM8 directives: an Asia-Pacific Connectivity Map; an Asia- Pacific Transport Vision; and a Compendium of Public Private Partnership for Investing and Implementing Transport Infrastructure. 2. UPDATE ON TPT-WG INITIATIVES (10 minutes) - The TPT-WG Lead Shepherd, Nick Brown, Ministry of Transport, New Zealand, will report on the initiatives undertaken by the TPT-WG since TMM8. 10:55-11:35 SPECIAL SESSION Communications, Philippines (Introduction of Topics - 5 minutes) 1. RESULTS OF THE WOMEN IN TRANSPORTATION FORUM (10 minutes) - The Women in Transportation Task Force will give a presentation on the matters taken up during the Women in Transportation Forum held in Cebu, Philippines on 08 October 2015, as well as the other initiatives it has been working on since TMM8, relative to women participation in the transportation workforce. - Expert Speaker: Susan Kurland, Assistant Secretary for Aviation and International Affairs, Department of Transportation, United States of America 2. RESULTS OF THE SUPPLY CHAIN RESILIENCE ECONOMY- SPECIFIC WORKSHOP (10 minutes) - The results of the economy-specific symposium and workshop under the APEC Global Supply Chain Resilience umbrella project, which was held on October 2015 in Manila, Philippines, will be discussed with the Ministers. An overview of the framework from the workshop, aimed to improve the resilience of the Philippines supply chains to reduce the impact of natural disasters, will be given. - Expert Speaker: Susan Kurland, Assistant Secretary for Aviation and International Affairs, Department of Transportation, United States of America 3. REPORT OF THE APEC BUSINESS ADVISORY COUNCIL (ABAC) (10 minutes) - The ABAC 2015 Chair will discuss ABAC initiatives and recommendations to the Ministers to strengthen public-private partnership and cooperation, in order to address the challenges faced by the transportation sector. - Expert Speaker: Doris Magsaysay-Ho, ABAC 2015 Chair 2
4 Open Discussion 11:35-12:15 SESSION 1: ADVANCING INCLUSIVE MOBILITY The improvement of the mobility of persons and goods is perceived to be able to significantly contribute to the enhancement of people s productivity and, consequently, economic growth. In this session, participants will be given the opportunity to present some of their respective economies current and upcoming projects, planning mechanisms, and other best practices to address the transport needs of all individuals, especially vulnerable groups, like persons with disabilities, women, children and students, and the elderly. Communications, Philippines (Introduction of Topic - 5 minutes) Expert Speaker: Julia Nebrija, Inclusive Mobility Network (15 minutes) Interventions/Presentations: Professor Anthony BL Cheung, Secretary for Transport and Housing, Hong Kong, China Nguyen Ngoc Dong, Deputy Minister of Transport, Viet Nam 12:15-13:30 Lunch 13:30-15:05 SESSION 2: DEVELOPING SUSTAINABLE TRANSPORTATION SYSTEMS Communications, Philippines (Introduction of Topics - 5 minutes) 1. ENHANCING TRANSPORTATION SAFETY & SECURITY - As fundamental elements of a transportation system capable of facilitating the efficient and effective movement of passengers and goods, safety and security will always be of paramount importance for transportation stakeholders. This session will serve as a venue for discussions on some of the latest transport safety and security standards, regulations and technologies being implemented in/among APEC economies. INVESTING IN RESILIENT INFRASTRUCTURE - The susceptibility of economies in the Asia-Pacific region to natural disasters, including earthquakes and meteorological or volcanic hazards, has repeatedly been acknowledged in various fora. Consequently, we recognize the urgent need to ensure that transportation infrastructures remain safe and functional during and after such incidents. In this session, participants will discuss the promotion of investments in the resilience of both new and existing critical infrastructure will be held. - Expert Speaker: Towfiqua S. STUDYING DISRUPTIVE TECHNOLOGIES - Disruptive technologies continue to usher change into the transportation sector. As APEC economies foster innovation for the improvement of the capacity and efficiency of transportation systems, we are faced with various issues related to regulatory limitations. This session will give participants an avenue to exchange views and information on different types of disruptive 4
6 technologies in the transportation sector, such as self-driving and near-self-driving vehicles, and ride-sharing applications, as well as the existing mechanisms put in place to address the regulatory challenges they generate. - Expert Speakers: Christopher John Brahm, Bain & Company, and Eric Alexander, Uber Asia (20 minutes) Rene K. EXPLORING BIG DATA APPLICATIONS & LIMITATIONS IN THE TRANSPORT SECTOR - Today, there has been an increase in volume, variety and speed of data. These vast collections of data readily available, with proper management and application, can help in creating a better transportation system. In this session, we explore how such abundance of raw data can be effectively processed and be used in making more informed decisions in the planning of the transport sector. - Expert Speaker: Holly Krambeck, The World Bank Group (15 minutes) Jonah Ong, Deputy Director for Data Analytics and Geospatial Information Systems, Land Transport Authority, Singapore 3. USING INTELLIGENT TRANSPORT SYSTEMS TO IMPROVE EFFICIENCY & EFFECTIVENESS - New electronic and technological transport applications and solutions are emerging and contribute to the development of intelligent transport systems within the APEC region.
