2 55 th APEC TEL WORKING GROUP MEETING ICT DEVELOPMENT STEERING GROUP MEETING (DSG) REPORT 6 April, 2017 Mexico City, Mexico 1. OPENING 1.1. Opening and welcome remarks from Convenor The Convenor welcomed all participants to the DSG meeting and extended a special welcome to the two Deputy Convenors Mr Arseny Plossky from the Russian Federation and Mr Eric Salzman from the United States of America. The Chair also thanked Mr.Plossky and Salzman for representing the DSG at the HOD and Executive Committee Meeting as he was not able to arrive on time for these meetings. The Meeting was chaired by the Convenor, Mr. Kila Gulo-Vui who was assisted by the two deputy Convenors Mr. Arsney Plossove and Mr. Eric Salzman. The meeting was attended by 13 economies (Australia, China, Japan, Korea, Mexico, Papua New Guinea, Peru, Russian Federation, Singapore, Chinese Taipei, Thailand, United States of America and Vietnam) Review and adoption of agenda The Draft Agenda was adopted with addition of two additional items under Agenda Item 2 on and Agenda Item 8 as follows Agenda Brief report on the development of fiber-optic lines in the Russian Federation by Russian Federation Agenda Item Consideration of the document AHSSGIE Template of Initiatives - Initiatives/Activities by APEC Fora and Subfora 1.3. Notation of TEL53 Convenor s Report The meeting noted the TEL54 DSG Convenor s Report. 2. INFORMATION SHARING Page 1 of 9

3 2.1. Member Economies updates on IPv6 / Broadband deployment IoT Strategy - Japan Japan presented its IoT: Japan s IoT strategy for achieving social change. This basic framework was provided for by Japan s 2016 strategy. This shows that data flows for the new value creation through IoT, AI. This kind of data shows that data-driven society has to use the data effectively for business or social changes. Important to be balanced with individual rights. Open data, free flow of data important elements to realize this. IoT policy areas. Legal regime for IoT. Data flow important role of this layer establishment of new regulations for data exchange market. Platform layer utilization of personal data and ensuring personal data protection and management of systematic risk. Terminal Layer safe and secure independent mobile and IoT terminals. Law to regulate negative effect of IoT technology. IoT, Big Data, AI. Industry has implemented demonstration test. Variable terminal provides hospital services at home. ICT education connecting terminals over WiFi to provide optimal learning to everyone according to proficiency. Transportation services provided over network to promote safe driving. Sensors for each animals to track environment on farms. Activities we will achieve social change. To promote utilization of IoT, Big Data Analysis, AI framework of industry, academia, and government ministry of internal affairs and ministry of industry IoT acceleration consortium with private sector. General Assembly four working groups. Chair of General Assembly and Professor of Kaio University, chair of NTT supporting chair from industry sector. Working groups smart IOT acceleration, IOT propulsion lab. Promotional working group. IoT acceleration consortium industry internet consortium, AIOTEEU, CISCO, Global Enterprise in Japan. The Chair thanked the Japanese Delegation on the update. The Report was noted Development of fiber-optic lines in the Russian Federation - Russia. Russia reported the development of fiber optic lines in Russia reform of communication systems continued. Remove urban/rural divide. RusTelecom laid out 34,000 km of fiber optic lines to provide universal telecom services. Total land planned for construction more than 200,000 km. Provision of Page 2 of 9

4 universal services for access to the internet using access points in 3,909 settlements planned total number of settlements planned to have access points is 14,000. Speed of at least 10 MBIT/sec $1.8 per month cost. Russia further reported the completion of submarine fiber optic line with a total length 1,700 km. Bandwidth of communication line 800 MB/sec. Commercial operation made possible modern telecom services in far-east of Russian Federation. Cost went down. Cost of access in this region fell 3x 4x. Dependence on Magadan on satellite decreased. The Chair thanked the Russian Delegation on the update. The Report was noted Guest Organizations Updates on IPv6/Broadband Deployment APNIC IPv6 Readiness Update The Chair noted the status report was be supposed to be presented by APNIC s sister organization LACNIC (Regional Internet Registry for Latin America and the Caribbean), whose area of responsibility includes Chile, Mexico and Peru. Unfortunately LACNIC did not attend the meeting Update from ISOC ISOC did not attend the Meeting 3. CURRENT PROJECT UPDATES 3.1 Survey Initiatives in APEC Economies to promote access to ICTs for people with hearing and/or speech impairment - Australia Australia reported the Project is co-sponsored by Australia, New Zealand and Peru. At the APEC TEL 53 in Peru, economies participated in a seminar to share experiences for improving accessibility using ICTs. Included presentations on issues for people with impairments. Key outcome agreement of participants that accessibility issues was a challenge for policy makers, regulators, and private sector. This project involves survey of economies to see how they deal with this issue. Project presents opportunity to share best practices and inform domestic considerations. Timeline project endorsed on the 11 of Jan 2017 and circulated survey in Feb 2017 and will close in April. Draft report to be circulated by end of June Final report at TEL 56. In responding to a query, Australia stated that the Report is primarily intended to provide economies information on policies on the subject matter including key trends Page 3 of 9

5 and similarities. The Meeting noted the progress of the Project. The Chair urged all economies that have not responded to the survey to respond. The Chair thanked Australia for the Report Extension of ICT Applications for people with special needs (Ageing and Disability) Japan and Singapore. Japan presented an update on this project whose goal is to create an effective platform for knowledge exchange on innovation for assistive ICT applications for elderly and disabled people. The project is a self- funded multi-year project proposed by Japan and Singapore, and co-sponsored by Russia, Chinese Taipei, Thailand, and the United States. This project team proposed that the project duration be extended to Prof. Obi, the Project Overseer on behalf of the members mentioned the current activities such as research on harmonization between e-ageing and healthcare through ICT applications as well as Smart Silver city concept friendly for older persons and people with disabilities. Japan and Thailand expressed their strong support to this project. The meeting noted the report and agreed to extend the project closing date to APEC e-government Research Center, Japan, Singapore, Thailand, Chinese Taipei This is a multiyear self-funded project sponsored by Japan and co-sponsored by seven economies - China, Indonesia, the Philippines, Singapore, Chinese Taipei, Thailand,, the United States. The Project Overseer, Prof. Obi from Waseda University explained the objective, justification and history as well as current activities including the workshop, training program and participation in international conferences. Prof. Obi also informed the meeting on the planned activities for 2017 including e-government ranking survey and noted the project to be extended to Principal activities include capacity building, monitoring APEC preparedness, maintaining data bank for e-government, workshop and forums, publications, national activities, system evaluation system. It was noted that further work was needed on range of emerging issues including cybersecurity, e-government, training programs for CIOs. Page 4 of 9

6 Japan, Thailand and Russia expressed support for the project. The Project Status was noted and project extension accepted. The Chair thanked Japan for the presentation. 3.4 APII Testbed Project, National Information Society Agency of Korea. Korea presented an update on the project status and noted this was a multiyear and self funded project and will be continued until Korea reported progress of this project highlighting key achievements to date as follows. Established a network between Korea and Japan now 10 GBPS. Promote construction and expansion of Asia Pacific Information Society and aims to promote and support joint research and application on research networks connected to APII. Connection with Hong Kong, Singapore with GBPS. In Korea, places 8 places for connection backbone network. Most are GBPS. Seoul 160 GBPS. We have established 1GBPS connection. Plan to improve the network with average speed 10 GBPS 20 GBPS. By 2020, 120 GBPS fiber to the home. Up to 160 GBPS in the future. For the activities which happened since the last TEL meeting, there was K-ICT NET challenge Camp 3 award ceremony. Students, SMEs, to support creativity and support for future networks. KOREN Agreement Ceremony. Hosted this ceremony to facilitate mutual cooperation for research and use in the areas of future network among KOREN participating institutions an companies. SDI Construction Plan using cloud technology by Future plans for KOREN and API activities. 44th APAN conference, K-ICT NET challenge camp. KOREN funded verification test project. Final evaluation of KOREN funded test projects. The Project Status was noted and project extension accepted. The Chair thanked Korea for the presentation. 3.5 IPv6 Deployment Strategies -Singapore Singapore presented the final on Report on IPv6 Deployment Strategies. In presenting the Report, Singapore noted that there were no further updates on the content of the paper, which has been circulated before. The Project was now concluded and DGS s approval and endorsement was sought. Page 5 of 9

7 The Report was adopted and to be submitted to plenary and published as an APEC TEL document or information paper. The Chair thank Singapore and all other economies that supported and participated in the project and bring the Project to a successful close. 4 WORKSHOP OUTCOMES 4.1 Regulatory provisions and technological applications to protect the rights of telecommunication service users Workshop. A half day workshop was held on 5 April on this topic. The workshop was led by the Project Oversees, Mr Claudio Palomares of Peru who supported by DSG Deputy Convenor 1 Mr. Arseny Plossky. The event had two sessions improved regulations to protect rights and ICT applications to protect rights of users. In the first session, Australia, Mexico, and Peru shared experiences on regulations. In the second session, Mexico presented overview of applications for users data usage simulator, coverage maps as provided insight into civil society perspective on services. The workshop was well received by participants. A Report with all outcomes and recommendations would be prepared and presented at TEL 56. The Chair thanked Peru as the project sponsor, all speakers and participants. 5 TEL STRATEGIC ACTION PLAN Prioritization of TEL Strategic Action Plan The Prioritization of the SAP was updated with New Projects and further progress and completion of Current Projects (see Attachment A ). In particular the following updates were made: (a) Policy and Regulatory Practices for Financial Services in APEC Region-2017 (b) Russia Improvement of the living standards of socially deprived and vulnerable people through ICTs Russia, 2017 (c) APEC Partnership Dialogue on Quantum Technologies Russia, 2017 Page 6 of 9

8 (d) Earthquakes and Waterfloods Monitoring System with the application of the Internet of Things (IoT) Russia, 2017 (e) The Development of Sharing Economy through ICTs in Service Industry China (f) IPv6 deployment Strategies - Singapore (g) Regulatory provisions and technological applications to protect the rights of telecommunication service users Peru 2017 (h) Survey of Initiatives in APEC Economies to promote access to ICTs for people with a hearing and/or speech impairment -Australia 2017 (i) Industry Roundtable: Smart Cities Experience Sharing Chinese Taipei (j) Improving access to rural communities- PNG 2018 (k) Empowering communities Papua New Guinea Review of DSG Activities and Other Fora Collaboration A review of DSG Activities and Other Fora collaboration was undertaken. New Projects and changes in project status of current projects were the captured in the revision, (see Attachment B ). 6 NEW PROJECTS FOR CONSIDERATION 6.1 The Development of Sharing Economy through ICTs in Service Industry- China China presented the Concept Note for a new project on The Development of Sharing Economy through ICTs in Service Industry.The Project seeks to promote cooperation on the Internet Economy by organizing workshops, and case studies. Based on study and discussion, a series of economic development models will be formed, including Transportation, Accommodation, Finance, Tourism etc. The project outcomes will contain development models of sharing economy and supportive regulatory policies of sharing economy development. The project will start from November 2017 and end by November A seminar is planned during the APEC TEL 57th meeting and final a final report issued thereafter. China noted that the project was co-sponsored by Russia, Korea, Chinese Taipei and Papua New Guinea. The Project was endorsed and the Concept Note will be submitted to the TEL Plenary Page 7 of 9

9 for approval and submission for funding. 7.0 NEXT MEETING & FUTURE WORK 7.1. Next Industry Roundtable on ICT Innovation Thailand, the host of the Tel 56 informed the meeting that no particular topics were proposed at the time. Thailand invited members to propose topics and to share and work with Thailand to develop and appropriate theme for the next workshop. The Chairman encouraged members and other interested parties to work with Thailand and the Chair out of session on the next Industry Round Table for TEL Cross-Collaboration with other Fora or External Parties Members discussed and provide comments on TEL Chair s proposal on Cross-Collaboration with other Fora or External Parties 7.3. TELWG WORK PLAN FOR Members noted the endorsed TELWG Work Plan 2017, reported on progress and provide updates on progress. The Chair in closing expressed deep gratitude to the host, the Mexican Government and in particular IFT for the warm hospitality and the providing excellent facilities for the meeting. Page 9 of 9
