1 Report on the APEC EWG Expert Group on Energy Efficiency and Conservation 41 st APEC Energy Working Group Meeting Vancouver May 2011 EGEE&C 37 Meeting The Expert Group on Energy Efficiency and Conservation (EGEE&C) met in Washington DC, from 28 February to 2 March 2011 on the margins of SOM 1. The Expert Group on New and Renewable Energy Technologies met in Washington at the same time and the two groups conducted joint meetings over two half days before and after their respective meetings. Participants at the meetings also attended a two day conference hosted by the APEC Standing Committee on Standards and Conformance on the topic of Green Buildings and Green Growth: The Enabling Role of Standards and Trade. At EGEE&C 37, around 31 officials and experts on energy-efficiency from fourteen APEC economies1, and seven related organisations/fora2 met to discuss current and future projects, progress work to implement APEC Energy Ministers instructions, and exchange information on compliance strategies for energy efficiency programmes in APEC economies. At the meeting a number of presentations were given that related to the activities of EGEE&C. The presentations included: Subcommittee on Standards and Conformance (SCSC) Update The SCSC representative updated meeting participants on its activities, including. A proposed smart grids event which, during SOM 2 in Big Sky, Montana on May This has been approved by the Committee of Trade and Investment Advanced Regulatory Cooperation Mechanism. The EGEE&C Chair will moderate a session on standards and regulatory issues for interoperability for smart meters, home area networks and smart appliances. Three energy-related events planned for SOM 3 in San Francisco, alongside the planned Ministerial Meeting on Energy: o A two day workshop to prepare businesses and regulators for ISO standard for energy management to be published in (ISO underpins the Clean Energy Ministers Global Superior Energy Performance initiative.) 1 Australia, China. Chile, Chinese Taipei, Indonesia, Japan, Mexico, Korea, New Zealand, Peru, Philippines, Singapore, Thailand,USA, 2 Asia-Pacific Energy Research Centre (APERC), Collaborative Labeling and Appliance Standards Program (CLASP), SCSC, the Energy Working Group (EWG), US National Fenestration Council Super Efficient Appliance Deployment (SEAD) initiative, and the International Copper Association (ICA) 1
2 o A workshop on solar technologies to present the results of a survey on current standards and conformance regimes and provide a forum to share experiences on implementing solar technologies. A subsequent workshop is planned to focus on the reliability and durability of PV materials o A workshop to work towards harmonisation of energy performance testing and standards for Information and Communications Technology (ICT). (This is currently pending approval; a proposal was submitted under round 2 of the APEC 2011 project approvals process.) International Copper Association (ICA) The ICA representative, outlined a range of projects ICA is supporting, with a particular focus on: A project to promote higher efficiency power and distribution transformers for which guidelines and a selection tool are being developed in preparation for training programmes due to commence in late 2011 (a related workshop may occur alongside EGEE&C 28 Seoul Korea in the first week of November) Carbon finance for high efficiency electric motors in industry This project involves engagement of a private investor to provide high efficient motors with discount equivalent to revenues from carbon credits, to bring price of HEMs at same or lower level than inefficient motors Implementation of an energy management training and certification system, in line with the new ISO standard ISO Cooperation with APEC - ICA has offered support to projects promoting energy efficiency, including technical support; resources to conduct studies, capacity building programmes, and technical assistance programmes; and, in some cases, financial support. The Chair of EGEE&C was invited to the ICA annual Asia Regional Council Review Meeting in Hanoi, to present on the activities of the group and promote the partnership between ICA and APEC. The presentation was used as an opportunity to further the strategic relationship and promote present and future APEC energy projects and seek funding. Update on SEAD and superefficient.org A US Department on Energy representative working on the Super Efficient Appliance Deployment (SEAD) initiative presented to EGEE&C. SEAD is a global market transformation initiative from Major Economies Forum Clean Energy Ministerial and the International Partnership on Energy Efficiency Cooperation (IPEEC). It aims to deploy super-efficient equipment and appliances throughout the global market. Five work-streams have been established: Cross-Cutting Technical Analysis and R&D Coordination Global Energy Efficiency Awards Incentives Standards & Test Procedure Coordination Procurement MEF and IPEEC seek to collaborate with other international fora such as APEC and ASEAN in order to engage a wider range of economies in SEAD activities and utilise existing initiatives and resources to achieve SEAD objectives. 2
3 The website is a key deliverable under SEAD. The US is hosting this website on behalf of all economies participating in SEAD. The purpose of the website is to create a web presence for SEAD and to serve as the global portal for information and on standards and labelling worldwide existing and in development. The website was launched on 5 April for the second Clean Energy Ministerial and will be integrated with the CLASP website from July The features of superefficient.org include: Contact with a network of experts via the website Subscription service for latest news Best practice policy resources Access to a solutions centre (which will serve all SEAD initiatives) Social media presence live and online from December There is scope to partner with other international/regional forums, such as APEC and ASEAN, via the superefficient website. In particular, SEAD partners see a key opportunity to cooperate with APEC ESIS. Climate REDI funding for Strengthening ESIS and conducting a Collaborative Assessment of Standards and Testing (CAST) Strengthening ESIS and conducting CAST are instructions to EGEE&C from APEC Energy Ministers Fukui Declaration at EMM9 (the Ninth Meeting of APEC Energy Ministers). As a key funding contributor to the international SEAD initiative, the US has pledged Climate REDI funding (USD $100,000 per annum over five years) towards the instructions from APEC Energy Strengthen ESIS and conduct a Collaborative Assessment of Standards and Testing (CAST). These two initiatives complement SEAD objectives. As the agency responsible for arranging this funding, the US DOE is keen to ensure it is used to maximum effect. US DOE suggests that, with respect to Strengthening ESIS funding, efficiencies could be gained from migrating APEC ESIS data and functionality to the CLASP and superefficient websites. This was discussed at EGEE&C 38 and a CLASP representative presented a recommended option (and alternative options) to the group. The key issues raised in discussion on the way forward for ESIS were as follows: Ensuring the long-term continuation of ESIS or the work done under ESIS Ensuring an ongoing web presence on S&L activities in APEC economies The ability for APEC economies to make contribute funding and information to a website hosted by a specific economy The need to clarify what funding would be required to maintain ESIS (in addition to the contribution from Climate REDI) and what this would be spent on The ability to use the APEC logo on non-apec websites. General consensus on how to proceed could not be reached at the meeting, due to the need to clarify these issues. It was agreed that the matter would be discussed out of session and that the Chair would present a recommended solution at EWG 41. A recommended solution has now been identified and is presented below. 3
4 Recommended solution for ESIS US Climate REDI funding will be used to pay CLASP to migrate the APEC ESIS web content to a new platform when the current contract elapses in August. The APEC-ESIS content will exist on the migrated CLASP website, readily identifiable by the APEC logo. The APEC ESIS page on the CLASP website will include access to the APEC ESIS database, which is a subset of the larger standards and labelling database owned and managed by CLASP, not the U.S. government. The database will also be accessible from superefficient.org. It will, in fact, be the same database, i.e. the APEC ESIS data subset will be included in it. The conversion to the new platform and ongoing support for ESIS will not require the full $100K annual Climate-REDI commitment but US DOE s intent would be to apply the balance to APEC CAST or other APEC work related to standards and labelling for energy efficiency. The work of CLASP in supporting APEC ESIS will continue in much the same way as it does today, financed by the Climate-REDI contribution. No additional funding is anticipated to be required by other APEC economies to effect this. Next steps: This way forward will be circulated to EGEE&C contacts CLASP will provide a scope of work to circulate to EGEE&C contacts. Collaborative Assessment of Standards and Testing (CAST) There was support for conducting a Collaborative Assessment of Standards and Testing for LED lighting products as a pilot for the CAST initiative. This work would link closely with Australia s project to harmonise standards for indoor LED lighting (see Appendix 1) This product is at relatively early stage of market penetration; however, it was noted that quality testing for this product is important due to its high upfront cost, and in order to promote it effectively. APEC is well placed to lead this work since the four major economies that lead production of LED technology are members of APEC. As a first project under CAST, this project could be used to develop a model process for creating harmonised standards for new technologies before the emergence of non-tariff barriers to trade, such as a proliferation of standards and conformity assessment regimes. The Chair undertook to coordinate a draft project scope for a Collaborative Assessment of Standards and Labelling for LED lighting products. This will be circulated to EGEE&C economy representatives (and other key stakeholders) for comment. Economy presentations and plenary discussion The topic of the economy presentations was the types of compliance activities carried out for energy efficiency programmes in their economy. 4
5 This was a highly informative session that generated a lot of discussion. A rough estimate was made that the economies seated around the table spent in excess of US$10M on compliance. There was discussion about how economies could work together to reduce compliance costs and improve the effectiveness of compliance, e.g.: sharing information on non-compliant products/manufacturers between economies coordinating testing activities between economies using ESIS as a forum for compliance issues building capacity and transferring knowledge between economies. Meeting participants would like the topic of compliance be revisited in future economy updates at EGEE&C. The topic of assessing compliance with thermal envelope performance in commercial buildings was proposed for economy presentations at EGEE&C 38. It was also suggested that compliance could be the focus of an upcoming CEEDS workshop, and that a regional compliance forum could be established to maintain an ongoing dialogue on compliance in the region and identify and promote opportunities for regional coordination. EGEE&C 38: is scheduled for 7-9 November 2011 in Seoul, Korea Update on APEC EGEE&C projects A table on recently completed, in progress and proposed APEC EGEE&C projects is appended. Project Collaboration with EGNRET The Chairs of the two groups have identified four potential joint projects, three of which support APEC smart grid initiatives: 1) survey of residential energy loads in APEC economies (Quantifying load patterns will allow economies to assess the potential impacts of smart technologies (such as smart appliances) to mitigate peak demand) 2) the impact of electric vehicle rechargers on electricity load (This could include an assessment of their ability to store renewable energy in a distributed manner in the residential sector; and to supply stored electricity in times of emergency) 3) demand response protocols in appliances standards development and harmonisation (to facilitate the ability for key appliances to switch off/ on/ to part load in response to signals from a smart meter or similar device, thereby reducing the electricity load at times of peak demand) 4) best practice energy efficiency and renewable energy in industry 5
