13 Historical Background Began in 1991 as part of the Crime Prevention Unit Bicycles were donated by a North Dallas Community Group Trained by Seattle Police Department First used in East Dallas 3
14 Goals Increase Police Visibility Downtown Dallas including Convention Center and Art s District Entertainment Districts High Crime Areas Parks, Running and Bike trails Special Events (i.e. parades and protests) Assist in Quality of Life Issues The Bridge Farmers Market Area 4
15 Advantages Increase community contacts Criminals are unaware of bicycle officers and caught in the act Rapid deployment for special events (parades, protests, etc..) Higher visibility in Central Business District (CBD) during peak times Cost effective versus traditional squad cars 5

29 Texas DPS AFIS Agencies in Texas submit fingerprint and palm cards as required by current statutes Database contains 9 million tenprint and 1 million palm print records and provides timely identification of individuals 7
30 AFIS and Palm Prints Texas DPS added palm print search capability in late 2009 Estimated that 25% of our unsolved crimes have valuable palm print evidence AFIS Team achieved the 1 st palm print identification in the Texas DPS AFIS 8
31 Integrated AFIS Hosted by the Federal Bureau of Investigation. Largest biometric database with over 70 million records Palm search capability possible by late 2013 IAFIS is a stand-alone system requiring separate processing 9
32 Enhanced Capabilities Future enhancements could include: Access to additional databases IAFIS palm evidence Department Homeland Security Interoperability with other agency AFIS systems. Mobile ID (FBI Next Generation Identification) 10
