20 Conclusion By combining Risk MAP, Outreach, and Mitigation Planning, FEMA, The State, and the Communities were able to combine efforts and leveraging resources for a more efficient process to reduce risk and increase a communities resilience. Citizens in proactive communities still believe flood risk is low and won t affect them. Strategies still must continue to develop compete with other priorities in a community and target citizens risk perception.
