19 Flexible Engagement Plan Met with agencies in-person as a group, rather than individual Extended online meeting after low attendance in Phase 2 Increased social media effort after Phases 1 and 2 Phase 3 began in person meetings with landowners Final Route Announcement, added outreach tools (letters and newsletter) After Phase 3, changed all outreach and materials to include both FDU and OPPD logos with project brand Additional outreach to Ritz Lake developers (multiple 1:1 meetings, phone calls, new handout, extensions) Added Ritz representatives to stakeholder advisory committee in Phase 3 Postponed final route announcement over 2 weeks to provide Ritz Developers more time to assess the potential impact to their property. Included additional stakeholders in Advisory Committee as determined appropriate

20 Stakeholder Advisory Committee Goal: To provide counsel and input as representatives of a cross sector of local leaders within the communities of Washington and Dodge Counties. City & County elected officials Business sector Large operation landowners Rural water districts NRDs MAPA *Advisory Committee membership was adjusted to accommodate a more inclusive representation of community leaders as the project progressed.
