4 The objectives of the study The objectives of the study are Quantifying the various benefits and drivers for establishing a common pan-european network infrastructure for Public Services. Analyse the readiness of public administrations and European public services. Identify the best strategies to approach common infrastructures for Public Services. Create momentum through communication and outreach activities.

6 The current status of the study In the last months we Finalized the data collection and knowledge base building Validated the methodology with the Commission Implemented the on-line communication platform and on-line workshop At this moment we Analyze the current situation in of the member states Perform SWOT and Cost Benefit analyses Prepare the consultation conference in November During this online workshop we would like to validate our preliminary findings with you and supplement this information with your insights.
7 Preliminary insights: Reference Networks Two groups with opposite opinions on connecting the Public Administrations to the NRENs: Some NRENs are enthusiastic about connecting Public Administrations and see no problems. Other NRENs, see a risk of losing focus on the primary goal of the network, and a too politicized environment. There is a difference between Western and Eastern Europe. NRENs from the eastern countries fear a further Digital Divide. NRENs are highly dependent on funding from the government or other sources. Countries, except geographically separated countries/regions, do not face problems when new institutions ask to be connected to the network. Up-scaling bandwidth is no problem except when reaching physical boundaries. Large investments are needed. Only when the NRENs provide services themselves, they do guarantee the safety and security of the data related to these services. Otherwise the users are responsible for their own data. Most of the NRENs state that the Bandwidth requirements of the Public Administrations are low. Most of the NRENs are increasingly focusing on providing cloud services to their clients. 7
8 8 Preliminary insights: Public Administrations The vast majority of the public administrations find it a good or very good idea to connect their services (and other Member State services) via a pan-european network infrastructure that serves as a backbone for public services. Generally, they see the advantage in terms of enhancing public services: increased efficiency because of faster connections, better availability and reliability as well as interoperability advantages Most of them state that their needs are high availability and high reliability and some say they need high bandwidth and security It is natural that there are differences between their needs depending on their way of functionning and the sensitivity of the data they work with. The majority see Political, Economical, Social and Technical advantages to connecting to a pan- European backbone network. Only a few see disadvantages and barriers. About 30-40% of them already use cloud technologies (early estimate) and most of the others expect to use it in the future.
9 9 Preliminary insights: Network Service Providers The Network Service Providers are generally public organizations and provide the following services: Authorization, Authentication, Inter-domain security, quality and performance control as well as integration of national infrastructures, some provide Bandwidth-on-demand. The majority of them have made use of structural funds to finance one or more parts/aspects of their networks. There is disagreement on how the cost of the network would be affected if the network is scaled, some believe that the personnel costs, infrastructure costs, licensing costs, leasing costs, other equipment costs as well as depreciation will increase, other believe it will decrease and some believe it would remain the same. Most of the Network Service Providers have plans to invest in the following areas in the future: Personnel, Infrastructure, Services and Security Some are neutral about the idea of connecting to a pan-european network infrastructure that serves as a backbone for public services, others think it is a very good idea nobody thinks it is a bad idea most of them see political, economic, social and technical advantages in it. They assess ICT-based infrastrures as well as cost reduction as quite important to very important, they also assess a synergy with NRENs as important.
10 Preliminary insights: Digital Service Infrastructures They are all EU funded and expect to remain EU funded. In general they see high reliability and high availability as a requirement, some see high security as a requirement. None of them see high bandwidth as a requirement. For connecting to a pan-european network infrastructure that serves as a backbone for public services they are neutral or think it is a very good idea none think it is a bad idea. They however have some general concerns: How will the network be governed? Is the data on the network secure, since it will also be used by universities? Can the availability be assured when all the public administrations in Europe are also connected and use it for their internal exchanges of information etc.? Since they are mostly pilot projects, their use is currently quite low. However, they all see it increasing to a full infrastructure in the future. They see cost reduction as moderately important to very important, they are also either neutral about synergy with NRENs or think of it as a very good idea. 10
11 Developing synergies between network infrastructures for Public Administrations 11 Synergy the process in which the fusion of two parts generates more benefits than results from the sum of the two parts. Many member states have network infrastructures for public administrations on a national level (e.g. RINISnet, SUWInet and GEMnet in the Netherlands). and also with a connection to EU level (e.g. stesta). Synergy between network infrastructures for public administrations may lead to advantages, e.g: cost reduction by a more efficient use of existing resources quality improvement of services expanding of portfolio of services for existing customers expanding the geographical range of services with existing resources
12 Developing synergies between network infrastructures for Public Administrations 12 But also risks may be linked to joining forces between networks infrastructures The different priorities and different requirements of public administrations may be egalized More stakeholders may generate slower governance and management processes and less flexible adaption to changing circumstances and new opportunities Specific characteristics of the user base and the requirements for the service organization of one of the networks may not come back in the implemented service management for the joined networks We are curious for your experiences in creating synergies between networks.
