Application SOUTHERN CALIFORNIA EDISON COMPANY S (U 338-E) NOTICE OF EX PARTE COMMUNICATION Pursuant to Rule 8.4(a) of the Rules of Practice and Procedure of the California Public Utilities Commission ( Commission ), Southern California Edison Company (SCE) respectfully provides notice of the ex parte communication described below. DATE and TIME OF COMMUNICATION: March 7, 2019, from 1:00 p.m. to 1:50 p.m. LOCATION: California Public Utilities Commission, 505 Van Ness Avenue, San Francisco, CA, FORM OF COMMUNICATION: In-person. WHO INITIATED COMMUNICATION: SCE. DESCRIPTION OF COMMUNICATION: Mr. Payne discussed the impacts on SCE that the delayed decision in SCE s Test Year 2018 General Rate Case (GRC) has had and is having. 1

3 He noted that the lack of guidance has, for example, forced SCE to take slower action on programs that were heavily contested in the case. Mr. Payne stated that the absence of Commission guidance on SCE s GRC request has affected SCE s ability to specifically describe the company s financial profile to investors and other parties. SCE stated that timely decisions are critical for a sound regulatory structure. SCE discussed the importance of the Commission reaffirming its prior precedent regarding utility management s discretion to re-prioritize funds that are authorized in GRC decisions so that management can, for example, address emergent public safety risks such as wildfires. In comparing SCE s 2017 authorized revenue requirement to the 2018 GRC period, SCE indicated that trends in revenue requirements are not directly translatable to capital expenditures and O&M expenses required. Regarding whether executive compensation in relation to Senate Bill 901 should be dealt with in the GRC or through a separate process, SCE indicated its preference is that the Commission address such issues in whatever procedural fashion that will lead to prompt issuance of a proposed decision on SCE s GRC. Finally, SCE provided a brief overview of the current status of SCE s Customer Service Re-Platform project. SCE agreed to provide a deep dive on the project after the 2018 GRC final decision is issued. WRITTEN MATERIALS PROVIDED: Yes. 8 Grid Modernization SCE TURN ORA Requests $539M in TY 2018, primarily for Upgrading 4kV infrastructure Distribution and substation automation Faster and secure wireless and fiber-optic communication networks Better analytics for operators and planners Proposes $74-117M for TY 2018 No funding for upgrading 4kV infrastructure 10-23% of SCE s automation request No funding for upgrading wireless and fiber optic networks Limited funding for Grid Mgmt software Proposes $7M for traditional distribution automation only SCE s Grid Modernization is bold, yet practical step towards meeting California electrical infrastructure and environmental policy Three things are happening simultaneously Importance of grid reliability and grid resilience is increasing SCE s distribution system reliability is decreasing, and is in fact worse reliability than the other IOUs currently Environmental imperatives, new technology, and customers taking more active role in energy management is increasing DERs An systems solution is paramount to meet these challenges Integrated over time - driven by immediate needs (safety and reliability), but takes future needs into account (DER enablement) Integrated across functionality capacity, visibility, interoperability, resilience, scalability, security Integrated across technology automation, telecommunications, analytics Deployment pace of grid upgrades should be flexible while several aspects of DRP are being debated Start with no regrets scope that will provide foundational value for any realistic future scenario Balance ability to incorporate learnings and updated forecasts with ability to meet forecast DER growth over next decade Southern California Edison 3

9 Pole Replacement Programs Historical Expenditures SCE Request includes Recovery of capital expenditures incurred for pole loading software and pole replacements TURN Disallowance of $202M of historical capital expenditures spent on SPIDA software and ~55% of all pole replacements performed based on pole loading assessment using a previous version of SPIDA SPIDA was selected through a rigorous process to implement a large scale safety program Software selected to balance technical complexity, user friendliness and computation efficiency, record retention 2015 GRC forecasts were based on statistically valid 5,000 pole sampling plan Estimated 19% of poles assessed would require replacement Post implementation feedback from field and subsequent engineering analysis identified necessary changes to SPIDA, that were implemented in late 2015 Estimated ~9% failure rate based on preliminary reassessment of 1,400 poles (not statistically valid sampling plan) Even though some of the poles replaced using SPIDA may have been prematurely replaced in hindsight, disallowance of the entire amount and the SPIDA software is an extreme remedy for used and useful assets providing value to customers. SCE has proposed to work with TURN to provide the Commission with options for reasonable disallowances. Southern California Edison 4

10 Recorded Expenditures Above 2015 GRC Adopted Amounts SCE Request includes adding net book value of capital expenditures in several safety and reliability programs into adopted 2018 rate base. TURN Disallowance of $235M of capital expenditures spent in 2014 and 2015 in excess of $764M adopted amounts in the 2015 GRC for infrastructure replacement programs based on SCE not providing sufficient rationale for incremental spending SCE has met its burden of proof per the Rate Case Plan and other compliance requirements for the 2018 GRC CPUC GRC audits, discovery or hearings have not revealed any impropriety or imprudence in these programs. Disallowances based on non-existent requirements would be unfair and unreasonable Given that CA GRCs are forecast ratemaking, testimony on historical spending is not as extensive as testimony on future spending. Adding requirements should be considered in the context of complexity of current proceedings. The programs at issue are: Worst Circuit Rehabilitation Substation circuit breaker replacement Substation transformer replacement Underground oil switch replacement Overhead conductor program Safety and Reliability programs targets replacement of aged and poorly performing equipment Authorized programs in several GRCs Included in Reliability Improvement Incentive Mechanism which encourages additional expenditures, funding permitting Designed to mitigate safety risks associated with energized downed wires Not included in 2015 GRC; undertaken based on preliminary risk analysis associated with Safety Model Assessment Proceeding (SMAP) The Commission authorizes funds based on forecasts developed 1-4 years ahead of actual spending, and the authorized amounts are often not known at the time of the expenditures are incurred. The Commission has repeatedly acknowledged the need for management flexibility. The ultimate responsibility of managing a safe and reliable grid lies with the utility, and discretion to reprioritize funding has to be preserved. Southern California Edison 5

11 Customer Service Re-platform (CSRP) SCE TURN ORA Request includes $208M capital expenditures including 24% in contingency $26M O&M for system implementation $27M O&M for staff augmentation to support system deployment Proposes No revenue requirement for CSRP due to schedule uncertainty 10% reduction in staff augmentation for Customer Call Center Memo Account and Advice Letter process for recovery of staff augmentation costs Proposes Reduction of $15.4M in contingency Memo Account and Advice Letter process for recovery of staff augmentation and IT O&M costs Goal: implement a modern customer relationship and billing system delivering an integrated, efficient, and agile solution The current patchwork of SCE s customer service IT solutions, the age of the applications and dwindling resources to support them have necessitated undertaking CSRP SCE is actively managing the Customer Service Re-platform deployment schedule through work prioritization and contingency planning Staff Augmentation to support training and productivity is an industry best practice and is critical to maintain customer satisfaction and manage implementation challenges If deemed necessary, a Balancing Account to track staff augmentation O&M costs is a reasonable approach Annual review in ERRA provides opportunity for parties to review recorded costs on timely basis To mitigate the risks associated with transitioning customers to default TOU in 2019 during the anticipated Customer Service Re- Platform system freeze, SCE plans to implement TOU rates after Customer Service Re-Platform stabilization (targeting late 2020).
