The communication took place Wednesday, August 31, 2011 at the Commission offices and was a part of SCE s regular Quarterly Transmission Update with the Energy Division and Legal Division of the Commission. SCE initiated the communication. For an early portion of that meeting, including a Leatherneck Substation discussion, Ms. Sepideh Khosrowjah and Mr. Marcelo Poirier, Advisors to Commissioner Florio, were present. SCE was represented at the meeting by Mr. Les Starck, Senior Vice-president; Mr. Gary Schoonyan, Director; Mr. Tom Burhenn, Director; and Mr. Neal Hunstein, Manager. Various members of the Energy Division and the Legal Division also attended. The attached handout was provided to all attendees. 2

17 G.O. 131-D Reform SCE, PGE&E, and SDG&E have met and discussed G.O. 131-D reform since our last meeting in April There is no uniform support amongst the utilities to support 131- D reform at this time All three utilities have concerns that 131-D reform could make permitting and applications of exemptions more difficult A meeting between Energy and Legal Divisions with all three utilities may be helpful in seeing if reform can move forward 13

18 SONGS License Renewal Issues SONGS Units 2 & 3 NRC licenses expire in 2022 SCE intends to file for license renewal funding If, however, license renewal is not successful or if SONGS shuts down, replacement generation and transmission will be needed, in place, before shutdown, to maintain local area reliability 14
