6 Definition of the " Public Works" and " Infrastructure" Facilitates that usually require substantial capital investment Provide services or solve problems to the public Planned, designed, constructed, and proposed by or under the auspices of government agencies Private companies may also construct and /or operate public works, to serve their own manufacturing or other need, or for profit W hat is Infrastructure? The nation s infrastructure is its system of public facilities, both publicly and privately funded, which provides the essential services and a sustained standard of living This interdependent set of structures provides mobility, shelter, services, utilities A nation s infrastructure is the base upon which society rests where its condition affects our lifestyles and security 6

7 W hat is Infrastructure? International Infrastructure Management Manual define and infrastructure asset as: Stationary systems or networks that serve defined communities where the system as a whole is intended to be maintained indefinitely to a specified level of service by the continued replacementand refurbishment of its components Examples of Infrastructures Highways, streets, bridges, tunnels and transportation Water supply, treatment, and distribution. Wastewater collection, treatment and disposal Solid waste collection, treatment, and disposal Electric power generation and supply 7

8 Examples of Infrastructures Communication facilities Courthouses, schools, libraries and hospitals Police station, fire houses, prisons and garages Public residential housing Categories of Infrastructure Projects Development of new projects or provision of additional capacity or capability New projects Additional capacity New Highway. New water distribution system. Add additional lanes. Expanding a water treatment. Add new pumps Rehabilitation and/or reconstruction of existing facility without changing the capacity 8

9 Categories of Infrastructure Projects Routine maintenance (preventive) and operation of infrastructure system (e.g., the municipal systems for transportation, water supply, sewage and storm water and solid wastes Improve the system efficiency by modify the operation and management (e.g. Improve pumps efficiency by cleaning or/and lubrication ) What is the Importance of Infrastructure Management? Or Why has infrastructure asset management gained such profound importance lately? 9

Large percentage of existing facilities are rapidly deteriorating due to: Age the bulk of infrastructure in North America, e.g., was constructed in the 50s and 60s A large portion of these assets have reached the end of their service life (e.g. Roads) or are slowly approaching the end of their service life Thus decrease the level of service and incease the demand for fund to repair W hy Infrastructure M anagem ent? Failing Infrastructure Catastrophic failures, usually impacts the public greatly Economic and social impact Felt by societies and addressed by meia Outdated technology New technologies are emerging and need to be used 10

Funding Backlog Spending on needed preventative maintenance has been postponed for many years When societies growth, governments tend to focus on funding infrastructure expansion instead of infrastructure renewal projects This leads to faster deterioration of existing systems and accumulation of financial backlogs from previous years that require immediate funding W hy Infrastructure M anagem ent? Limited Budgets, governments are facing financial pressures to: allocate budgets for infrastructure needs in competition with other services (health, education) Allocate infrastructure budgets to individual projects based on rational and consistent criteria 11

13 Infrastructure M anagem ent: W hat is it? The seven Main Questions: What do you own? What condition is it? What is its value? What repair/rehabilitation do we need to undertake? When do we need to undertake it? How much will it cost us? How will we pay for it? W hat is Asset Management? American Public Works Association (asset management task force): a methodology needed by those who are responsible for efficiently allocating generally insufficient funds amongst valid and competing needs 13

14 W hat is Asset Management? AUSTROADS, 1997 (Strategy for Improving Asset Management Practices): a comprehensive and structured approach to the long-term management of assets as tools for the efficient and effective delivery of community benefits. W hat is Asset Management? is a systematic process of maintaining, upgrading, and operating physical assets cost-effectively. It combines engineering principles with sound business practices and economic theory, and it provides tools to facilitate a more organized, logical approach to decision-making. Thus, asset management provides a framework for handling both short-and long range planning (Asset Management: Advancing the State of the Art Into the 21st Century Through Public-Private Dialogue.
