2 SOUTHERN REGIONAL POWER COMMITTEE BENGALURU Record Notes of the Meeting to discuss disruption of power supply affecting BMRCL services A Meeting to discuss disruption of power supply affecting BMRCL services was held on 31 st December 2015 with participation from BMRCL, KAR SLDC, KPTCL, SRLDC & SRPC. The list of the participants is at Annexure-I. Shri S.R. Bhat, Member Secretary, SRPC welcomed the participants to the Meeting. He stated that BMRCL services were affected on 21 st December 2015 and on 17 th December 2015 due to power supply issues. He quoted the media reports which stated that the problem was reportedly not in the grid side. He expressed concern and emphasized that the issue needs to be deliberated to ensure that the services of BMRCL are not affected either due to grid side problem or due to electrical side problems in BMRCL network. Agenda was taken-up for discussion. BMRCL point-wise reply of the agenda items is at Annexure-II. Disruption of BMRCL services/failure of Grid supply Following were the major interruptions in BMRCL services : 07 th April, passengers refunded fare amount after power outage for an hour. 15 th April, passengers evacuated after power outage in same stretch. 17 th Dec, Services hit for 11hrs on Yeshwantpur Mantri square Sampige road stretch due to power failure. 21 st Dec, Disruption of services on the Metro s Green Line from 1.03 pm to 1.53 pm between Yeshwantpur and Mantri Square Sampige Road stations. The list of Grid power supply failures of reach-1 and Peenya RSS failure details were furnished( in Annexure-II). It was confirmed that there was no de-boarding of the passengers from train due to incoming KPTCL/BESCOM supply. Meeting with BMRCL/KPTCL held on 31 st December 2015 Page 1
3 It was confirmed by BMRCL that the incidents of 17 th and 21 st December were due to internal grid problem of BMRCL and the grid supply from KPTCL/BESCOM was intact. The designer and M/s. ABB have been called to carry out the root cause analysis and identify and implement the remedial measures. Once the report is finalized, it would be shared with SRPC/SRLDC. KPTCL suggested that relay setting also needed to be reviewed, tested and verified during this exercise. BMRCL agreed to carry out the same and would furnish compliance report. It was noted that as per Scheme, only faulty section should have been cut off in the BMRCL network and this issue also needed to be addressed by the designer/abb. Provision of DG of suitable capacity to ensure that the Metro train reaches the Railway Station In earlier meetings BMRCL had been suggested to consider provision of DG of suitable capacity so as to ensure that the Metro train reaches the nearest Station in line with the Enquiry Committee recommendations. BMRCL vide letter dated 14 th February 2014 (Annexure-III) had informed that there was no provision to extend DG supply to Traction network. This was an internationally accepted practice. However, provision for ventilation and passenger evacuation was ensured. In the meeting, Dy.CEE (U/S), BMRCL stated that they had again contacted Delhi Metro and there was no provision/plan for DG for traction loads. For traction power supply, the redundancy of power system, through multiple number of Receiving Sub-Station (one in each corridor) has been ensured in BMRCL. SRPC/SRLDC stated that keeping in view with the regional grid condition, recommendations of Enquiry Committee, natural calamities like TN Flood, Hud Hud cyclone etc. BMRCL and other Metros of SR were being advised to go for DG for traction loads. BMRCL representative s were suggested to appraise their Management about the necessity/requirement and suitable call needs to be taken. Meeting with BMRCL/KPTCL held on 31 st December 2015 Page 2
4 Intermediate power source at Majestic Dy.CEE (U/S), BMRCL informed that based on the power supply simulation study for Metro System by expert agencies, the location of intake power supply from KPTCL and the location of receiving Sub-Station (one in each corridor) was decided and it is designed for reliable operations. However, the inter-linking sub-station of BMRCL at Majestic would be ready by March Power supply through cables from receiving station could be extended to other receiving station through Majestic SS of one stretch. BMRCL was requested to revert back on whether supply from any of the receiving stations could be extended to any of the other receiving station. SRLDC observed that whether charging of such long cables was possible due to capacitive switching. BMRCL agreed to revert back on this. Two independent sources of power at BMRCL Receiving Stations The diagram of infeed of BMRCL Receiving Stations furnished by BMRCL is available in Annexure-II. The power supply from Metro diagram furnished by SRLDC is at Annexure- IV. KPTCL informed that all the stations were having alternate supply (except 66 kv Welcast) to BMRCL at 66 kv and 220 kv levels. The supply could be switched to alternate supply in less than 500 msec. Besides the alternate supply, they were having redundant supply which could be made available in around 5 minutes. This was being tested periodically and suitable instructions have been communicated to the sub-stations. KPTCL informed that few days back, Yelahanka 220 kv SS (two 220 kv buses and 2 x 150 MVA transformers) have been energized and were idle charged.220 kv Neelmangla - Hoody line had been LILOed at Yelahanka. The station was under testing and it could be loaded shortly. Welcast SS was planned to be connected to Yelahanka SS. Later this station was planned to be connected to 400 /220 kv SS of PGCIL. Mock Black start exercises Meeting with BMRCL/KPTCL held on 31 st December 2015 Page 3
5 Since the problem was in BMRCL network it was recommended that a mock exercise of extending the supply from Main/Alternate/Redundant to different TSS of BMRCL and further down- stream (DC system) would be carried out on 21 st January The exercise could be taken up during the time when Metro services are not available in co-ordination with SLDC, BESCOM & KPTCL SS. Compliance Report in this regard would be furnished to SRPC/SRLDC by BMRCL/SLDC. It was agreed that mock exercise would be held in each quarter and report would be furnished by BMRCL/SLDC to SRPC/SRLDC. Other issues BMRCL informed that Mr. G. Mani, DGM (Traction) was the new Nodal Officer. BMRCL was requested to communicate the details like address, phone number, mobile number, fax number, id etc of the Nodal Officer to SLDC/SRLDC/SRPC. BMRCL was requested to furnish the details of second in command. SLDC & BMRCL confirmed that the hot line was working and healthiness was being ensured.
