1 GUIDE TO REGISTRATION AS UTILITY AND APPLICANT ON SHORT TERM OPEN ACCESS SOFTWARE 1

2 The Short Term Open Access (STOA) in Inter State Transmission System (ISTS) was commenced in the year 2004 through a Regulation by Hon ble CERC. SRLDC had tried to extend the best possible service to its Open Access Customers by providing web based software for submission and processing of applications and by uploading all the monthly Open Access details, Refund and Disbursement details and calculations in the SRLDC web site and thereby tried to achieve maximum efficiency and transparency in the STOA transactions. The present software used by SRLDC and by all the OA customers are of a decade old and it was felt to upgrade the same with new features with complete solutions up to disbursal, interest calculations and addressing TDS related activities. The upgraded software developed by CDAC, Bangalore is deployed at SRLDC and is presently at testing stage. SRLDC will be shifting completely to the new upgraded S/W for the STOA transactions punched for the month of June 2018 onwards. For the month of April 2018, all OA customers may continue to punch in the existing S/W and SRLDC shall do parallel running of both S/W for April But it is our humble request to complete the entire registration process (Applicant and Utility) before 20 th April 2018 so that all the Registration process through new S/W can be completed by end of April SRLDC shall inform new login details to all once the OA customers are Re-registered through new S/W. Advance and FCFS applications to be submitted from 1 st May 2018 for the month of June 2018 onwards can only be applied through new software. Access to new software shall be allowed by SRLDC only to the OA customers Re-registered through the new S/W. It is therefore once again requested to complete the entire Registration process by 20 th April 2018 to enable SRLDC to give access to all OA customers by 30 th April Since all the basic features are kept intact, it is felt that there will not be any difficulties by any of the USERS to use the software The following executive of SRLDC may be contacted for assistance in re-registering in upgraded STOA software 1. 3 To ease the process for submission of OA applications and related activities w.e.f 1 st May 2018 existing and new OA customers of SRLDC have to register with SRLDC through the new software. All are requested to kindly cooperate with SRLDC in this endeavor and to move towards paperless STOA processes. Step by step procedure of registration of Utilities and Applicants is described in this document. It is advised to follow the instructions and described methods for hassle free registration- 3

4 Main Page - Utility Registration- The access to the Utility registration online form is by pressing Utility Registration Tab. A open access Utility can be of following types- 1. Injecting Utility 2. Drawee Utility 3. Both (Injecting and Drawee Utility) All the requested details in the Utility registration portal are to be provided matching to the Annexure-II uploaded along with the registration request. Following points are to be carefully noted- 1. PAN number and GST number are essentially to be provided in the online form. 2. Point of connection is the Feeder Name and sub-station name providing Open Access to the Utility / Firm and for DISCOM the interface with STU/ISTS 3. Internalization by STU / SLDC is required to determine the STU / SLDC charges applicability. If utility is not internalized the charges are applicable. 4. Select the Region and State code appropriately The region /state in which the Utility is located. eg. ANDHRA PRADESH POWER CO-ORDINATION COMMITTEE located in Andhra Pradesh under SRLDC and AIIMS, Delhi is located in Delhi under NRLDC. Essential document required for registration of Utility- a. Letter duly signed by Authorized signatory & stamped on the letter head of the firm/utility to be registered with following details- 1. Submission of Annexure-II and request to registration at STOA SRLDC, Bengaluru. 4

5 b. Duly filled, signed and stamped Annexure II by Authorized signatory of the firm/utility. Complete details of Address, Phone number, Mobile Phone number, address of Authorized signatory / Responsible Person for STOA transactions. (Both a & b are to be uploaded in same PDF file at Upload Registration Format Copy ) c. In case the firm / Utility is internalized to the State Transmission Utility or / and State Load Dispatch Centre (in which the Utility / firm is located), document pertaining to the Exemption of STU/SLDC charges must be submitted Already registered OA customers of SRLDC through the old S/W, may kindly submit the latest NOC/Consent issued by respective SLDC wherein it has been clearly mentioned that the STU/SLDC charges are internalized or NOT. d. All new OA customers shall submit a fresh document from concerned SLDC wrt internalization. *All the details, signature and stamps on documents uploaded shall be legible. ** Inactive and non-responding Phone numbers, mobile number, IDs will lead to blocking of the Utility from STOA. *** The firms / Utilities already registered with SRLDC, Bengaluru are also required to fill the Online form and provide necessary documents, it is requested to give the exact name and short name already provided by STOA SRLDC. 5

6 Applicant Registration- The access to the Utility registration online form is by pressing Applicant Registration Tab. A open access Applicant can be of following types- 1. Trader An applicant having CERC trading license for Electricity Trading. 2. Non-Trader To register as Trader select Yes. To register as Non-Trader select No. All the requested details in the Applicant registration portal are to be provided matching to the Annexure-I uploaded along with the registration request. Following points are to be carefully noted- 1. PAN number and GST number are essentially to be provided in the online form. 2. Select the Region Code The region in which the Utility is located. E.g. ANDHRA PRADESH POWER CO-ORDINATION COMMITTEE located in Andhra Pradesh under SRLDC. And AIIMS, Delhi is located in Delhi under NRLDC. 6

7 Essential document required for registration of Applicant- a. Letter duly signed by Authorized signatory and stamped on the letter head of the Applicant to be registered with following details- 1. Submission of Annexure-I and request to registration as Applicant at STOA,SRLDC,Bengaluru. b. Duly filled, signed and stamped Annexure I by Authorized signatory of the Trader / Non- Trader. Complete details of Address, Phone number, Mobile Phone number, address of Authorized signatory for STOA transactions. (Both a & b are to be uploaded in same PDF file at Upload CERC Format-8 ) c. The bank details to be uploaded at the link Upload Bank Details copy. The details PDF file must contain duly filled, signed and stamped Annexure I (2/2) on letter head of the Applicant and cancel cheque of bank account given in Annexure I (2/2). d. Traders submit CERC Trading License under Upload Trading License Or Connectivity. e. Non-Trader submit Connectivity details with meter details and other documents under Upload Trading License Or Connectivity. f. Non-trader essentially submit correct name and location of the Utility to which they are to be registered for Bi-lateral transactions under Utility Name. *All the details, signature and stamps on documents uploaded shall be legible. ** Inactive and non-responding Phone numbers, mobile number, IDs and defaulters in payments / interest / details will lead to blocking of the Applicant from STOA. *** The Applicant already registered with SRLDC, Bengaluru are also required to fill the Online form and provide necessary documents, it is requested to give the exact name and short name already provided by STOA SRLDC. 7
