5 Agenda for the Meeting of Southern Region constituents regarding Connectivity/LTA Applications of IPPs in SR received during November & December, 2016 (To be discussed along with Agenda for Follow up Meeting of 21 st Southern Region constituents meeting regarding Connectivity/LTA Applications of IPPs in SR) 1.0 New Connectivity Applications. Total 18 nos. of connectivity applications have been received by CTU for a cumulative capacity of about 5500MW in Nov 16 and Dec 16 from various wind generation projects. Thoothukudi st March 200 The applications have been grouped on the basis of their location and deliberated as below. 1. Connectivity application near Munirabad. There are two applications seeking connectivity at Munirabad 400/220kV S/s. Munirabad 400/220kV substation is a POWERGRID S/s wherein 220kV switchyard is owned and operated by STU. The details of applications are given below: 2

In the 21 st follow-up meeting agenda for Connectivity/LTA Applications, establishment of a new substation in the vicinity of existing Munirabad 400/220 kv S/s, inter connected with existing substation through Quad/HTLS 400 kv D/c line, has been proposed with 5 nos. of 220kV bays for grant of connectivity to three applications of total 950 MW. Four nos. of additional 220kV bays are required to grant connectivity to above applications of 700 MW. Accordingly, it is proposed to grant connectivity to these applications with following system subject to conditions enclosed at Annexure-I. Transmission System for Connectivity: Establishment of new 400/220kV S/s at Munirabad along with 2x500 MVA, 400/220kV ICTs ISTS(same is also included in the 21 st follow-up meeting agenda) Munirabad(New) Munirabad (Existing) 400kV D/c Quad/HTLS line ISTS(same is also included in the 21 st follow-up meeting agenda) Axis Wind farm (Anantapur) Pvt. (300 MW) Munirabad(New) 220 kv D/c line along with the associated bays at Munirabad(New) & generation switchyard. Green Infra Wind Energy (400 MW) Munirabad(New) 220 kv D/c line along with the associated bays at Munirabad(New) & generation switchyard. The methodology for implementation of connectivity line from generation switchyard to Munirabad(New) S/s (integrated planning under ISTS or by developer) may be deliberated. 3

8 Further, strengthening of transmission system may be required based on the LTA applications. Accordingly, the applicants are advised to apply for LTA for reliable evacuation of power. Members may deliberate please. 2. Connectivity applications near Gooty/Kurnool. There are seven applications seeking connectivity at Gooty/Kurnool 400/220 kv substation. Gooty 400/220kV substation is a POWERGRID S/s wherein 220kV switchyard is owned and operated by STU. The details of applications are given below: Sl. In the 21 st follow-up meeting agenda for Connectivity/LTA Applications, establishment of a new substation in the vicinity of existing Gooty 400/220 kv S/s, inter connected with existing substation through 4

9 Quad/HTLS 400 kv D/c line, has been proposed with 6 nos. of 220kV bays to grant connectivity to three applications of total 950 MW. Twelve nos. of additional 220kV bays may be required to grant connectivity to above applications of 2772 MW. Accordingly, it is proposed to grant connectivity to above 7 applications with following system subject to conditions enclosed at Annexure-I. Transmission System for Connectivity: Establishment of new 400/220kV S/s near Gooty along with 2x500 MVA, 400/220kV ICTs with bus sectionaliser ISTS(same is also included in the 21 st follow-up meeting agenda) Gooty(New) Gooty(Existing) 400kV D/c Quad/HTLS line ISTS(same is also included in the 21 st follow-up meeting agenda) Regen Wind Farm (AP) Pvt. (672 MW) Gooty(New) 220 kv (Twin moose) D/c line along with the associated bays at Gooty(New) & generation switchyard. Wind World (India) (400 MW) Gooty(New) 220 kv D/c line along with the associated bays at Gooty(New) & generation switchyard. Dharmapuram Wind Farms Pvt. (300 MW) Gooty(New) 220 kv D/c line along with the associated bays at Gooty(New) & generation switchyard. Sabashpuram Wind Farms Pvt. (500 MW) Gooty(New) 220 kv D/c line along with the associated bays at Gooty(New) & generation switchyard. The methodology for implementation of connectivity line from generation switchyard to Gooty(New) S/s (integrated planning under ISTS or by developer) may be deliberated. Transmission System for Connectivity: Watsun Infrabuild Pvt. (200 MW) Arasur 230 kv S/c line along with the associated bays at Arasur & generation switchyard. The implementation of connectivity line from generation switchyard to Arasur S/s including 220 kv bays at both ends shall be in the scope of applicant. Further, the applicant is advised to apply for LTA for reliable evacuation of power. Members may deliberate please. 4. Connectivity application at Narendra. There is one applications seeking connectivity at Narendra(Existing) 400/220kV S/s. The details of application is given below: Sl. 11 There is no space available at 220kV switchyard of Narendra S/s for providing connectivity to the applicant. However, space is available for only 1 nos. of 400kV bay at Narendra S/s. After grant of connectivity to this application, no space would be available at Narendra(Existing) S/s. In view of above, it is proposed to grant connectivity to M/s Wind World (India) at Narendra(Existing) through 400 kv S/c line as indicated below subject to conditions enclosed at Annexure-I. Transmission System for Connectivity: Wind World (India) Ltd (500 MW) Narendra (Existing) 400 kv S/c line along with the associated bays at Narendra (Existing) & generation switchyard. The methodology for implementation of connectivity line from generation switchyard to Narendra (Existing) S/s (integrated planning under ISTS or by developer) may be deliberated. Further, strengthening of transmission system may be required based on the LTA application. Accordingly, the applicant is advised to apply for LTA for reliable evacuation of power. Members may deliberate please. 5. Connectivity applications near Tuticorin/Tirunelveli PS. There are seven applications seeking connectivity at Tuticorin/Tirunelveli 400/220kV PS. Thoothukudi st March Jun However, after allocating bays for developers as proposed in 21 st Southern Region constituents Meeting regarding Connectivity/LTA Applications of IPPs in SR, there is no space available at Tirunelveli PS for providing connectivity to the above applicants. Also space is not available to create separate 230 kv switchyard. Keeping above in view, it is proposed that a new substation in the vicinity of existing Tirunelveli 400/230 kv PS may be established and inter connected with existing substation through Quad/HTLS 400 kv D/c line and connectivity can be provided at this new Tirunelveli PS. Total 8 nos. of 230kV bays may be required to grant connectivity to above applications of 1350 MW. Hence it is proposed that connectivity to these applications may be granted as indicated below subject to conditions enclosed at Annexure-I. Transmission System for Connectivity: Establishment of new 400/220kV S/s near Tirunelveli PS along with 2x500 MVA, 400/230kV ICTs ISTS Tirunelveli PS (New) Tirunelveli PS (Existing) 400kV D/c Quad/HTLS line ISTS Wind World (India) Ltd (300 MW) Tirunelveli PS (New) 230 kv D/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. Aspan Infrastructure (200 MW) Tirunelveli PS (New) 230 kv S/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. 8

13 Clean Wind Power Bhavnagar Pvt. (100 MW) Tirunelveli PS (New) 230 kv S/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. Anantapur Wind farms Pvt. (200 MW) Tirunelveli PS (New) 230 kv S/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. Clean Wind Power Tuticorin Pvt. (100 MW) Tirunelveli PS (New) 230 kv S/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. Sitac Kabini Renewables Pvt. (250 MW) Tirunelveli PS (New) 230 kv S/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. Kurnool Wind Farms Pvt. (200 MW) Tirunelveli PS (New) 230 kv S/c line along with the associated bays at Tirunelveli PS (New) & generation switchyard. The connectivity line along with associated bays for the generation project, having capacity less than 250 MW shall be in the scope of applicant. The methodology for implementation of connectivity line from generation switchyard to Tirunelveli PS (New) S/s (integrated planning under ISTS or by developer) may be deliberated for projects having capacity of 250 MW and above. Further, strengthening of transmission system may be required based on the LTA applications. Accordingly, the applicants are advised to apply for LTA for reliable evacuation of power. 14 Annexure I 1. As per the Connectivity Regulations, the Grant of Connectivity shall not entitle an applicant to inter-change any power with the grid unless it obtains LTA, MTOA or STOA. Since MTOA & STOA are granted on the margins available in the corridor and assured transfer of power is granted only with the LTA, therefore, the applicants are advised to apply for the LTA to assure power evacuation & transfer to its beneficiaries under LTA. 2. CERC in its order dated in Petition No: 420/MP/2014 directed that wind developers should comply with the provision of LVRT (Low Voltage Ride Through). Further, the wind developers shall provide adequate reactive compensation so that under all dispatch scenarios Power Factor of 0.98 shall be maintained at injection point. Also as per the prevailing Transmission Planning Criteria of CEA N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. 3. The transmission system is being developed for providing connectivity to wind developers in respective areas. However, all developers availing connectivity through proposed transmission system are required to sign the Transmission Agreement for connectivity and submit construction bank guarantee within one month from the date of intimation otherwise liable for cancellation. The implementation process shall only commence after completion of aforesaid formalities. 10
