Emergency Response Experience As much as regional planners work to support, protect and grow their community, disasters can strike at anytime. To help communities get back to normal as quickly as possible, a comprehensive disaster relief plan that includes logistics services, shelter for evacuated residents and temporary housing and offices for relief personnel is essential. ATCO has been a valued partner in emergency response around the globe from the 2005 earthquake in Pakistan to Alberta s 2016 wildfires, supporting Canadian municipalities, provincial and federal governments as well as NATO globally. Our team has the depth of experience and availability of trained staff to respond and be operational quickly. 2

5 Emergency Response Experience 2016 Fort McMurray Wildfire On May 1, 2016, the Regional Municipality of Wood Buffalo declared a local state of emergency, as wildfires ripped through the Fort McMurray area. It was the largest natural disaster Canada has ever faced one that forced tens of thousands from their homes. ATCO responded by opening its doors to Creeburn Lake Lodge and Barge Landing Lodge,just 63km north of Fort McMurray, to evacuating residents. We provided beds, washroom facilities and meals to those displaced. At the peak of the evacuation, thousands of people stayed in the lodges, which ATCO operates in a joint venture with the Fort McKay First Nation. Meanwhile, a camp to house 40+ ATCO employees rebuilding community infrastructure and other emergency personnel was deployed from Calgary. This camp was the first deployment of many. Within days, the camp had grown to accommodate nearly 200 emergency responders. In the following weeks, a second camp was constructed at the same location in the subdivision of Saline Creek, and by the beginning of June, ATCO was accommodating nearly 450 guests and staff staying at both camps. During this disaster, the full strength and breadth of ATCO s expertise was brought to bear. In May, ATCO donated 10,000 meals to emergency responders, and during the re-entry period at the beginning of June, over 60 staff members provided 56,000 meals in just eight days to returning residents. 5
6 2013 Alberta Floods Siksika First Nation ATCO provided emergency temporary housing for Siksika First Nation members displaced by the Alberta 2013 floods. Three temporary lodges (Deerfoot, Crowfoot and Poor Eagle) were opened to provide a total of 332 beds for the community. Each lodge included a commercial kitchen, dining hall and recreational facilities to feed and entertain residents, including families with children, as well as staff. Special considerations were given to the construction planning to ensure the safety of children that would be on site. ATCO was welcoming our guests six weeks after given notice to proceed. High River Fire Department The High River Fire Department suffered significant damage to their facilities during the flood. At the main fire hall ATCO provided temporary accommodation for 30 staff and a kitchen, all of which was ready for use four weeks after ATCO was given Notice to Proceed. For the satellite fire hall constructed at the rodeo grounds, ATCO provided a soft walled structure and command center with sleeping accommodation for staff. ATCO also provided a soft walled temporary fire hall and temporary accommodation for the fire hall staff at the Saddlebrook temporary community. Town of High River The rising water destroyed High River s town hall. ATCO was contacted on a Wednesday to determine if we could provide a temporary office solution. Using a crew that worked around the clock ATCO had a fully functioning temporary town hall for 60 employees and officials in five days. 6
7 2013 Lac-Mégantic Rail Accident The Société Québécoise des Infrastructures as well as the Federal Government experienced significant damage to their offices from the Lac-Mégantic train derailment. ATCO has supplied office facilities for both the provincial and federal governments to enable them to continue to provide services during the restoration of the community Slave Lake Wildfire ATCO deployed and operated a 200 bed temporary facility to house the work force needed for critical infrastructure restoration in Slave Lake. This facility also housed emergency relief workers such as the Canadian Red Cross as well as contractors involved in the rebuild of the community. The facility was operational, serving the first meal, within 10 days of the fire Haiti Earthquake As part of Canada s relief efforts, CIDA contracted ATCO to provide a temporary administrative base for the Government of Haiti. This included office complexes for 280 staff that were capable of withstanding a CAT 3 hurricane. ATCO was also awarded the provision of temporary offices for the Caribbean Development Bank and temporary classrooms for the Haitian National Police School. 7
8 2006 Steadfast Jaguar Training Exercise ATCO provided Real Life Support for the 5,000 person multinational force deployed for the NATO Response Force training exercise in Cape Verde, Africa. This training exercise was designed to test NATO s capacity for rapid mobilization, deployment and their contractor support capability. Our services included food supply, water, solid waste and waste water services, laundry, transportation and port services for the exercise. support services Kashmir Earthquake ATCO provided deployment and support operations for the NATO Disaster Team Headquarters in Islamabad, Pakistan for earthquake relief. With five days notice for deployment of a full camp with kitchen, dining room, accommodations and life support facilities ATCO was fully operational in two weeks. Services provided included catering, operations, medical support, logistics and site support services. 8
9 Government Experience 2013, 2014 Canadian Forces Winter Survival Training Exercise Since the mid 1990 s ATCO has provided seasonal operational and maintenance support to the Canadian Forces School of Search and Rescue and the Canadian Forces School of Survival and Aeromedical Training in Resolute Bay. In 2013 and again in 2014, Defense Construction Canada awarded ATCO the supply, installation and maintenance of a full service soft-walled temporary camp at Crystal City, near Resolute Bay. The winter training exercise requires accommodation, kitchen and dining facilities for up to 32. ATCO provides life support systems, emergency response, road construction and maintenance for the site Operation Nanook ATCO supported the Department of National Defense training exercise in Resolute Bay that involved 540 deployed personnel. We provided soft-walled accommodation structures, dining, office and medical facilities, as well as base headquarters. Site services provided by ATCO included electrical, heating, lighting, back-up generators, potable water, waste management and maintenance. 9
10 2010 G8 Summit Security Camp The 2010 G8 and G20 Summits were held in Huntsville and Toronto, Ontario. ATCO was awarded the contract to supply accommodation for 4,500 members of the Integrated Security Unit. The 570,000 ft² (53,000 m²) complex also included kitchen and dining facilities for the security personnel Kandahar Airfield ATCO was awarded five contracts to provide support services at the Kandahar Airfield for NATO s International Security Assistance Force and continues to provide these services today. We provided accommodation services, fire and crash rescue, engineering and construction as well as managing supply of potable water, sewage and solid waste disposal with a staff of 600 deployed to the Kandahar airfield. Initially ATCO was supporting 10,000 international troops and contractors. By 2009 this had grown to over 35,000 personnel needing site services Bosnia Stabilization Forces The Stabilization Force is a NATO led multi-national peacekeeping force deployed after the Bosnian war to deter hostilities and stabilize the peace. In 2004 the Stabilization Force was dissolved with all duties passed to NATO and the European Union Force. ATCO is providing the Computer Information Systems support functions to support six sites in Bosnia with about 3,000 multi-national users. The contract includes the provision of system administration, Automated Data Processing (ADP) maintenance, help desk services, emergency response, database and configuration management services. 10
11 2002 G8 Summit Security Camp Public Works Government Services Canada awarded ATCO a contract to house 2,800 police and military personnel who were providing security for world leaders attending the G8 Summit in Kananaskis Alberta. This facility was located in an environmentally sensitive area that required a final audit to determine the environmental impact on the area of the project. Passing the audit is indicative of ATCO s attention to ensuring environmental best practices were followed throughout the project Balkans Rationalization Project The Canadian Department of National Defense awarded ATCO a three year contract to provide support services for five peacekeeping camps in Bosnia-Herzegovina housing nearly 1,200 Canadian peacekeepers. Services provided included accommodation management, catering, transportation, firefighting and protection, water treatment and supply, power supply and distribution and more. The Communications Information Systems, which included system administrators, IT, satellite and telecommunication technicians as well as the Help Desk, was also contracted to ATCO.operations, medical support, logistics and site support services. 11
