3 Weather & Water Information Gateway A web-based Provincial weather and water data & information discovery and access service Populated by local decision makers Supports climate-change adaptation decision-making at the community-local level. The Gateway will allow for easier access to data and information required for adaptation business areas such as: - Flood and Drought Management - Source Water Protection - Water Management - Municipal Infrastructure Management Page 3

4 The Gateway is One of eight projects in the Ontario Regional Adaptation Collaborative (ORAC) ORAC is one of six Regional Adaptation Collaboratives (RACs) across Canada The RAC concept is a program of Natural Resources Canada (NRCan) to provide multi-year, shared-funding support to local/regional-level climate change adaptation initiatives (to 2012) Page 4

5 NRCan s RAC Project Support and decentralize Canada s response to climate change Each RAC made up of Provincial Government departments along with interested partners from the private sector, academia and the broader public sector (including NGOs). Facilitate the integration of climate change considerations into local planning and decision-making Increase the capabilities of local level decision-makers to adapt to anticipated climate change impacts. Emphasis is on local and/or regional groups (not provs/feds) Page 5

6 Ontario RAC Ontario s RAC proposal is to create a climate change adaptation program to support outreach to and capacity building in communities across Ontario To support local community decision-making related to climate change adaptation, decision-makers will need to know and understand: Cyclical process of identifying information needs, review, decision making then assessment Page 6

9 Ontario RAC Initiatives by Theme Urban Component Build capacity through outreach and training with large urban communities (e.g. municipalities, public health units) across Ontario. Rural/Northern Component Build capacity through outreach and training with small, rural, agricultural, resource-based and Northern communities across Ontario. Weather and Water Information Gateway: Create a web-based integrated Provincial weather and water information discovery and access service to facilitate decisionmaking the community level.. Outreach & Capacity Building Ontario RAC Public Health Tools Develop heat vulnerability assessment tool to enable public health units to deliver scarce resources during a heat event. Municipal Risk Assessment Tools Expand and update municipal guide to assist municipalities to create risk-based vulnerability assessments. Source Protection Ensure assessment reports and source protection plans for vulnerable communities in Ontario include climate change adaptation (e.g. potential water shortages) policies and data. Water Resources Risk Management Building Resilience Document and make available best practices to retrofit existing homes to improve resilience to climate extremes. Information could be used to update provincial building code, municipal bylaws, current constructions practices, etc. Sewer/Stormwater Assessment Develop validated vulnerability assessment tool for sewer and stormwater systems in light of climate change. 9

14 Gateway Project Framework MNR partnership with NGO for co-lead (ACER, originally Pollution Probe) Project supports/establishes Local Adaptation Collaboratives (LACs) MNR develops supporting technology and infrastructure Project team works with LACs to identify information & data needs Project works with LACs to move from awareness to understanding Project identifies the general to the specific (and populates Gateway) Pilots identify how to build LACs and liaison processes Page 14

16 Weather & Water Information Gateway Developed on MNR hosted servers and networks Supported after the NRCan-led project is completed Gateway is part of a wider MNR GIS architecture refresh project Gateway follows an open-distributed concept - Data providers host their own data - Data providers retain ownership and control (custodianship) - Access to latest available data - Gateway encourages standardization of data and data access. 18 Local Decision Makers and the Gateway Local governments and decision makers/planners are the ultimate users of Gateway Effect?: Improved awareness and understanding by a broader range of local stakeholders Effect?: more inclusive and integrated approaches to watershed adaptation management. Local governments will be better equipped to make decisions Access via the Gateway to information and then data Access to technical advice, direction and examples provided through wider RAC projects Page 18
