2 ARCHITECT, INTEGRATOR AND OPERATOR OF SERVICE N E X I U M C R I T The EUFOR* mission in Central African Republic (EUFOR RCA) was established by the EU Council in early 2014 in order to support and sustain peacebuilding in a country where ethnic, political and religious conflicts had led to thousands of civilian casualties in just a few months. * European Forces From strategic communications to full turnkey Information & Communication Technology (ICT) managed services To command the military operation on the ground, two headquarters were planned by the European military headquarters in Brussels. Greece proposed to act as EUFOR frame nation for this mission, with the main Operational HQ at one of its existing military bases. The Operational HQ (OHQ) for EUFOR RCA was set up in Larissa in mainland Greece, with a Forward HQ (FHQ) near the airport in Bangui (Central African Republic). EU forces first priority was to deploy operational troops on the ground rather than support troops. 1

Thales was among the industry players consulted to propose solutions, firstly to establish strategic communications between Larissa and Bangui, and secondly to provide ICT services in Bangui. Thales was able to draw on its long-standing experience including in-theatre support for the ISAF mission in Afghanistan to propose a ready-to-deploy solution encompassing a strategic communications capability as well as a full package of services. resources needed to install and operate ICT systems at both HQs. The successful Thales proposal was a full managed services solution that overcame the need for EUFOR to deploy a complete communications team on the ground. Recognising the benefits of this comprehensive approach, EU decision-makers awarded the contract to Thales in March 2014 for an initial period of nine months. The contract has been renewed end 2014 for a new period. Thales responded to the RFP with a complete solution meeting the requirement for a strategic communications capability and including all the 2

As well as the strategic satcom capability, digital mobile radio systems and a complete turnkey ICT solution were deployed on the ground, providing three different secure networks serving around 100 users: VSAT solution (C band) with Adaptive Coding and Modulation (ACM) and Carrierin-Carrier technology to deliver very high availability and spectrum efficiency WiMax microwave solution to connect the two EUFOR compounds in Bangui Tetra PMR system to provide mobile radio communications throughout the Bangui area of operation End Users Services Collaborative Communication Services Mail Video Voice Print/Scan Satcom Connectivity Services DLOS LAN WAN IT Services Hosting Storage Processing Virtualisation Logistic Services Ancillaries Transportation Training Site Protection Professional Services Security Management Maintenance Operation Centre User Support Service Management & Control Service Design Integration/Validation Deployment/Transition Performance Management 3

5 FOR EUFOR Network solution with high end-to-end quality of service for real-time traffic including voice (VoIP) and video teleconferencing (VTCoIP) with multiple security levels using both commercial and military crypto devices Virtualised IT infrastructure ( Cloud in a Box type) to allow both flexibility and resiliency Sheltered ICT infrastructure with its own Air Conditioning Units and Uninterruptible Power Supply, allowing both quick deployment and operation in very harsh environment Innovative mast and VSAT antenna mechanical mounting on the shelter ISO point avoiding long delay civil work with concrete pedestal Outstanding Service Level Agreement (SLA) With this combination of proprietary and COTS products, it was possible to achieve outstanding levels of service and to deploy the solutions extremely quickly at optimum cost in terms of both initial outlay and support: Initial Operational Capability deployed in less than 5 weeks Final Operational Capability deployed one month later 99.95% service availability with MTTR < 4 hours This performance is the result of the efficient service organisation spanning both back-office operations and in-theatres services, which was put in place from the outset by Thales: 24/7 support team: - Local Intervention Team in Bangui for EU secret and operational network (Level 1 and Level 2) - Central Network Management Center in Lambersart (France) for WAN services and Level 3 support ITIL compliant process, with monthly reports to the customer under a Service Level Agreement 4
