1 Texas Division of Emergency Management Training and Exercise Update Helping to prepare Texas emergency management community April 2015 This Update provides information about emergency management training and exercise opportunities. Training is provided by TDEM staff and instructors from state agencies and consortium partners and is intended for local, regional and state emergency managers. If you have some ideas for the improvement of this Update, we would like to hear from you. Local Emergency Planning Committees (LEPCs) are crucial to local hazardous materials planning and Community Right-to-Know programs. LEPC membership comes directly from the local area and should be familiar with factors that affect public safety, the environment and the economy of the community. The expertise of the LEPC is vital, as it advises and provides information for the local emergency management plan; and a plan is specifically tailored to the needs of its planning district. In addition to its formal duties, the LEPC serves as a focal point in the community for information and discussions about hazardous materials emergency planning and health and environmental risks. Citizens will expect the LEPC to reply to questions about chemical hazards and risk management actions. The way to maintain current the information regarding your community s LEPC is the TDEM- 151 form. Always remember that the TDEM-151 is subject to the Texas Open Records Act, so it is imperative that the information is up to date and does not contain any personal information. It can be found at The form must be signed by the mayor, county judge or emergency management coordinator (EMC) and returned to the State Emergency Response Commission (SERC). An acknowledgment letter will then be sent to the submitting jurisdiction. Another important form to keep current is the TDEM-147. This form serves as the official Volume I, Issue 6 Page 1 of 10

2 notice to TDEM of a local Emergency Management Coordinator or Director s appointment in fulfillment of Texas Government Code The TDEM-147 is also subject to the Open Records Act/ Texas Public Information Act; therefore TDEM recommends the information provided does not contain any personal information. The form can be found at Mayors and county judges shall notify TDEM through a signed TDEM-147 of how the political subdivision intends to secure an emergency management program, identify the person who manages the program and furnish additional information required by TDEM. Tip: It s a good idea to update your jurisdiction s TDEM-147 TDEM-151 annually when your local plans and annexes are updated, or when there are any changes in the composition of staff, or newly elected officials. PreparingTexas.org Offers Exercise Networking Tool As budgets and resources decrease the whole community - including governments, schools, nongovernmental organizations and citizens- needs to look up for its networking opportunities. In other words, being part of a regular exchange of information, services, and expertise among organizations or individuals to develop mutually beneficial relations. With that networking concept in mind, TDEM offers a web-based Exercise Notification Form and State Exercise Calendar at PreparingTexas.org. The form collects information that is used to develop and populate a comprehensive State Exercise Calendar available to all practitioners interested in coordinating and synchronizing exercises. Anyone with a Preparing Texas account can contribute by submitting exercises to the State Exercise Calendar and help strengthen statewide preparedness. The calendar displays basic exercise contact information in an easy to read format that can help jurisdictions define exercise extent of play, find potential planning team members, round out participation and even meet grant requirements. Simply select the Exercise Notification tab from the menu bar, complete the requested information and click Submit. Once posted to the calendar users can take full advantage of the built-in filters to focus on your area of concern (make sure you select the Exercise Activity radio button first). We encourage communities to start with the calendar and look Volume I, Issue 6 Page 2 of 10

3 for occasions to collaborate and coordinate similar exercise activities with neighboring communities. Coordinated and synchronized exercises will help reduce exercise fatigue and present more chances to learn through observation and networking. 9 Texas Newly Elected Officials and EMC Training: 90 Days to Comply January 1, 2015 marked the beginning of a term for newly elected officials in Texas. Now is the beginning of the spring and the end of the first ninety days in office for some of them. Some county judges or mayors have assumed the role of Emergency Management Coordinator or have appointed someone in that function. The Texas Government Code, Chapter 418, addresses Emergency Management. Sec , subsection (b) of the Code establishes specific training requirements for newly elected officials. Officials shall complete a course approved by the division of not less than three hours regarding the responsibilities of state and local governments under this chapter not later than the 180 th day after the person takes oath of office or assumes responsibilities as a public officer. The Preparedness Section of TDEM wants to echo the advice of the National Incident Management System NIMS- Integration Center which strongly recommends that all elected officials, who will be interacting with multiple jurisdictions and agencies during an emergency incident, at the minimum complete IS-700: NIMS, An Introduction and ICS-100: Introduction to ICS. These courses provide a basic understanding of the National Incident Management System and the Incident Command System. Everyone directly involved in managing an emergency should understand the command reporting structures, common terminology, and roles and responsibilities inherent in a response operation. For senior officials the ICS-402 or G-200- ICS for Executives & Senior Officials, which is a 3- hour session, will acquaint them with how ICS and multi-agency coordination systems can work to ensure a cooperative response.
