1 Texas Division of Emergency Management Training and Exercise Update Helping to prepare Texas emergency management community June 2015 This Update provides information about emergency management training and exercise opportunities. Training is provided by TDEM staff and instructors from state agencies and consortium partners and is intended for local, regional and state emergency managers. If you have some ideas for the improvement of this Update, we would like to hear from you. Also to be added to or deleted from our distribution list, please Highlight TDEM Sponsored Classes: Why are there Prerequisites? Students quite often ask our Training staff the question: Why are there prerequisites for some TDEMsponsored classes? The answer is prerequisites help establish the basic educational foundation and allow students the ability to begin learning at a common level, rather than starting at varying educational levels. In the same manner we explained in the last issue how important it is to learn about the National Incident Management System (NIMS), as a A foundation for a replacement home is completed in Alaska. Photo by Adam DuBrowa, FEMA. way to have a common foundation to speak and operate among all levels of emergency management in the nation, prerequisites are the way you can build the foundation upon which you will lay down the knowledge to perform your job. For example, course requires that the students have already completed (with certificates in-hand) FEMA Independent Studies (IS) courses 100, 200, 700, and 800; and must be completed before registration for can be considered. The purpose of this is to ensure that the student has the basis of knowledge (the vocabulary if you will) to fully understand the more advanced courses available. It is very important to start by completing the prerequisites for the courses you would like to eventually take, and also for those other interesting IS courses that will expand your understanding of the field you work in. 2 Welcome Chris Lickteig is a new training officer with the Training Unit, in the Preparedness Section at the Texas Division of Emergency Management (TDEM) Austin. Prior to joining TDEM, Chris worked for over 10 years as a teacher in the Eanes Independent School District schools here in Austin. He also spent 10 years traveling nationwide to schools and universities providing training for Apple, Inc. He holds a Bachelor of Arts in English from the University of Texas, Austin, and a Master of Arts in Adult and Developmental Education from Texas State University, San Marcos, Texas. David Kenneweg is a new training officer with the Training Unit, in the Preparedness Section at the Texas Division of Emergency Management (TDEM) Austin. Prior to joining TDEM, David worked for Commander, Navy Installations Command (CNIC) in the Training and Readiness division as an operations analyst and a training officer at Naval Base San Diego. Before working with CNIC, David enjoyed a 25-year Navy career where he was responsible for the operational planning for the organization. He also provided operational support during the response to the 1989 Valdez oil spill and 2005 Hurricane Katrina. David holds a Bachelor of Science in Management with an emphasis in Human Resources from Park University in Austin, Texas, and a Master of Arts in Management from the University of Redlands in San Diego, California. Marvin Nauman / FEMA photo - Location: Seattle, WA Training and exercising are key components of a comprehensive preparedness program. A prepared community, company, or government agency develops emergency operations plans, policies and procedures, acquires the necessary equipment, and trains their staff. Then, an exercise is conducted to evaluate if the equipment, capabilities and training provided are appropriate to respond according with the preparedness level identified in the emergency operations plan. TDEM has been conducting regional TEPWs (Training and Exercise Planning Workshops) across the state. Those jurisdictions who are partnering in TEPWs are finding that joining efforts saves time and money especially in the long term by eliminating duplication of efforts and enhancing the overall joint capabilities. They understand that collaboration among emergency managers in identifying and prioritizing for the threats and hazards of their community, and also for training and exercising efforts leads to better regional planning and cooperation during a real emergency. In general training and exercising with other jurisdictions will help building trust and recognition among partners and are an opportunity to learn about other organizations roles, equipment, policies and procedures, which can result in an overall smoother response should a joint operation be needed. See below other benefits. When jurisdictions get together and plan for training they can: Easily fill classrooms and have less canceled classes. Volume I, Issue 8 Page 8 of 10

9 Share costs and save on travel and other costs associated with instructors by paying for one set of instructors instead of two or more. Increase the instructor pool. When pooling resources and sharing costs for exercises, it is possible to: Accomplish more during an exercise. Reduce the number of exercises by holding one large exercise instead of two or more small ones. Lessen training and exercise fatigue. Decrease the number of meetings. Produce a joint training and exercise plan. Ease the workload by sharing it with others and therefore reduce the hours spent on tasks. You can maximize the benefit to the whole community by: Bringing together governmental, non-governmental, volunteer and faith based organizations within the community. Using a calendar of meetings, training activities and exercises to avoid general scheduling conflicts. Working with community partners, neighboring jurisdictions and mutual-aid organizations. Maximizing your opportunity, managing availability and controlling expenses.
