6 IC2 is not What is and is not Integrated C2 An AFRL perspective* a reformulation or reclama of AF or Joint C2 doctrine about centralizing command under a single commander about exercising C2 from a single, centralized location presently addressing, but aware of, C2 needs of the COMAFFOR presently addressing, but aware of, C2 needs for Agile Combat Support IC2 is creating technologies to enable faster, better, more resilient planning across and within the AF s three warfighting domains about enabling distributed planning/ops across/within domains focused, for now, on operational-level C2 functions of planning, executing, and assessing (both pre-and post-execution) about synchronizing forces and effects for maximum desired effect fully aware there is a land and maritime component in the joint fight about material solutions, but cognizant of other factors in the DOTMLPF equation to realize the vision! * Concept reviewed by FY08/10 AF Scientific Advisory Board Reviews and the central vision for the AFRL/RI C2 Core Technical Competency since Apr 07 6

7 Synchronized Operations Synchronized Ops - arrangement of air, space, and cyber assets in time, space and effect to produce maximum combat power at a decisive place and time Capabilities Exploit the strengths, dependencies and relationships between and among cyber, air, and space forces to achieve desired effects Reason over a dynamically changing battlespace and continuously plan as needed using all domains efficiently and effectively Must leverage a holistic understanding of our adversaries cyber and physical networks and interconnections to minimize uncertainty in the planning and execution process If you assign the value of air as one, and space as one, and cyber as one, one plus one plus one does not equal three; It equals a hundred, or it equals 10,000, or it equals a million, but it does not equal three. 8 Distributed Planning Distributed planning is critical to C2 because: C2 is naturally distributed C2 spans several centers of expertise C2 requires synchronization of assets to achieve a common purpose Space C2 Air C2 Other C2 Space Plan Space SOA Air SOA Other SOAs GIG Problems with distributed planning approach: No plan survives first contact environment, world state changes force replanning Terminology, data management issues Difficulty in assessing the plan, its proximity to commander s intent, its results What s needed: A living plan that can be assessed at any time during development & execution 8

10 Continuous Assessment of a Plan Wargaming Do we have the right tasks to achieve effects desired? What are the consequences? Rehearsal How does the plan fit within our processes? 16 Success Criteria Mixed-Initiative Planning Planning constraints and rules of each domain are actively enforced Machines in multiple locations working in concert with users to create their part of an integrated plan User directs and focuses plan construction Level of automation can be dialed in to support various tasks Synchronized Operations Common living plan construct that incorporates tasking for Air Force mission areas (air, space, cyber) synchronizing action to achieve effect Plan dynamically adapts to changes in situation, response or objectives Synchronized activities can be traced to commander s intent Continuous Assessment At any point in the process play forward candidate COAs/plans to reveal consequences, dependencies and areas of risk During execution identify desired effects attained, those not yet achieved and any unintended consequences resulting from action 16

19 Cyber Command and Control (C2) Technologies Solicitation Number: BAA0809-RIKA Interested in technologies to enable C2 of cyberspace assets and integrating their effects with kinetic operations. Specific technologies should deliver capabilities that include, but are not limited to Cyber C2 collaboration, interoperability, visualization and integration of friendly orders of battle, course of action development, experimentation, Integrated Task Order production, effects deconfliction, hybrid/joint effects, and assessment. 19

20 Planning, Scheduling and Assessing Space Command and Control (C2) Operations Solicitation Number: BAA RIKA Provide the Space Operations Centers with the ability to plan, task, synchronize, execute and assess the effectiveness of space capabilities to achieve desired effects within the battle space. Areas of interest include: enhanced event monitoring and task execution, situational assessment, automated decision aids for better course of action analysis and selection, dynamic resource management, timely feedback to assess effectiveness of on-going global operations and agile C2 enterprise management system approaches to allow more adaptable and resilient operations to systems degradations or limited available resources. Technologies must be compatible with Service Oriented Architecture (SOA) and clearly demonstrate Measure of Performance (MOP) and Measures of Effectiveness (MOE) of the end product. 20

21 Integrated Command & Control Solicitation Number: BAA RIKA The goal of the Integrated C2 program is to lead the discovery, development and integration of revolutionary warfighting information technologies that enable continuous and distributed, planning, execution, and assessment of resources across the cyber, air and space domains to achieve commander's intent. Seeking innovative white papers to address the following thrusts: Strategy Development : Mixed Initiative, address complex relationships, analogical/experiential reasoning Synchronized/Integrating Planning: synchronize all available forces, kinetic and non-kinetic, continuous adaptive planning Continuous Assessment : conduct rigorous examinations of the alternatives (desired and undesired consequences of actions), causal mechanisms, and effects that support the obtaining objectives, leading indicators used as a measure of progress towards accomplishing the desired objectives 21
