1 THE ELECTRONIC NEWSLETTER OF THE INTERNATIONAL UNION OF RAILWAYS n th March 2008 Environment Energy Billing Project: Draft UIC Guidelines to be presented on next UIC Forums and Platforms On January 16th the UIC Energy Billing project presented the first draft version of the UIC leaflet Guidelines for Exchange of data in connection with cross-border railway energy settlement on an Expert Workshop together with presentations from the European Railway Agency (ERA) and CENE- LEC. The leaflet sets out the standard business processes and roles which establish a traction energy settlement framework for Railway Undertakings and Infrastructure Managers for cross border traffic. The purpose of this leaflet is to: Describe the processes and protocols for the exchange of energy consumption data between Infrastructure managers by respecting the existing national systems and thereby contribute to interoperability in the European railway sector. Define the technical requirements for checking and verifying these data. Make Railway Undertakings able to be aware of their energy consumption and to pay exactly what they consume and link the consumption of each train to the bill and the energy price (including existing models). This point should lead to better energy efficiency and environmental results. The leaflet applies to Railway Undertakings and Infrastructure Managers in Europe and for those international trains equipped with energy meters approved by the Infrastructure Manager where the rolling stock is registered. According to the feedback received until beginning of March the leaflet has now been updated. Last week on 4th and 5th of March the Railway Undertakings Advisory Board and the Infrastructure Managers Steering Committee of the Energy Billing project decided to present the final draft leaflet on the next UIC Forums and Platforms in April (Freight Forum, Passenger Forum, Infrastructure Forum, Platform Technology and Research and Environment, Energy & Sustainability Platform). 2 SNCF launches its energy saving programme. UIC works with UNIFE for energy efficiency of new rolling stock The biggest 5 railways in Europe consume together every year around GWh of electricity. This means also, from an economical point of view, bearing a cost of around 3 billions Euro. Due to the higher cost of electricity and the increasing attention payed to reduce C02 emissions generated from energy consumption, the matter of energy efficiency has become highly strategical for the European railways. On February 22nd SNCF has launched in Paris its energy saving programme, lead by the newly appointed SNCF Energy Manager Alain Garde. This programme was presented to an audience of 150 SNCF Managers by the members of the SNCF Board of Directors, that were witness of the committment of the top management towards the goal. All production managers of the Companies will be involved in this exercise, that will lead energy savings of 20% until 2020, following the EU Commission new targets. The SNCF energy saving day went on with all participants divided into 4 main sessions related to the areas of energy savings: train circulation, efficient driving, buildings management and infrastructure management. SNCF is a member of the UIC Energy Network and of the UIC energy related projects Energy Billing and Railenergy, that will contribute to the realization of this new and ambitious Programme. For more information please contact Alain Garde (alain.garde@sncf.fr). 5 days after in Brussels, the UIC Energy Network met with UNIFE energy experts in order to start a new cooperation on the energy efficiency of new rolling stock. The very important aspect of energy measuring with proper duty cicles has been investigated and it was decided that the main results of the EU Research project Railenergy in this field will be very soon harmonized with the Eco-Procurement UIC leaflet 345. The goal is to allow rolling stock manufacturers to produce always more energy efficient trains, following the European railways undertakings specifications. 3 ERTMS / Traffic managment ERTMS REGIONAL Workshop (Paris, 7th March) An ERTMS-compatible trackside conception, incorporating ETCS Level 3-based philosophy, has been developed by UIC with Banverket on a Swedish pilot line, with the objective of cost-effective installation and maintenance and increased capacity and safety potential on regional lines. Around 50 participants from UIC Member railways and the ETCS and GSM-R industry attended this important Railway-Industry workshop, which marked a significant phase of the project, aimed at disseminating the results of the UIC ERTMS REGIONAL project. The ERTMS REGIONAL workshop was held in Paris on 07 March. Initiated in1998, with some Member railways, the basic conception and initial UIC Functional Requirements was in 2004 used in a Swedish public tendering processs. UIC was together with BV participating in the evaluation of the industry tender documents. The ERTMS REGIONAL functional requirements have been further developed by Banverket, in corporation with their supplier Bombardier, with a view to use in commercial applications on regional lines throughout the Swedish network, starting with the 134 km long pilot line Repbäcken Malung in Central Sweden. UIC have constantly being involved in this development process and amended the UIC specifications accordingly and they have steadily been uploaded on the UIC Website. The UIC ERTMS REGIONAL project is dealing with the elaboration of the relevant User and Systems Requirement Specifications for the track side application of ERTMS for regional lines. Regional lines represent about 20 to 30% of the total European rail network. The main objective of the Swedish project is to achieve cost savings in investment, maintenance and operations of 50% compared with other conventional traffic control systems. Having regard to its intended use, on their existing low traffic lines with largely manually operated signalling procedures, it is expected that the system can also increase: - the capacity of the line, - the level of safety for passenger and freight traffic, - the flexibility of operations. The European Railway Agency has expressed its keen interest in monitoring the progress of the project and receiving the outputs as it progresses. It is especially interested to see if the business case shows a benefit for the community. 3
4 The ERTMS REGIONAL conception is based on rolling stock being equipped with standard on-board ERTMS system, TSI CCS compliant, which may thus also benefit from EU funding schemes for ETCS onboard equipment on TEN lines. In addition, as a signalling conception in its own right for low traffic routes, it may also qualify for funding under Structural or Cohesion schemes, in countries which benefit from such funding. Therefore, for the actual implementers, it is first a matter of incorporating such projects in their national implementation plans to ensure visibility and a prospect of possible EU funding. The workshop was the occasion to make the comprehensive set of UIC and BV specifications available to other member railways and suppliers who are interested in developing the concept for regional lines. At the same time it is considered as the starting point of the last phase of the UIC ERTMS REGIONAL project finalising the specifications based on input from interested railways as well as a first feedback from the first real pilot application of such a level 3 operation beginning mid The next steps will be for those railways and suppliers to express their interest and officially commit themselves to working with UIC to develop the specifications as a broader basis for an agreed European conception for ERTMS-compatible regional lines. 5 the latest productions from movie companies, TV production companies, as well as from railway and public transport undertakings. During 7 days the public can discover in Paris the latest productions in terms of TV spots and commercial productions, corporate communications, internal communication and training, safety and prevention of accidents, etc. The programme also includes a number of fiction films (commercial movies) where the railway atmosphere plays an important role. For general films (public movies), the international jury has awarded a German film "Innenleben" for the Cinerail Grand Prix. Other main awards went to "No pasa nada" (Spain), "Roads" (Israel), Tanavob" (Iran), "Madame Tutti Putli" (Canada), "Elektrichka" and "Thank you Satan" (France). Corporate films presented on 22th February at UIC Headquarters The Chairman of the international jury hands over the Golden Cinerail for Corporate Communications to RATP representative. A specific competition (the "professional day") has been organised including film presentations from member railways and public transport companies at UIC Headquarters. The moderator of this professional day was Diego Marti, Public Relations Department of Swiss Federal Railways (SBB / CFF) and Chairman of UIC Audiovisual Group (the group in charge of promoting international cooperation among railway communications departments for audiovisual issues, film projects, partnerships, etc.). The international jury was chaired by the film director Jean-Jacques Ruault. The Golden Cinerail for Corporate Communications went to "Changeons de regard", RATP (a film on accessibility for passengers with reduced mobility), the Golden Cinerail for Publicity / Advertising ex-aequo to "Morning Congestion" (MTR, China) and LDZ Info Union 3 (LDZ, Latvia), the Award for Corporate Communications ex-aequo to "Monoprix - Agissons pour demain" (the contribution of rail transport to sustainable development) and the Dresden Public Transport company. The Special Award of the Jury was handed over to "SNCF a railway company in movement" (SNCF) and "Commuter Etiquette at home sessions" (Connex, Australia) dealing with passenger beheaviour and security. A Special Award of the Jury was delivered to "Liège- la- Nouvelle" produced for SNCB-Holding (Belgium) and Euro-Liège TGV. CineRail, the international film festival "Train & Metro on Rail" is jointly organised by SNCF, RATP, UIC, Clear Channel outdoor, UITP and a number of partners connected with railway business. The CineRail international film festival is currently chaired by Gilles Alligner, Director of Communications of RATP, and vice-chaired by Bernard Emsellem, Director of Communications of SNCF and Paul Véron, Director of Communications of UIC (veron@uic.asso.fr). Secretary General of the film festival is Mireille Martin, Director of development of SNCF Saint-Lazare region.
