1 AMERICAN WATER WORKS ASSOCIATION 2013 DIVISION ANNUAL REPORT TO TEC Division Name: Distribution & Plant Operations (DPOD) Chair: Charly C. Angadicheril Vice Chair: Ahmad Habibian When and where has the Division met in the past year (include conference calls): Date Location September 9, 2012 DSS, St. Louis, MO June 9, 2013 ACE13, Denver, CO Deliverables: All Divisions and their working committees should provide at least one deliverable to the AWWA membership per year. Deliverables include, but are not limited to, Sunday workshop submittals, TEC project requests, manuals, conference tracks produced by the working committees of your Division, articles in AWWA publications, and committee reports, etc. Please list your division and committee deliverables since ACE 2012: Conferences: DSS 2012 was held in St. Louis, MO from September 9 12 and was co-located with Emergency Preparedness & Security Conference for the third time. There was no attendance goal for DSS12. The only goal used to evaluate the conference was the net profit. DSS12 met the 15 percent net profit goal through expense reductions to offset the trend of declining attendance. Type of Registration 2012 St. Louis 2011 Nashville 2010 National Harbor 2009 Reno Total Registration Complimentary Paid Registration ACE13 DPOD Professional Sessions: 6 ACE 2013 DPOD Workshop: 1 - The Value of a Valve O&M Program Competitions: Meter Madness - 22 competitors from 17 Sections Tapping - 30 teams from 20 Sections and one guest team from the U.K. Top Ops 17 teams from 17 Sections US Team won the World Water Cup competition this year in Birmingham, UK. World Water Cup Competition will be added to the line-up of ACE 14 Competitions. Webcasts: The Fire Protection Committee is also planning to conduct a webcast in 2014 Distribution O&M Committee is planning for next year s webcasts.

2 Software: The Water Audit Software developed by the Water Loss Control Committee has been updated from 4.0 to 5.0 and is available to AWWA members. TEC-Funded Projects in progress: Cross Connection Control Videos Energy Management Handbook History of Distribution System Project completed in No Manuals completed during the year. Manual Status: If your division or your committees are currently working on development and/or revision of a manual of practice, please list the manual name(s), status and upcoming deadlines. Manuals of Practice Status and deadlines (July June 2014) M27, External Corrosion is slated for publication in the 4 th quarter 2013 and Cross Connection Control Committee is working on its ACE 2014 Sunday Workshop submission to premiere. The following manuals are all expected to be published in M14, Backflow & Cross Connection Control by ACE M22, Sizing Water Services Lines & Meters by ACE M4, Fluoride Manual by the end of 4 th quarter M44, Distribution Valves: Selection, Installation, Field Testing, and Maintenance by the end of 4 th quarter M28, Rehabilitation of Water Mains, 2 nd Edition targeting 2014 release - M31, Distribution System Requirements for Fire Protection, 4 th Edition targeting 2015 release - M36, Water Audits and Loss Control Programs, 3 rd Edition - targeting 2015 release

3 Policy Statement Status: If your division or your committees are currently working on development and/or revision of an AWWA policy statement, please list the name(s), status and target date for delivering content to the division trustees for approval: The DPOD has primary responsibility for six of AWWA s Policy Statements. Name Status Approval Target Dates Cross Connections Updates have been approved by the TEC and DPOD and it is ready for review by All Councils and Membership. 9/30/13 Anticipated for Member and All- Council approvals. Electric Power Reliability Grounding of Electrical Circuits on Water Pipe Language has been approved in essence; final formatting is in progress before TEC Re-ballot. Approval obtained from all AWWA Councils; one member comment received and approved by Division Chair; preparations to forward to Executive Committee for approval. Metering & Accountability DPOD Ballot #13-14 in process. 8/23/13 Operator Certification Distribution O&M and Treatment Plant O&M Committees finishing review. Residential Fire Sprinklers TEC edits to strengthen statement were approved by DPOD; preparations to forward to all Councils and membership for comment will begin. 9/15/13 Anticipated for TEC approval. 9/27/13 Anticipated for EC approval. Committee review ends 8/30/12; DPOD ballot will be due 9/15/13. 9/30/13 Anticipated for Member and All- Council approvals. Please provide qualitative and quantitative information about your Division structure, the number of allocated trustees, deliverables, and their assigned committees. Are the number of trustees assigned to your Division adequate, too many, or not enough? Include justification for your response. DPOD currently have eight (8) trustees including the Chair. During the ACE 13 meeting, division trustees reviewed and decided the number of trustees is adequate. Each trustee is serving as liaison to at least one committee. The Distribution & Plant Operations Division and its working Committees were featured in July issue of the JOURNAL of AWWA. Committee Functionality: Review each committee in your Division and provide a summary about the relevance of each. Is each committee name and/or mission an accurate reflection of its work? Are there committees that should be sunset or merged with committees under the same or different divisions? Does each committee have an assigned deliverable? Is there duplication of work efforts at the committee level?

Division Priorities: List the top five (5) priorities for your Division. 1. Re-branding of DSS to a total Water infrastructure conference starting Completion of Manuals by deadline 3. A Water Loss Control Workshop starting in Developing more webinars by subcommittees. 5. Recruit and retain more members to committees especially Young Professionals.
