2 Preamble The Institution of Engineers (India) will be completing 100 years of its existence by 2020 which is marked by its glorious contribution to national development. At this momentous occasion IEI has decided to organize five years of Centenary Celebrations commencing from 2015 onwards and culminating in 2020 with grand finale in 2020 with the participation of various engineering disciplines during these five years. The Telangana State Centre of the Institution of Engineers (India) has proposed to organize Seminar and International Conference on Recent Developments in Clean and Safe Nuclear Power Generation from 3rd to 5th October, 2018 as a part of Centenary Celebrations of IEI. The present emphasis in meeting the increasing global energy needs is on adopting and enhancing the role of lowcarbon energy technologies. It is imperative to reduce the high dependence on coal-based and gas-based thermal power, as well as to focus on every other possible technology options. Renewable energy sources are hence being harnessed through installation of largecapacity facilities. The planners of power generation systems have to also address simultaneously the need for low-carbon, base-load power capacity expansion. Nuclear power option holds an important place in this context, as has been recognized and pursued in many countries including India. Currently, 449 nuclear power reactors are in operation in 30 countries. This is about 11% of current global electricity production; more importantly, this is nearly 33% of all lowcarbon electricity production in the world. Further endeavours in terms of applied research and technology developments are also underway worldwide on advanced reactor systems, materials required for nuclear energy programmes, advanced passive safety systems, etc. The current status and emerging technologies in the nuclear power field will be accordingly discussed during this International Conference. Senior experts in nuclear field from India and abroad, professionals from research organizations and industry, and representatives of Nuclear Power Stations and associated industries, are being invited to share their expertise and experience and discuss the prospects and challenges through invited technical talks and preferred papers. There will be a good exposure to the latest developments in clean and safe nuclear power generation. Participants and invitee delegates will have the opportunity to be actively involved in the deliberations and exchange of views and proposing recommendations for future pursuits.

4 Introduction INTRODUCTION The Institution of Engineers (India) will be celebrating its centenary year in the year As a part of the centenary celebrations, the Institution of Engineers (India), Telangana State Centre is conducting International Conference on Recent Developments in Clean and Safe Nuclear Power Generation. This 3-day event will be organized from 3rd to 5th October, 2018 at the Institution of Engineers (India), Telangana State Centre, Visvesvaraya Bhavan, Auditorium, Khairatabad, Hyderabad, India. OBJECTIVE The objective of this International Conference is to bring all the professionals, Engineers, manufacturers and consultants world -wide working in the field of Nuclear Power to one platform to interact and participate in the deliberations. The recent developments and researches will be consolidated and conclusions will be arrived at. The essence and conclusions of the deliberations will be communicated to the concerned authorities for implementation. The Conference aims at providing a professional platform for informed deliberations and objective exchange of knowledge on various aspects of nuclear power programme, in global and Indian context. The focus will be on the important role of nuclear power, as a low-carbon base-load energy source option, in a sustainable energy-mix for addressing the growing energy needs of emerging economies like India. It is imperative to focus on all possible measures to mitigate the effect of global warming and climate change, and nuclear power is a proven low-carbon technology option. Fifty six nuclear power reactors are currently under construction in 15 countries (mostly in India, China), with three of them constructing their first plant, an endorsement of the economics of nuclear power generation. The worldwide experience gained in nuclear power generation, advances in further enhancement of safety systems, prospects of emerging technologies for advanced reactor systems, and further strengthening of nuclear safety and regulatory framework will be deliberated. The valuable role of international cooperation in nuclear power programme related matters, fostered under the auspices of multi-national forum like International Atomic Energy Agency, Nuclear Energy Agency, World Nuclear Association, will be 4 another vital area for discussion. The important contributions of Indian industries, their competencies and infrastructure strength, in supporting the Indian nuclear power programme will be highlighted. The lessons learnt from the analysis of the past safetyrelated events at nuclear facilities, and consequently, additional strategies and systems adopted to avoid recurrence, as well as to further augment measures for emergency preparedness will be also addressed. There is also the need for effective dissemination of authentic information for enhancing public awareness and allaying perceived fears of radiation-related risks. The experience gained in India and other countries would be helpful in designing further means and tools for this purpose. The authors of accepted abstracts would be subsequently invited to submit full A4 size papers in PDF format on a CD. or Pen drive. After review of the papers by a panel of experts, the final approval would be communicated to the authors. Prospective authors shall ensure that the technical papers are authentic relevant to the theme and sub-themes. Technical papers based on case studies, researches and practical experience will be considered very valuable. Technical papers shall be presented in English only. THE INSTITUTION OF ENGINEERS (INDIA) The Institution of Engineers (India) or IEI is the largest multidisciplinary professional body that encompasses 15 engineering disciplines and gives engineers a global platform from which to share professional interests. IEI has membership strength of more than 0.8 million. Established in 1920, with its headquarters at 8 Gokhale Road, Kolkata , IEI has served the engineering fraternity for over nine decades. During this time, it has been inextricably linked with the history of modernday engineering. In 1935, IEI was incorporated by Royal Charter and remains the only professional body in India to be accorded this honour. IEI conducts Section A& B Examinations in different Engineering disciplines, the successful completion of which is recognized as equivalent to Degree in appropriate field of Engineering of recognized Universities of India by the Ministry of Human Resources Development, Govt. of India. For details, please log on THE INSTITUTION OF ENGINEERS (INDIA), TELANGANA STATE CENTRE The Telangana State Centre has been formed after bifurcation of erstwhile Andhra Pradesh. The Telangana State Centre of the Institution of Engineers (India) has on its rolls more than 8214 Corporate Members covering fifteen disciplines of Engineering besides non-corporate Members to the order of The Telangana State Centre has been one of the most active Centres of the Institution of Engineers (India) which is engaged in successfully translating the objectives and ideals of IEI into practice. The present Telangana State Centre is legacy of erstwhile Hyderabad State Centre of Nizam s Hyderabad State. ATOMIC ENERGY REGULATORY BOARD The Atomic Energy Regulatory Board (AERB) was constituted on 15 November 1983 by the President of India by exercising the powers conferred by Section 27 of the Atomic Energy Act, 1962 (33 of 1962) to carry out certain regulatory and safety functions under the Act.The mission of the Board is to ensure that the use of ionizing radiation and nuclear energy in India does not cause undue risk to health and the environment. Currently, the Board consists of a full-time Chairman, an ex officio Member, three part-time Members and a Secretary. 5
6 About the Organizations AERB is supported by the Safety Review Committee for Operating Plants (SARCOP), Safety Review Committee for Applications of Radiation (SARCAR) and Advisory Committees for Project Safety Review (ACPSRs) ACPSRs recommend to AERB issuance of authorizations at different stages of a plant of the Department of Atomic Energy (DAE), after reviewing the submissions made by the plant authorities based on the recommendations of the associated Design Safety Committees. The SARCOP carries out safety surveillance and enforces safety stipulations in the operating units of the DAE. The SARCAR recommends measures to enforce radiation safety in medical, industrial and research institutions which use radiation and radioactive sources. AERB also receives advice from the Advisory Committee on Nuclear Safety (ACNS). ACNS is composed of experts from AERB, DAE and institutions outside the DAE. ACNS provides recommendations on the safety codes, Guides and manuals prepared for siting, design, construction, operation, quality assurance and decommissioning/life extension of nuclear power plants which have been preparedby the respective advisory committees for each of these areas. It also advises the Board on generic safety issues. ACNS examines and advice on any specific matter that are referred to it by AERB. The administrative and regulatory mechanisms which are in place ensure multi-tier review by experts available nationwide. These experts come from reputed academic institutions and governmental agencies. BOARD OF RESEARCH IN NUCLEAR SCIENCES (BRNS) The Board of Research in Nuclear Sciences (BRNS) is an advisory body of the Department of Atomic Energy (DAE) to recommend financial assistance to universities, academic institutions and national laboratories. The key objective is to encourage and promote scientific research in areas of relevance to the mandate of DAE in research groups outside DAE to derive benefits from their expertise.main mandate of DAE is the production of safe and economical nuclear power, using indigenous uranium and thorium resources. Towards this end, it is involved in developing, in stages, pressurized heavy water reactors, fast breeder reactors, and reactors using thorium with associated fuel cycle facilities. The Department of Atomic Energy (DAE), formed in August The board is chaired by an eminent scientist/engineer and has senior scientists/engineers from DAE and outside institutions as members. The activities are: to identify and fund R&D projects, give financial support to conferences & seminars, award research projects, award fellowships for M.Tech and PhD, award fellowships to retired scientists/engineers. NUCLEAR POWER COPORATION OF INDIA LIMITED Nuclear Power Corporation of India Limited (NPCIL) is a Public Sector Enterprise under the administrative control of the Department of Atomic Energy (DAE),Government of India. The Company was registered as a Public Limited Company under the Companies Act, 1956 in September 1987 with the objectives of operating atomic power plants and implementing atomic power projects for generation of electricity in pursuance of the schemes and programmes of the Government of India under the Atomic Energy Act, 1962, NPCIL also has equity participation in BHAVINI another PSU of Department of Atomic Energy (DAE) which implements Fast Breeder Reactors programme in the country. NPCIL is responsible for design, construction, commissioning and operation of nuclear power reactors. NPCIL is a MoU signing, profit making and dividend paying company with the highest level of credit rating (AAA rating by CRISIL and CARE). NPCIL is presently operating 22 commercial nuclear power reactors with an installed capacity of 6780 MW. The reactor fleet comprises two Boiling Water Reactors (BWRs) and 18 Pressurised Heavy Water Reactors (PHWRs) including one 100 MW PHWR at Rajasthan which is owned by DAE, Government of India and two 1000 MW VVER reactor KKNPS-1&2, in this, latest addition to the fleet is the unit-2 of Kudankulam Nuclear Power Station, a 1000 MW VVER (Pressurised Water Reactor type), which has started its commercial operation on March 31, Currently NPCIL has Eight reactors under various stages of construction totaling 6200 MW capacity. URANIUM CORPORATION OF INDIA LIMITED Uranium Corporation of India (UCIL) is a centrally owned Public Sector Undertaking (PSU), under 6
7 About the Organizations the Department of Atomic Energy for uranium mining and uranium processing. The corporation was founded in 1967 and is responsible for the mining and milling of uranium ore in India. THE INDIAN NUCLEAR SOCIETY The Indian Nuclear Society (INS) is a registered Professional body of Nuclear Scientists, engineers and technologists in India, with its headquarters at Mumabi and branches at Hyderabad, Kakrapar, Kalpakkam, Rawatbhata, Kaiga, Narora and Mysore. It has more than 4200 Life members and 52 Corporate Members on its roll. The Society was inaugurated in January 1988 by Late Shri J R D Tata. The Society aims to promote the advancement of Nuclear Science and Technology together with other Sciences & arts; and to aid in the integration of the several disciplines constituting nuclear science, engineering and technology. The Society also aims to create awareness amongst general public about the benefits of atomic energy to mankind. The Society has so far conducted eighteen Annual Conferences, several seminars and special lectures. Under its Public Awareness Programme the INS, including its branches, has conducted a number of one day seminars about nuclear energy and its applications. This activity, mainly organized for students and faculty of academic institutions, is conducted through lectures in English and regional languages, by arranging visits to the nuclear power stations and by organizing open sessions and exhibitions. The INS also regularly conducts Technical Courses for Industry.
