Oil Valuation Data and RTP 1 Introduction 2 Generate Oil Valuation Data 2.1 Explorer 2.2 Import/Export Tab 2.3 Royalty Tax Payer 3 Oil Pipeline Split Import 4 Oil Valuation RTP 4.1 Valuation Create a New Oil Valuation RTP View Source Details Apply Rates 4.2 Transportation Edit Transportation Rate 5 Generate Oil Valuation Export 5.1 By Royalty Tax Payer By Control Group Introduction You must complete a two-step process to generate the Petrinex XML/CSV file for British Columbia and Saskatchewan Oil Valuation for RTP (Royalty Tax Payer). 1. Generate the appropriate data required for the submission. 2. Format the data into the required XML/CSV format, and generate the file(s) to be submitted to Petrinex. You can generate the data for the Oil Valuation RTP submission one of three ways: The first two ways are for operated properties (that are set up as such in Qbyte Metrix) and involve the execution of the Generate Oil Valuation D ata process. The third way is for partner operated properties and involves the execution of the Oil Pipeline Split Import process. Note: Oil Valuation data can be generated for an Alberta battery that has one or more British Columbia wells flowing through it, if the Production Date is greater than or equal to the BC Petrinex Implementation Date. Once the data has been generated, complete step two: Format the data into the XML/CSV formats required and generate the file(s) to be submitted to Petrinex. These files can be generated in one of two ways: Royalty payer or royalty payer/facility using the Oil Valuation RTP screen on the menu ( Import/Export > Petrinex). Royalty payer/control group using the Oil Valuation RTP by Control Group screen on the menu ( Import/Export > Petrinex) or from the Explorer option ( Oil Valuation RTP) at the control group level. Generate Oil Valuation Data There are two ways to generate oil valuation data for operated properties (that are set up as such in Qbyte Metrix): 1. Navigate to Import/Export > Petrinex > Generate Oil Valuation Data. OR: 2. Select the Generate Oil Valuation Data in the right-hand menu in the Explorer from either the Battery or Control Group level. Oil valuation data should not be generated until the properties for which you are generating the data are complete to Step 3 ( Pricing). When submitting by battery, the Submission screen will verify that the battery is complete to Step 3. When submitting by control group, a verification is not completed since there may be more than one battery in the control group, and only those batteries complete to Step 3 will be included. Note: Be careful when submitting by control group. Until all applicable batteries are complete to Step 3, you may be generating incomplete data. Explorer
Action buttons include Submit and Cancel. FIELD Product ion Date DESCRIPTION This is a disabled field that defaults to the Production Date of the selected Entity. Province Entity Type = Control Group: The Province is always enabled. Can be toggled between British Columbia and Saskatchewan. British Columbia only appears for Production Dates greater than or equal to the BC Petrinex Implementation Date. Entity Type = Battery: The Province is disabled and defaulted to the province of the Entity ID. Note: For instances where British Columbia or Saskatchewan wells flow through an Alberta battery and are sold, the Generate Oil Valuation Data can be submitted for the Alberta battery, but the Province will default to Saskatchewan. This functionality is only available for British Columbia when the Production Date is greater than or equal to the BC Petrinex Implementation Date. Entity Type This is a disabled field that defaults to the Entity Type of the selected Entity. Options include Battery Facility or Control Group.
Entity ID Control Group Petrine x Operato r ID Govern ment Code This is the Battery ID or Control Group ID depending upon the Entity Type selected and disabled. The control group for the selected Battery will be displayed. This field will not appear when Entity Type is a control group. This is the Operator for whom you want to generate the data. This is a type-ahead field based on the Region Petrinex Operators for the selected Province. Note: If there is only one Petrinex Operator for the Region and Province, this field will default to that Operator ID. This is the appropriate Provincial Government Code for the Operator selected. Import/Export Tab Action buttons include Submit and Revert. FIELD Product ion Date DESCRIPTION This defaults to Current Production Date. Province Options include British Columbia and Saskatchewan. Note: British Columbia only appears for Production Dates greater than or equal to the BC Petrinex Implementation Date. Entity Type Entity ID Control Group Options include Battery Facility or Control Group. Battery ID or Control Group ID depending upon the Entity Type selected. This is a type-ahead field. Note: For instances where British Columbia or Saskatchewan wells flow through an Alberta battery to the sales point, the Alberta battery will be available within the type-ahead. The user can then select the Alberta battery to generate the Oil Valuation data for the British Columbia or Saskatchewan wells. The submitting Province will still match the province that was selected above. The control group for the selected Battery will be displayed. This field will not appear when Entity Type is a control group.
Petrine x Operato r ID Govern ment Code This is the Operator for whom you want to generate the data. This is a type-ahead field based on the Region Petrinex Operators for the selected Province. Note: If there is only one Petrinex Operator for the Region and Province, this field will default to that Operator ID. This is the appropriate Provincial Government Code for the Operator selected. Royalty Tax Payer The Generate Oil Valuation Data process determines the Royalty Tax Payer for each owner with sales volumes that requires valuation (for example, in Saskatchewan Royalty Taken-In-Kind volumes are not valued, but they are in British Columbia). In general, entered RTP owners at the well and/or unit will take precedence over the information on the DOI. The following is a more detailed description of the rules applied to determine the Royalty Tax Payer for a specific entity/owner: If the entity is a non-unitized well: If the well is a gas well producing Condensate in BC: Look for any Royalty Tax Payer data (RTP Owners) at the well using OIL as the product. If there are any OIL Royalty Tax Payers set up for the well, then look for the RTP Owner of the owner. If the owner does not have an RTP Owner then we will assume that the owner is their own Royalty Tax Payer. A message will be generated in the Message Centre indicating that we could not find a Royalty Tax Payer. Note: This can occur if an owner is selling out of inventory and they are no longer in the DOI, or it can also happen for Royalty Taken-In-Kind owners who are not also an owner in the entity. Otherwise, we use the Royalty Tax Payer specified. Note: An exception message will be generated in the Message Centre indicating that Oil RTP data was used. If there are no OIL Royalty Tax Payers set up for the well, then determine if the owner has a valid BC08 Reporting/RTP Override entere d, the BC08 Reporting/RTP Override is used as the RTP for the owner. If there is no BC08 Reporting/RTP Override entered then look for GAS RTP data. Look for any Royalty Tax Payer data (RTP Owners) at the well using GAS as the product. If there are any Royalty Tax Payers set up for the well, then look for the RTP Owner of the owner. If the owner does not have an RTP Owner then we will assume that the owner is their own Royalty Tax Payer. A message will be generated in the Message Centre indicating that we could not find a Royalty Tax Payer. Note: This can occur if an owner is selling out of inventory and they are no longer in the DOI, or it can also happen for Royalty Taken-In-Kind owners who are not also an owner in the entity Otherwise, we use the Royalty Tax Payer specified. If there are no Royalty Tax Payers for the well, the default process to determine the Royalty Tax Payer will be used. If the owner is Taken-In-Kind, based on the Exclude Owner flag on the DOI, we assume that the owner is their own Royalty Tax Payer. Note: We use the Oil Sales DOI, or default DOI if no Oil Sales DOI Exception when determining the Exclude Owner flag. Otherwise, we use the Operator for which the Generate Oil Valuation Data process was submitted as the Royalty Tax Payer. If the entity is a unitized well or tract: Look for any Royalty Tax Payer data (RTP Owners) at the unit. Note: If the well/tract is producing Condensate in BC then look for GAS RTPs, otherwise look for OIL RTPs. BC claims to only allow unitization for Oil entities, not Gas, so there should be no unitized well/tracts producing Condensate. If there are any Royalty Tax Payers set up for the unit, then look for the RTP Owner of the owner. If the owner does not have an RTP Owner, we assume that the owner is their own Royalty Tax Payer. A message will be generated in the Message Centre indicating that we could not find a Royalty Tax Payer. Note: This can occur if an owner is selling out of inventory and they are no longer in the DOI, or it can also happen for Royalty Taken-In- Kind owners who are not also an owner in the entity. Otherwise, we use the Royalty Tax Payer specified. If there are no Royalty Tax Payers for the unit, the default process to determine the Royalty Tax Payer will be used. If the owner is Taken-In-Kind, based on the Exclude Owner flag on the DOI, we assume that the owner is their own Royalty Tax Payer. Note: We use the Oil Sales DOI of the well or tract, or default DOI, if no Oil Sales DOI Exception when determining the Exclude Owner flag. Otherwise, we use the Operator for which the Generate Oil Valuation Data process was submitted as the Royalty Tax Payer. Oil Pipeline Split Import The oil valuation data required for partner operated properties (as set up in Qbyte Metrix) can be entered manually (see Oil Valuation RTP) or it can be imported from the operator-submitted Petrinex data. This menu option (accessed from Import/Export > Petrinex > Oil Pipeline Split Import) allows you to import data from a Petrinex Oil Pipeline Split report. Data can be imported for British Columbia and Saskatchewan.
Note: British Columbia data will only be imported for Production Dates greater than or equal to the BC Petrinex Implementation Date, data for production dates prior to this will have messages generated and will be ignored. This imported data will only include the oil entries that require oil valuation and will be used to populate the Oil Valuation RTP ( Royalty Tax Payer) screen. This allows you to enter the pricing information and re-submit the data for the oil valuation RTP submission. Note: This import handles Petrinex codes only. You do not need to set up Qbyte Metrix facility codes for the various codes within the imported file. However, if you want to access imported data in the Oil Valuation RTP screen by Producing Control Group or User Responsible, then you should have a Qbyte Metrix facility set up for any submitting battery and/or unit for which will be importing data. Oil Valuation RTP The Valuation tab of the Oil Valuation RTP screen is used to generate the XML/CSV file for Oil Valuation RTP by royalty payer or royalty payer/facility for operated or partner operated properties in either Saskatchewan or British Columbia (production dates greater than or equal to BC Petrinex Implementation Date). This screen is also used to manually enter or update oil valuation data for partner operated properties that may or may not have been imported using the Oil Pipeline Split Import process mentioned above. You can also use this screen to enter data for operated properties if you need to report data differently than generated within Qbyte Metrix. Although both Saskatchewan and British Columbia submit Oil Valuation RTP data to Petrinex, there are a few differences: Gross Price is limited to two decimal places in British Columbia, instead of the three decimals used in Saskatchewan. In British Columbia, Royalties Taken-In-Kind will be included in the Royalty Owner's sales (In Saskatchewan Royalty Taken-In-Kind volumes are excluded from the Oil Valuation RTP process). In British Columbia: (in Saskatchewan the following are excluded from the RTP submission): If the CTP is Waste Plant ( WP), then the volume and price can be left as zero and is included in the RTP submission. If Shipper Owner Contract is WO, the gross price can be zero and is included in the RTP submission. The Transportation tab of the Oil Valuation RTP can be used to enter the clean oil transportation rate by submitting facility, delivering facility, receiving facility, or custody transfer point. Rows with a non-zero transportation rate will be copied into the next production month during the Month End Close (first Region Closed and again with the Corporate Close). Valuation
The data generated from any Generate Oil Valuation Data processes, or Oil Pipeline Split Import processes, and/or manually entered data can be accessed from this tab. Data can be viewed by Royalty Payer For all facilities ( Submission Type = All) For a specific facility ( Selection Type = Facility and Petrinex Submission Facility Province, Type and Code entered) For a Producing Control Group ( Selection Type = Producing Control Group and optionally Responsible User) Note: Note: The Producing Control Group is determined based on the Submitting Facility of the Valuation (or Transportation) record. For each record generated (either through Qbyte Metrix processing, import, or manually entered) with a battery as the Submitting Facility, the system will try to find a matching Qbyte Metrix Battery ID. If a match is found, then it will determine the control group the battery is attached to (if any). This control group, if found, will be considered the Producing Control Group. If no Qbyte Metrix match found, then the record will have no Producing Control Group and will not be able to be viewed or edited with the Producing Control Group option. Since units can technically span control groups, we will not determine a Producing Control Group when the Submitting Facility is a U nit. To further reduce the records retrieved the user can choose to include a Responsible User ID. When a Responsible User ID is provided, the records displayed must have the selected Producing Control Group AND the Submitting Facility ( Battery) must have the selected UserID as its PAResponsibleUser. Note: This is useful for large control groups that may have more than one PA responsible for facilities within it. For a Responsible User ( Selection Type = Responsible User) The Responsible User is determined based on the Submitting Facility of the Valuation (or Transportation) record. For each record generated (either through Qbyte Metrix processing, import, or manually entered) with a battery as the Submitting Facility, the system will try to find a matching Qbyte Metrix Battery ID. If a match is found, then it will determine the PA Responsible for the battery. If no Qbyte Metrix match is found, then the record will have no Responsible User and will not be able to be viewed or edited with the Responsible User option. For each record generated (either through Qbyte Metrix processing, import, or manually entered) with a Unit as the Submitting Facility, the system will try to find a matching Qbyte Metrix Unit ID. If a match is found, then it will determine the PA Responsible for the Unit. If no Qbyte Metrix match is found, then the record will have no Responsible User and will not be able to be viewed or edited with the Resp onsible User option. This option is useful when a PA is responsible for a number of facilities across various control groups. Note: In British Columbia and Saskatchewan, the Oil Valuation RTP submissions are by battery or unit. All unitized oil is reported under the unit and not under the battery. Select a Royalty Payer, and other data relevant to the Selection Type, and click the Edit button to view the data, make changes and/or generate the XML /CSV files. FIELD DESCRIPTION

The action button is Cancel. Apply Rates When the Apply Rates button is clicked, the Transportation Cost for each the valuation row is re-calculated when: The valuation row is Active. The valuation row is not a Calculated record that had transportation cost calculated through the Pricing process (Step3). There is a matching Transportation Rate row in the Transportation tab with a Rate that is not zero. Note: Even if the user has applied a filter to hide rows, those hidden rows will still have their Transportation Cost re-calculated, if applicable. Transportation The transportation data generated from any Generate Oil Valuation Data processes or Oil Pipeline Split Import processes and/or manually entered data can be accessed from this tab. Data can be viewed: For all facilities ( Submission Type = All) For a specific facility ( Selection Type = Facility and Petrinex Submission Facility Province, Type and Code entered) For a Producing Control Group ( Selection Type = Producing Control Group and optionally Responsible User) For a Responsible User ( Selection Type = Responsible User) Note: The OILVALUATIONTRANS template ( Import Data by Template) can also be used to update the Transportation Rate. 13 Action buttons include Apply Rates, Save, Revert, Cancel, Select All, Deselect All and Delete. Note: Transportation Rate rows cannot be added on this screen, only updated and/or deleted. Unique Transportation Rate rows will be automatically created by the SK Oil Pipeline Split Import process, the Generate Oil Valuation Data process (operated properties) or when an Oil Valuation RTP row is created using the Create New button from the Valuation tab. When the Apply Rates button is clicked, the Transportation Cost for Valuation records matching each transportation record is re-calculated, when: The Transportation Rate is not zero. Find all matching Valuation rows (matches on Submitting, Delivering, Receiving and CustodyTransfer facility) that are: Active Not a Calculated record that had transportation cost calculated through the Pricing process (Step3). Note: Even if the user has applied a filter to hide rows, those hidden rows will still be used to re-calculate the applicable Transportation Cost. Deleting a transportation row from this tab does not affect the RTP rows in the Valuation tab, in that any matching Valuation records will NOT have their Tr ansportation Cost automatically re-calculated. Note: Non-zero transportation rates are carried over to the new month at month end. Generate Oil Valuation Export By Royalty Tax Payer Using the Oil Valuation RTP screen to generate the Petrinex XML/CSV files provides the user with the most flexibility. The user then has access to all the various selection options to retrieve the data that they wish to include in the XML/CSV files.
1. Navigate to the Oil Valuation RTP screen and make your selections on the Valuation tab. 2. Click the Submit button once you are satisfied with the data to launch the job that will generate XML/CSV files. 3. Click Submit in the confirmation pop-up to launch the process. The XML/CSV files will be stored in the directory specified in the System Configuration > Directories tab ( Directory Type: SK Petrinex Exports or BC Petrinex Exports depending upon the selected Province), and an Oil Valuation Qbyte Optix report will display the data included in each submission.
By Control Group You can create XML/CSV files for oil valuation RTP by control group rather than only by royalty payer or royalty payer/facility. You may access this option through either the Explorer at the Control Group level ( Oil Valuation RTP), or via the Import/Export > Petrinex menu ( Oil Valuation RTP by Control Group). Note: The Oil Valuation RTP option will only be enabled in the Explorer on control groups that are not closed or interfaced, with at least one battery in British Columbia (for Production Dates greater than or equal to BC Petrinex Implementation Date ) or Saskatchewan that is not partner operated. Note: There is no validation that all applicable batteries in the control group are complete to Step 3 prior to submitting this process (either from the Explorer or the Menu). Do not generate and submit an oil valuation RTP file by control group to Petrinex until all applicable batteries are complete to Step 3. The data included in the XML/CSV file is based on the control group that generated the data, which may not be the same as the control group of the submitting facility. For example: If there are cross control group transfers, the OilValuation records are generated under the control group where the sales occurred. This means it is possible for the same submitting facility (even a battery) to have OilValuation records generated from two separate control groups within a single month. We do not recommend this functionality for complicated setups where there is a mix of operated and non-operated properties in a control group, or if companies have units that span control groups or cross control group transfers. Control group submissions will not consider any Petrinex loaded or manually entered data since those were not generated by control group processing. Also, as mentioned above, any facility that has sales in multiple control groups should not be submitted using this option as the data will be incomplete, in that it only gathers data from a single control group. As before, the XML/CSV files will be stored in the directory specified in the System Configuration > Directories tab ( Directory Type: BC Petrinex Exports when the Province is British Columbia or Directory Type: SK Petrinex Exports when the Province is Saskatchewan). There is also an Oil Valuation Qbyte Optix report that will display the data included in each submission.
