4 What Problem Are We Solving? LEAs, ESAs and Charter Schools have multiple data stores for systems for such things as: SIS, IEP, Transportation, Food Services, Teacher HR and Certification Data, Formative Assessment, etc. These systems contain a lot of the same data about students, courses, and teachers. These data need to be shared and kept in synch across these systems. This sharing and synching doesn t always occur in a timely or efficient manner. So there is no single source of the truth for data. Most often, when integration occurs, it is point-to-point. The school district s data is stored in proprietary, transactional systems. 3

5 Current Data Systems The Problem Data Management Issues: 1. Existing systems are connected in a point-to-point setup. 2. Connections are custom developed by the IT department. 3. Data transfers may or may not occur on a regular basis. 4. Connections are costly to maintain in terms of the amount of time and effort from IT. 5. New connections can take a long lead time to get set up. 6. Data is stored in multiple places, often out of synch. 7. Data resides in transactional, proprietary systems. 8. There is no place where it all comes together no single source of the truth. 4

6 What Is The Solution? The Michael & Susan Dell Foundation has developed an operational data store (ODS) that complies with emerging data standards in education. It is referred to as Ed-Fi. Ed-Fi has an accompanying dashboard, specifically designed for teachers and schools, with the types of timely data that they want to see. Ed-Fi is supported by an alliance of school districts, state agencies and education service agencies who build upon this common ecosystem and share the results. 5

7 What Is The Solution? (cont.) Ed-Fi is available to school districts and charter schools at no cost for licensing. Ed-Fi has tools that help districts and charter schools move data to and from various source applications. Ed-Fi can be the data integration mechanism and single source of the truth (see next slide). States and school districts are embracing this tool as a way to better manage their data, and a source for presenting data in dashboards to teachers, administrators and parents. Most importantly, Ed-Fi provides a common ecosystem upon which school districts and states can build and share new and innovative systems. 6

8 Ed-Fi Data Flow Diagram Improved Data Management 1. Data is moved real time, processed and loaded real time into the Ed-Fi data store. 2. Data is available for viewing in the Ed-Fi dashboard, or for sharing across the other systems. 3. Data can be extracted from Ed-Fi data store for other applications, such as state reporting. 4. Data can be fed to the LEA systems to provide a point of integration and data sharing (e.g., provide demographic and course enrollment data to the assessment systems on a daily or real-time basis). This is an example data flow diagram of potential interfaces to the Ed-Fi data store. 7

10 What is the Difference Between an ODS and a Data Warehouse? Operational Data store (ODS) Typically is the front end to a data warehouse and receives the data from the source systems, although not all data warehouse implementations utilize an ODS. Longitudinal Data Store (LDS) or Data Warehouse Sits behind an ODS and receives data from the ODS. Data is updated in near-real time and has the latest data from the source systems. May also retain a history of the data elements. Data may not be fully vetted for external reporting. Used more for an operational mode by internal staff. Generally is not to be used for ad hoc queries and analysis. Designed as a normalized data base. Updated less frequently, and has snapshots of data that are organized to support reporting. Data fully vetted and validated for external reporting. Designed for queries and analysis. Designed as a dimensional data model 9

11 Information Architecture Recommended Practice Use an operational data store (ODS) to initially capture data from the source systems of record (i.e., SIS, IEP system, etc.) and to source the data to other apps Use real-time, industry standard APIs to move the data to and from the ODS Own the district s data separate the district s data from the proprietary transactional systems such that the data can transcend the proprietary system Move data from the ODS into a permanent data store to be used as the system of record for historical data (e.g. data warehouse) 10

12 Information Architecture Recommended Practice Data at its various stages of rest (e.g. ODS and data warehouse) will represent different versions of the truth because of slightly different business rules and differences in the timing of the data loads. These sets of data will always be slightly different and reports should be designed to draw from the recognized version of the truth as appropriate for the purpose of the report e.g., either the ODS or the data warehouse but not both. 11

13 Information Architecture Recommended Practice Data warehouse should be used for: Capturing data snapshots in time for long-term retention Providing reports that require accurate, cleansed data Conducting long-term analyses ODS should be used for: Moving operational data between systems (avoid point-to-point integration) Reporting real-time operational data to teachers and administrators 12

14 Ed-Fi Compatible Student Information Systems Skyward, Powerschool, and Infinite Campus have all completed SIS certification (API based). Follett, Tyler Technologies, Edupoint, and Prologic (and possibly Focus School Software) are all working to begin certification this quarter, and some of them have some legacy Ed-Fi support and implementations (not API based). 13

15 A Consortium Approach to Reduce Costs Ed-Fi is an 80% out-of-the-box solution, meaning there is some work that has to be done to tailor it for use. Much of this work can be shared across districts and charter schools, especially if the districts have similar source systems. Ed-Fi was constructed as a multi-tenant data store that can be shared by multiple districts, without compromising Family Educational Rights and Privacy Act (FERPA) rules. This means one district, or one service provider, can host the system for multiple districts on a single instance (see next slide). Sharing the work and sharing the hosting has tremendous potential to save money for school districts. 14

16 Ed-Fi Consortium Conceptual Diagram Improved Data Management: 1. Data can be extracted daily from the district source systems and stored in the ODS. 2. This provides a single source of the truth from which other systems can draw the data they need. 3. Data access across districts is restricted by role. 4. Data is available for viewing in the Ed-Fi dashboard. 5. Data can be extracted from Ed-Fi data store for other applications, such as state reporting. 17 Consortium Concept Similar districts and/or charter schools come together to share the costs of implementation. The SEA may be a coordinating entity for this sharing. The districts and charter schools share hosting and integration services. They come together to manage the consortium, its governance, its finances and its contracts. Each organization shares in the costs, and in the savings. 16

18 Small/Rural School District IT Consortium In 2016, the Massachusetts Association of Supervision and Curriculum Development (MASCD), an affiliate of ASCD, and CELT launched a Small/Rural School District Information Technology Consortium focused on integrating personalized/blended learning, providing supplemental technical staff and support, simplifying data management and reporting, brokering an online assessment tool(s), delivering staff and organizational development, student data privacy and security, and driving other collaborative initiatives. The consortium is focused on increasing student achievement, enhancing staff productivity, and connecting school, home, and community. 17
