4 FCRM OFAC Validation Overview Customer data (transacting person) and/or non-customer data (official check payee) can be sent in real time when an official check payee or transacting person is entered on the usability Transaction Express screen for validation against watch lists to ensure compliance with the Office of Foreign Assets Control (OFAC) regulations. To ensure compliance with OFAC watch list regulations, the Financial Crime Risk Management (FCRM) solution that integrates with Fiserv s AML Manager Application enables institutions to validate official check payees or transacting person CIF information in real time. Check payee information is now sent for matching against watch lists configured in AML Manager. Transacting person information can also be sent for any transaction entered on the Usability Transaction Express screen. Results returned from the OFAC match can include a score, number of aliases with names, match list source information, entry number, date of birth, city, country, address etc. When a match to a watch list is returned equal to or higher than the threshold score specified in the Watch List Threshold (WLTH) variable, the Watch List Result Exceptions screen displays and RTXN Exception #1121 Txn Has Watch List Hit is raised. The transaction is then rejected or approved for an override and allowed to process. When performing an exception approval, the override reason entered in the OVERRIDE NOTE field on the Exceptions screen is stored for future reference and displays on the new Watch List Review screen. Note: The override note for cashbox transactions does not display on the Watch List Review screen. Prerequisites The Watch List Validation DNAapp (WatchListValidation.dnax) is a no cost native app that when installed, is inactive. This app requires an auth key and must be activated using the Management Console before installing the FCRM_OFAC.dnaxp. Contact Client Care to obtain the auth key. The FCRM DNAapp (FCRM_OFAC.dnaxp) is a no cost native app that when installed, is inactive. It must be manually activated. This app does not require an auth key. DNA version 4.1 and higher What Has Changed A new Watch List Result Exceptions screen was created to display the results of matches to watch lists configured in AML Manager. A new Watch List Review screen was created to display the history of matches to watch lists configured in AML Manager and any override details. New variables in the new AML Service (6AML) calculation type were added to store third-party AML service user credentials and the source entity. FCRM OFAC Integration with Page 4 April 2017

5 FCRM OFAC Validation A new Watch List History - AML (AML_WLHIST) report was added to show transactions with an official check payee and/or transacting person that match watch lists configured in AML Manager. New Variables The following variables were added to the new AML Service (6AML) calculation type: Variable AML Match Source (6AMS) AML Service Auth Type (6AAT) AML Service Password (6APD) AML Service User Name (6AUN) Description Third-party AML service source entity. Third-party AML service authorization type. Third-party AML service password. Third-party AML service user name. New Screens The following new screens are linked to the existing Official Check Inquiry (BKIN) authorization item: Screen Watch List Result Exceptions Watch List Review Description Displays the results of matches to watch lists configured in AML Manager. Displays the history of matches to watch lists configured in AML Manager and any override details. New Report The Watch List History - AML (AML_WLHIST) report generates a list of transactions with an official check payee and/or transacting person that matched watch lists configured in AML Manager. What You Should Do To perform lookups against watch lists configured in AML Manager, you must do the following: Per your institution s requirements, set the values of the following AML Service (6AML) variables at the system level: AML Service Auth Type (6AAT) If FCRM is hosted in Form Authentication, the user must select Form Authentication in the VALUE dropdown list and provide the appropriate credentials in the 6AUN and 6APD variables. If FCRM is hosted in Window Authentication, the user must select Window Authentication in the VALUE dropdown list and provide the appropriate credentials in the 6AUN and 6APD variables. Per your institution s requirements, set the values of the following Watch List Processing (WALP) variables at the system level: Watch List Client ID (WLCI) Watch List Detail to Scan (WLDS) Note: This value indicates whom to match against watch lists: CI = Match official check payees against watch lists. TPCI = Match official check payees and/or transacting persons against watch lists. Watch List Lists To Use (WLLU) Watch List Service Uri (WLSU) Note: Fiserv recommends that the financial institution update the following file with the <<FCRM SERVER>> URI as shown below. Please contact FCRM for the URI confirmation. SERVER>>/FCRM/FiservOpenSolutions.asmx Watch List Threshold (WLTH) See the System-Level Variables online Help topic for detailed instructions. 7 Watch List Validation in Transaction Express Overview The Watch List Result Exceptions screen displays in Transaction Express when the official check payee and/or transacting person entered on a transaction is matched to a watch list configured in AML Manager based on the score threshold specified in the Watch List Threshold (WLTH) variable. The results of a match that was approved for an override can be viewed on the new Watch List Review screen via the Watch List Review menu option on the History Query, Journal, Official Check Inquiry, and Transaction History screens. Field Descriptions The following fields display on the Watch List Result Exceptions and Watch List Review screens: Field Name Person Type Check Number Amount Max Score Over/Under Nbr of Aliases Name Score Over/Under Entry Number Name Birth Date City Country Address Description Watch List Hits Name of the official check payee or transaction person. Type of relationship the person has with the financial institution, (i.e., payee or transacting person). The options are clientdefined. Check number. Amount of the check. Maximum score that indicates an exact match. Value over or under the threshold. Number of additional names the person is also known as (aka). Aliases Additional name or person with same/similar name the person is also known as (aka). Score that indicates the similarity between the name entered in DNA and the resulting match to a watch list. Value over or under the threshold. Entry number. When the official check payee or transacting person is matched to a watch list, the Watch List Result Exceptions screen displays. b. Click Close to close the screen. 10 Watch List Validation in Transaction Express The Override screen displays. To Go to Override an exception Step 2 Delete a transaction from the Transaction Listing grid Step 3 2. To override the exception, type the reason for the override in the OVERRIDE NOTE field. a. Follow the standard approval process. b. Click Process. c. Complete the processing of the transaction on the Transaction Express screen. 3. To delete a transaction from the Transaction Listing grid, click Close on the Override screen. 13 Watch List History AML (AML_WLHIST) Report Description The Watch List History AML (AML_WLHIST) report identifies transactions with an official check payee and/or transacting person that matched a watch list configured in AML Manager based on the score threshold specified in the Watch List Threshold (WLTH) variable. Restrictions None Parameters The report has the following parameters: Parameter Req d Default Description StartDate (SD) No Null Earliest date for the date range. If null, the system posting date is used. ThruDate (TD) No Null Most recent date for the date range. If null, the system posting date is used. Operation Run this report as needed.
