3 A. Introduction This Preliminary Potable Water Study has been prepared to estimate the proposed potable water demand for the Wolcott, PUD and determine infrastructure requirements for storage, distribution and fire protection. The specific scope of this study includes the following: 1. Estimate the projected Average Daily Demand (ADD), Equalization Storage Requirement, and Fire Storage Requirement for each phase of development. 2. Present design criteria and calculations for the potable water system to handle these demands. 3. Determine the system requirements to service the proposed development. B. Location and Descriptions The proposed Planned Unit Development is located in Section 14, 15, 22, & 23 of Township 4 South, Range 83 West of the 6 th Principal Meridian. The intent of the project is to develop the land within the PUD for parks, open spaces, low/medium/high residential, commercial, light industrial (storage units) and community uses in four (4) or more phases of construction. At the time of this study, Preliminary Plan documents are being prepared only for Phases 1 & 2 (Wolcott North and the commercial uses in Wolcott South) while Phases 3 & 4 (residential portions of Wolcott South) remain at a conceptual level. 4 Figure 2: Phasing Map Potable water will be supplied by the Eagle River Water and Sanitation District (ERWSD). Although the ERWSD does not currently have the infrastructure in place to serve the proposed community, they have already purchased land northwest where they plan to construct new water and wastewater treatment facilities and have contracted with an engineering firm to complete the designs. The ERWSD site was strategically located downstream of Wolcott Village and around the bluff to utilize gravity flow systems and provide a reasonable buffer between the future community and the daily operations. The ERWSD also previously established district boundaries which include Wolcott South and Wolcott Village and now plans to work through the necessary steps to construct the necessary treatment plants. Based on recent conversations with the ERWSD, the ERWSD will manage the design and construction of the water/wastewater treatment plants, potable water storage/distribution system and the wastewater collection system up to the Wolcott, PUD boundary. The developer is responsible for design and construction within the PUD. Page 2
5 Existing water rights, water requirements and consumptive use were previously addressed by Bishop-Brogden Associates, Inc. (BBA) in the attached memorandum dated April 28, The following table is a summary of BBA s analysis: Region Water Requirement (ac-ft) Consumptive Use (ac-ft) Wolcott North Wolcott South Project The properties have a combined available historic consumptive use water right of acrefeet per year of which a portion is anticipated to the conveyed to the ERWSD to obtain a sufficient quantity of water for the community. C. System Demands Figure 3: Current ERWSD Service Boundary Map Water storage will be provided in accordance with ERWSD specifications and the adopted International Fire Code. In anticipation of area growth, the ERWSD coordinated the construction of a 400,000-gallon storage tank with the Vines of Vail development. This tank has been constructed on Bureau of Land Management property across the river and on the hills north of Wolcott Village. This tank will provide an initial source for Wolcott Village. The following is a table of anticipated storage requirements for each phase (a more extensive table has been provided in the Appendix): Page 3

It should be noted that during the system modeling process, it was determined that the elevation of the existing Vines of Vail Tank was not sufficient to serve the majority of Phases 3 & 4 (Wolcott South). Therefore, a separate storage system, or pressure boosting zone, will be required for the residential portion of Wolcott South. Additional considerations will be required when more specific information becomes available for Wolcott South. Based on the proposed uses and densities, additional storage will be required beyond that of the existing Vines of Vail Tank beginning with Phase 1. This does not mean though that the additional storage must be constructed before the system can be put on-line, but that planning and designs should be in-place and ready for construction when as demand approaches capacity. At the time of this report, it appears that a the storage requirement for Phases 1 & 2 is approximately 589,000 gallons and the storage requirement for Phases 3 & 4 is approximately 454,000 gallons, including fire protection based on the International Fire Code and the proposed construction types and sizes. Expansion of the Vines of Vail Tank storage must also include the Average Daily Demand amounts anticipated for the Vines of Vail development and other future developments anticipated by the ERWSD. D. WaterCAD Analysis This report includes a hydraulic model for Phases 1 & 2 of the Wolcott, PUD using the Bentley Systems, Inc. WaterCAD v.8i software to theorize the effects of the proposed development. Several models were performed on the entire development, but the focus was narrowed when it was determined that the elevation of the existing Vines of Vail Tank was not sufficient to serve the majority of Phases 3 &4. Those additional models included models where the trunk lines were significantly oversized to minimize friction loss, but no amount of oversizing was able to produce the necessary flows and residual pressures during a fire flow event. A copy of the WaterCAD Analysis Map for Phases 1 & 2 has been included in the Appendix. Pipeline models consist of 12 Ø PVC outside the Wolcott, PUD and up to the intersection of Davis Way/Dixon Trail and 8 Ø within the remainder of the Phases 1 & 2 of the PUD. System junctions were located at pipe intersections and at prominent fire hydrant locations. Each junction was then assigned a finish grade elevation, a Peak Day Demand and a Fire Flow demand. Fire flow demands consider that structures are equipped with fire sprinkler systems, enabling the fire flow requirements to be reduced by 50% from the rates specified in IFC Table B105.1 while maintaining a minimum rate of 1,500 gallons per minute (permission for such was confirmed with both the Eagle River Fire Protection District and the Greater Eagle Fire Protection District). It was suggested by the ERWSD design engineer that a factor of 2.50 be Page 4
7 applied to the estimate ADD to determine the Peak Day Demand. Using this method, pipes were sized to allow the required fire flow demands to be met. E. Summary The Preliminary Potable Study for the Wolcott, PUD was prepared to determine the proposed potable water system characteristics for the development under Peak Day and Fire Flow demands. During the analysis, it was discovered that the existing Vines of Vail Tank was not located at a sufficient elevation to provide adequate flow and pressure to Phases 3 & 4 (residential portion of Wolcott South), but that it could accommodate Phases 1 & 2 (Wolcott North and the commercial portion of Wolcott South). Therefore, a detailed system analysis was only performed for Phases 1 & 2. Additional modeling will be required for Phases 3 & 4 when more detailed information becomes available. Additional storage will be required beyond the existing 400,000 gallon available in the Vines of Vail Tank to serve the entirely of Phases 1 & 2, but it will enable a significant amount of development to occur. Designs for additional storage should be prepared and permitted in advance so that construction may proceed in a timely manner when average daily demands begin to approach the available storage capacity.
