1 REQUEST FOR QUOTATION (RFQ) Provision of Internet Services for UN Women Indonesia Office Dear Sir / Madam: 1 May 2017 Ref: RFQ-2017-IDN-003 We are seeking the Internet Service Provider to provide Internet Services for UN Women Indonesia Office and kindly request you to submit your quotation as per terms of reference/specifications, detailed in Annex 1 of this RFQ. Quotations may be submitted on or before 12 May 2017, COB Jakarta Time to procurement.bangkok@unwomen.org with copy to dian.heryasih@unwomen.org Quotations submitted by must be limited to a maximum of 10 MB, virus-free and no more than 3 transmissions. They must be signed and in.pdf format, free from any form of virus or corrupted contents, or the quotations shall be rejected. It shall remain your responsibility to ensure that your quotation will reach the address above on or before the deadline. Quotations that are received by UN WOMEN after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Conditions Payment Terms Validity of Quotation Preliminary Examination - Completeness of quotation. Value Added Tax on Price Quotation Contact Person for Inquiries (Written inquiries only) General Conditions of Contract 30 days upon invoice 90 DAYS Partial bids not permitted. Must be exclusive of VAT and other applicable indirect taxes thanapat.kamolweerakochakorn@unwomen.org, For Goods and Services At any time during the validity of the quotation, no price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by UN WOMEN after it has received the quotation. At the time of award of Contract or Purchase Order, UN WOMEN reserves the right to vary (increase or decrease) the quantity of services and/or
2 goods, by up to a maximum twenty five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions. Any Contract or Purchase Order that will be issued as a result of this RFQ shall be subject to the General Conditions attached hereto. The mere act of submission of a quotation implies that the vendor accepts without question the General Conditions of UN WOMEN herein attached. The UN Women has set out a vendor protest procedure intended to afford an opportunity to appeal to persons or firms not awarded a purchase order or contract in a competitive procurement process. It is not available to non-responsive or non-timely proposers/bidders or when all proposals/bids are rejected. 3 Annex 1: Specifications PROVISION OF INTERNET SERVICES FOR UN WOMEN INDONESIA OFFICE UN Women Indonesia Office intend to procure internet services, equipment and installation services from suitably qualified service provider. Specification of Internet Connection with Redundancy: Primary link Detail of Broadband Internet Connections Office Staff Head Count 50 Bandwidth Up Down Optimal/Target Bandwidth Burstable Round Trip time (min) 1.5 Mbps 3 Mbps 3/4/5 Mbps bandwidth on request within 12 hours 300ms Hop Count (max) 20 OPTIONS: IP Address (min) Duration OPTIONAL: Backup 6 Internet routable addresses 1 year (renewable) 512 kbps minimum. It is required to use dynamic switch over/active and load balancing between primary and backup links. DURATION: The contract shall be in place for 1 year with possibility for extension at UN Women discretion. LOCATION: UN Women Indonesia Menara Thamrin, 3rd Floor, Jalan M.H. Thamrin Kav. 3 Jakarta Pusat INDONESIA. SERVICE REQUIREMENTS a) The ISP shall provide internet connection line with speed in the range as indicated above to UN Women Indonesia Office, at a traffic-independent flat fee, unlimited usage time, without any further restrictions of use (i.e. proxy, firewall, filtering server) and the internet bandwidth must be a dedicated line, not shared with other customers
4 b) The ISP shall terminate connection at the specified location within the UN Women Indonesia premises; c) The ISP shall provide real-time monitoring solution such MRTG capable of providing daily, weekly, monthly and yearly utilization graphs and total bandwidth usage which can be used to measure the service performance against the SLA. d) The ISP shall handle all aspects of the services, including ordering and commissioning internet lines connections. The ISP shall also be the sole technical contact for smooth operations of the service. e) Prospective ISP must include their proposed Service Level Agreement (SLA) terms and conditions that would be applicable to this engagement. Please note that the proposed SLA terms will be used for evaluation of the proposals and shall have impact on bid evaluation results. f) The availability of the Internet Service shall be a minimum of 99.9% as measured over the period of a calendar month. (< 45 minutes downtime) g) The ISP is required to describe what alternate routing or fallback arrangements for continuity of service they have in place, should their primary link(s) to the Internet backbone become non-operational. h) The ISP is to indicate what connection arrangement and capacity they have with the local and international operators. The ISP should provide necessary diagram to demonstrate their connection details and internet capacity. i) The ISP must have 24x7x365 technical assistance and/or helpdesk facilities (proficient in English). The ISP is also responsible for contacting designated UN Women contact points for both scheduled and un-scheduled downtime. j) The ISP shall state clearly about compensation/penalty in case of failure of services. ISP s attention is invited to General Conditions of Services of RFQ for Liquidated Damages in case of failure to provide the services as per contract agreement. k) The ISP shall provide diagnostic reports and internet link status notification via in case of failure. l) The ISP shall provide the necessary equipment (e.g. router) and installation services including all necessary hardware and software. QUALIFICATION REQUIREMENTS: The ISP must be a Telecom License Holder (please provide relevant documents, evidences) The ISP must have a minimum of 5 year of experience in the provision of internet services in the same nature, scale and complexity commensurate with the specifications (please provide company profile and other relevant documents, evidences) The ISP must provide at least 3 recognized reference clients using similar services (in scope and size). (Please provide evidences of contracts and references/contact info from other clients)
5 SCORED TECHNICAL EVALUATION CRITERIA: The criteria for scoring the points under technical evaluation shall be as below: 1. Number of international operators (10 points) 2. Total available Domestic bandwidth (5 points) 3. Total available International bandwidth (10 points) 4. SLA for Estimated Time to Acknowledge (10 points) 5. SLA for Estimated Time to Repair (10 points) 6. Perform PING TEST / TRACE ROUTE to below address (15 points) a. b. outlook.office365.com c. unwomen.sharepoint.com d. e. Intranet.undp.org 7. Indication of the total planned down time that affects business customers per month/year (10 points) 8. Company profile with at least 5 years in the business of ISP (10 points) 9. Completeness and full compliance of scope (5 points) 10. Ability to provide 3 separate MRTG graphs for Domestic, International and Total Bandwidth (5 points) 11. Overall quality and presentation of the proposal (5 points) 12. Other benefits for UN (5 points) EVALUATION METHOD: Lowest priced technically compliant. The contract/po shall be awarded to the supplier that meet the requirements (receive a score of at least 70) and provide the lowest price.
