3 ecall Saving lives across Europe What is ecall? ecall defines a manually or automatically initiated emergency call (E112) from a vehicle to an emergency agency, supplemented by sending a minimum set of emergency related data MSD It is foreseen that ecall will be offered on all new vehicles in the EU by April 2018 It s using Europe s single emergency number 112 Establishes a voice connection to an emergency services The MSD is transported in-band the voice call Within the MSD the vehicle's location is transmitted to the emergency services ecall is based on GSM network infrastructure (UMTS is optional) A feature to improve traffic safety and save lives 3

4 ERA-GLONASS Saving lives in the Russian Federation What is ERA-GLONASS? ERA-GLONASS refers to an interoperable in-vehicle emergency call service introduced to be operated across the Russian Federation. It is foreseen that ERA-GLONASS will be offered on all new vehicles in the RU by January 2015 ERA-GLONASS is using the general emergency number 112 when an accident happens The ERA-GLONASS System is analogous to the European ecall system Is harmonized with it for the purpose of process compatibility in regard to main functional properties use of in-band modem as the main data transmission unified content and format of mandatory data transmitted in the MSD uniform procedures for initiation and termination of duplex voice communication ERA-GLONASS is based on GSM and UMTS network infrastructure ERA-GLONASS provides fall back solution based on SMS ERA-GLONASS provides potential for Value Added Services as Stolen Vehicle Tracking or Road tolling 4

5 ecall/era-glonass - Definitions ı ecall: A manually or automatically initiated emergency call (E112) from a vehicle, supplemented with a minimum set of emergency related data (minimum set of data (MSD)) ı MSD: The minimum set of data, sent from the vehicle to a public safety answering point (PSAP), includes important information about the accident, for example, vehicle identity, location information and time-stamp. ı PSAP: A public safety answering point is a call center responsible for answering calls to an emergency telephone number for police, firefighting and ambulance services. 5

6 Data content of the transmitted MSD The standard EN describes the structure of the ecall MSD, below table summarizes its content. 7 The key component ecall/era-glonass modem ı IVS: The in-vehicle system is an in-band modem which consists of a modem that operates full-duplex and allows reliable MSD transmission to the PSAP via the voice channel through the cellular network. GNSS Receiver MSD data processing Modem Microphone and speaker Speech codec RF The ecall in-band modem uses for data transmission of the MSD the same voice channel as used for the emergency voice calls. 7

8 MSD transmission UL transmission frame and DL feedback UL Muting periods ı UL: minimum set of data (MSD): 1 MSD contains 3 data parts and 4 muting periods + preceding synchronization frame The MSD is represented by a field of 140 bytes, appended by a 28 bit CRC code prior to HARQ FEC encoding. Reference: 3GPP TS Sync frame MSD part 1 MSD part 2 MSD part 3 ı ecall requirements: Less than 4 seconds MSD transmission time. ı DL feedback messages are for example the START message, NACK if CRC failed, link-layer ACK (LL-ACK) and higher-layer ACK (HL-ACK) from the PSAP. 9 MSD transfer sequence: HLAP call flow procedure Start RV0 RV1 RV = Redundancy version HLAP = High level applic. protocol IVS PSAP Send MSD NACK LL-ACK AL-ACK ecall signaling procedure: Initiation: In the case of an accident, IVS establishes an automatic emergency call => start messages are sent continuously (max. 5x) Send-MSD: PSAP receives emergency call and triggers MSD transmission (PULL mode), continuously sends start until it detects the first incoming sync frame. (Depending of SIM configuration if it works or not!) Some TC in CEN require a change of send ACKs. To verify proper timer implementation new settings for timers are implemented. Some new TC in CEN require a change of scaling of the PCM signal. Also noise is required. 24

31 CMW500 mentioned in technical report for the European Commission ecall Phase 2 Technical requirements and test procedures for the type-approval of ecall in-vehicle systems Test Call Setup Different test call setups were arranged at TRL s facilities: A Rohde & Schwarz CMW500 radio communication tester (network simulator) with audio boards was available for over-the-air or wired mobile network simulation. A public mobile network signal was available (signal strength not measured). A Rohde & Schwarz SMBV100A signal generator was available for wired GNSS simulation. Real GNSS signals were available at a known outdoors, open-sky location at the TRL facilities Source: 31

Call-processing, handover scenarios by using cells for Inter-RAT Cell Reselection, Redirection, Cell Change, CS Fallback, etc. Audio quality and Video quality for a good user experience VoLTE voice testing IMS protocol analysis IP-Data and cloud services using IPv4 and IPv6 IP throughput testing Web browsing Video Streaming WLAN off-load testing Secure the communication channels and interfaces etc. The huge number of wireless standards used in vehicles in combination with the mobility aspects and the huge number of services require testing.
