1 2012 Summer Newsletter To effectively contain damage caused by BotNet, Taiwan Information Security Alliance formally launched Cyber Clean Center (CCC) on March 29, 2012, to slow down the proliferation of BotNet in Taiwan. Through detection of unauthorized or illegal access and development of free malware removal tools (antidotes), host computers infected by BotNet will be lessened in Taiwan. According to statistics, there are nearly 70% of Internet users in the world who are victims of Internet crimes with direct financial losses totaling over USD 100 billion and have to spend nearly three times as much of their time and costs to solve problems brought by Internet crimes. 2 Summer Newsletter and the cause of many Internet crimes. For global ranking of BotNet infection rates among countries, Taiwan is the third with 8% after the US and Germany. There are even 60% of network computers in Taiwan's schools that have been infected by BotNet. According to the statistics from the Technology Crime Prevention Center of Criminal Investigation Bureau, at least 1/3 of computers in Taiwan have been infected by BotNet, including e-commerce websites such as job bank, online booking and online banking sites, which have all been under relevant attacks or have had important account information stolen. According to statistics, the number of attacks during the second half of 2011 had accumulated to over 6 million with over 32,000 attacks on IPs. Cyber Clean Center has been in trial operation since December 12, It is integrated with major ISPs, academic networks, government networks, NCC and anti-virus vendors to jointly implement a real-time notification system, virus management and an antidote management system. During the trial operation, 6,498 malware samples have been collected and removed, while 4,269 users have been notified to download antidotes. Relevant statistics will be provided to industries and research institutes for subsequent research and analyses. 3 03 IPv6 Upgrade Promotion, IPv6 UP Due to the IPv4 exhaustion, it is anticipated that there won't be enough IPv4 addresses in Taiwan within two to three years. To accelerate the upgrade to the next generation Internet in Taiwan and increase Taiwan's international competitiveness, the Executive Yuan has approved the "IPv6 Upgrade Promotion, IPv6 UP" Program on December 30, 2011, which proposed the prospect of "Seamless Internet Service, Smart Innovation and Happy Life" and set this date as the Taiwan IPv6 Launch Day to declare the launch of the comprehensive upgrade to IPv6 in Taiwan. The IPv6 UP Program Office was opened on January 30, 2012 with four working teams set up, including "Strategic & Planning", "IPv6 Transition in Government Network Services", "IT & Communication Industry Development" and "Implementation and Operation", for which the Ministry of Transportation and Communications (MOTC), the Research, Development and Evaluation Commission, Executive Yuan (RDEC), the Ministry of Economic Affairs (MOEA) and TWNIC are respectively responsible. The strength of all of the relevant organizations is integrated to jointly advance the Taiwan government's seamless upgrade work to IPv6 and achieve the three major policy objectives in order - the "Seamless Upgrade of Government Networks", "Leading Industries to Grasp First Opportunities" and "Innovating Applications to Promote Welfare". Starting from this year, the government will first invest the NTD 2.2 billion over six years in the IPv6 upgrade of government networks in three stages, complete the upgrades of primary and secondary government external network services to support IPv6 by 2013 and 2015 respectively as well as all of the internal networks, internal databases and the IPv6 environment in the PCs of the government organizations starting from The Program Office has held four sessions of the IPv6 UP Seminar starting from February 21, There were a total of 600 people from governmental departments and agencies, who are responsible for the management of the application service system and networks and are involved in the IPv6 upgrade, registering and participating in this event. As the first large seminar held after the approval of the IPv6 UP Program on December 30, 2011, its purposes were to assist service system and software/hardware administrators of governmental departments and agencies in understanding and mastering items of network upgrades that need to be considered and drive inventorying operation of governmental departments and agencies that currently needs to be done to smoothly complete relevant work by the end of March, 2012, including upgrade inventorying and information reporting, while enhancing relevant personnel's understanding of the IPv6 technology for subsequentpreparation of upgrade planning operations. MOTC's Director General and IPv6 UP Program Office Convener, Mr. Tien-Lai Teng, indicated that the development strategies of the upgrade to IPv6 are mainly that the government will first upgrade to IPv6 network services, and then advance the development of the IPv6 industry according to policies, so as to drive the development momentum among private industries. The upgrade to IPv6 needs to be thoroughly designed. The best approaches at present are to operate in coordination with the replacement schedule of existing appliances and plan reasonable priorities based on the importance and requirements of external services to avoid the need for large funds caused by one single large-scale upgrade. The inventorying work is the first step of the overall upgrade operation. After governmental departments and agencies master the general situation of how software and hardware of existing service systems support IPv6, they can then plan feasible upgrade operation solutions. 4 Summer Newsletter Smart Internet Brings New Life 2012 Internet Trend Seminar TWNIC 2012 Internet Trend Seminar was held on March 28-30, 2012, focusing on the coming era of smart Internet. Experts were invited to discuss how to start smart life after progressing the next generation Internet from various aspects, including policy, business and execution. There were a total of over 600 people participating in this event. The Internet development has not only created modern life that satisfies human needs, but has also re-modeled humans' thinking. With another wave of Internet revolution driven by the cloud technology and the combination of the three major elements-the Internet, cloud and appliances, personal mobile devices, household appliances and the government's public services will directly enter people's daily life through Internet connection and start the new smart IOT era. In this trend seminar, topics including the development trends and advancement strategies of the nextgeneration broadband Internet from the aspects of IPv6 networks, digital convergence, cloud computing, smart sensors and information security were fully discussed. Complied with the resolution of TWNIC's 78th Domain Name Committee Meeting held on December 27, 2011, same documents must be provided for review and approval when foreign registrant renews or transfers its org.tw domain name. The org.tw registration policy amendment was announced on February 2, After February 2, 2012, all foreign non-profit organizations should submit required documents for review and approval before processing org.tw registration, renewal or transfer. Foreign non-profit organizations whose org. tw domain names were expired between February 2 and April 5, 2012 can pay for the renewal and afterwards provide documents for review and approval within the given time. 7 07 Taiwan Internet Connectivity Bandwidth Survey 2012 Q1 According to the results of TWNIC's latest Taiwan Internet Connectivity Bandwidth Survey, the total bandwidth of Taiwan's international connectivity bandwidth has reached 617,797 Mbps up to the end of March this year, which has increased 38,488 Mbps compared to the last quarter with a 6.64% growth rate. The US is the main country of Internet connection with Taiwan (330,806 Mbps), followed by Hong Kong (95,598 Mbps), Japan (85,764 Mbps) and China (68,656 Mbps). International Internet connectivity bandwidth for HiNet, TWGATE and NCIC is 349,075 Mbps, 81,699 Mbps and 69,218 Mbps respectively, making them the top 3 in Taiwan. For interconnectivity bandwidth between ISPs, HiNet, TWIX, NCIC, CNS-KBT, TFN, TANet, KE-ing, EBIX, TWAREN and SO-net are the top 10.
