1 WEB DESIGN AND DEVELOPMENT 6.1 OVER VIEW The developmental activities like land Improvement, soil conservation, drinking water, fuel and fodder, health and sanitation, education facilities and other related measures can be implemented in any area with a Decision Support System (DSS) and web based information system. Such systems have been identified where institutions of selfgovernance in the rural areas are required to prepare and implement integrated development schemes. Preparation and implementation of such integrated programmes is a complex and information-intensive. One of the major bottlenecks to this information-intensive task is PRIs inaccessibility to relevant village level spatial data (maps) and attribute (textual) Information. Natural Resources Data Management System (NRDMS) is one such initiative of the Government, launched by the Department of Science & Technology with a distinct focus on development of spatial data management tools for local level planning. The basic purpose of this information system is to provide a top view of the status of the villages for micro-level planning of developmental activities. It serves the purpose of a repository of scientific information that can be extracted using image mapping and structured query browsing.
2 149 In this chapter, the results of research work which leads for the development of an web based Mandal Information System (MIS) for vetapalem from prakasam district as a case study is presented. This system includes information at village level with spatial data, GPS points of house and utility and cadastral survey points. This system is also capable of sharing micro level information on natural resources, demography, and infrastructure from a server in the form of thematic and attribute data. 6.2 WEB DEVELOPMENT STEPS OF Requirement Specification The first step in development of the web based system is assimilating the basic objectives, and establishing how the application should behave and how will the final output should be, i.e., the functional requirements, and what will be required to achieve this i.e., the technical requirements of the system. Specifically in relation to web applications, some of the important items that need to be considered are such as what minimum hardware and software will be required to implement this system?, who will be the end users of the systems?, why and how will they be using this system?, will they need some minimum training in order to use this system effectively?, and other such items.
3 Data Preparation This is a key stage where the required content for the website such as the images, files, and databases are gathered and compiled into the required formats, and organized as per the requirements of the application Architecture and Prototype Development Website Architecture development is a part of planning how all the components of the web application will be related to each other and how they will have to interact with each other in order to meet the functional and technical requirements of the system. This will provide an overview of the working of the system using which we can design the initial prototype of the system. Development of a working prototype will give us an idea as to how the final system will look and work and if any changes are required they can be incorporated at this stage before starting the actual development process Application Development This is the phase where the application is built step by step by coding and integrating required modules which will define how the components of the system as mentioned in the Architecture will relate to each other and interact with each other to bring about the required functionality in the system. This phase will consist mainly of designing the user screens and menus, generation of required queries using Structured Query language (SQL) which will help retrieve the required information based
4 151 on input criteria, and structuring the resultant data in the required output formats Installation and Testing Once the application development phase is completed, the system has to be installed on a web-server and thoroughly tested to see whether it meets the functional requirements of the system. If any bugs or errors are spotted during testing, these have to be removed and the application has to be tested again. Since the system will be accessed mainly over the internet, it is suggested to test the systems from various kinds of operating systems and different internet browsers. After initial testing is done, end users should be encouraged to use the system extensively and feedback should be taken related to any more bugs or errors found and these should be promptly rectified to get 100% accuracy. 6.3 TECHNOLOGY USED The Vetapalem Mandal Information System consists of spatial and nonspatial information in the form of thematic images in JPEG format, and socio-economic data pertaining to census, land-information, and infrastructure for each of the villages. All are generated and presented in the previous chapters. Using the Vetapalem Mandal Information System (VMIS), the user can choose the type of information to view required information or any thematic map. Based on the selection criteria a query can also be generated and processed in the back-end, and the resulting information in the form of data and/ maps is presented to the user along
5 152 with other options such as a related source file, based on availability can be downloaded as and when the user needs it. So that this system can be accessible to end users over the internet. It has been developed as a website using all the required standard web conventions using the below back-end and front-end technologies. A flow chart 6.1 showing the drill down of the database used in the process of VMIS development Front-End Interfaces and Scripts Hyper Text Mark-up Language (HTML) HTML is a set of tags and rules that help format web-pages. All the interfaces in the Vetapalem Mandal Information System have been developed using HTML JAVASCRIPT Javascript is a Client-side programming script that can validate inputs from users and provide the required information based on these validations, and also a range of other functionality within web-pages. Javascript has been used extensively within the Vetapalem Mandal Information System to design and develop the Pop-up menu navigation system which is used for selection of the required criteria for query generation in order to display the information requested by an user Back-End Active Server Pages (ASP) ASP is a server-side scripting technology which can manage a range of backend processes, and the underlying VBScript code is mainly used for
6 153 processing queries and returning the results that can be converted and presented using standard HTML. In the Vetapalem Mandal Information System, ASP has been used extensively for the purpose of query processing and generation of required output especially when developing interactive web applications. For example, when a user selects to view a particular type of socio-economic data, for a particular village, the query is dynamically built based on the selection criteria and presented to the backend web server. The web server, processes this query, and builds the required result set (usually a set or records from a table) and returns this to the browser interface, which uses the specified HTML instructions to output the formatted results. For the end-user all that appears is the end-result and the complexities of the code and server processes and operations are hidden. Active Server Pages, which is one of Microsoft s flagship technologies, was the natural choice for development of the application due to its robust nature, and proven track record. Further, it is useful when scaling applications to incorporate more mandals and villages, or more data sets in the future, will only a slight modification to the application Ms Access ( Compatible) MS Access (*.mdb) is a relational database management system which is one of the most preferred back-end database when it comes to using ASP. Ms Access stores data in its own format based on the Jet Database Engine which provides a range of features that are required for high
7 154 speed and complex query processing. Access has been used in the Vetapalem Mandal Information System to store both application related information, and also all the required socio-economic information in about different tables. As it supports multiple users, and is highly scalable, robust, and secure, and keeping in mind that this application would be ported into a web-server in the future, Ms Access was chosen. The main idea here is to provide an easy way to port the application on a web server with minimal requirements, and also provide access to users who can view and use the application from a wide variety of browsers over a standard internet connection. 6.4 WEB ENABLED VMIS ARCHITECTURE VMIS Application Map Data Clients www Web Server Database Socio-economic Data Application Data
8 FEATURES & FUNCTIONALITY End users will access the VMIS over the web using any standard browser. Seamless Navigation through the VMIS using sophisticated menu system and selection screens. Users can be given option to print/ /share any bit of information. Access can be restricted or monitored 6.6 USERS OF VMIS VMIS can prove to be an effective agent in creating awareness in rural communities about ongoing developmental activities in a village. This results in an overall sense of wellbeing and happiness among the people which is the most important factor for holistic development in villages. Some of the end users of the website are Planning officials, Decision makers, farmers for planning agriculture activity, agriculture Extension, planners and Decision makers, Student community, Citizens & NGOs and Other Stakeholders for micro-level planning in village administration, agriculture extension, disaster mitigation, and in holistic developmental projects.

10 STRUCTURE OF A TYPICAL VMIS WEB PAGES Home page In the home page of website, eight main buttons were designed i.e., Home, History, Socio-Economic Data, Thematic Maps, GPS Survey Points, Cadastral / Land Parcels, Govt. Programmes and others.
