Introduction UNEP/NOWPAP/DINRAC FPM 10/5 Page 1 The goal of the activity is to develop visualization platform for marine environmental data based on the WebGIS technology integrated with DINRAC website. It will present the marine and coastal environmental data with geographic attributes at DINRAC website. On the basis of the Database of Marine Protected Areas (MPAs), and through cooperation with IT experts, the visualized display and query interface for marine protected areas in the NOWPAP region has been basically completed and uploaded to DINRAC website in early 2010 as a pilot step. In the latter half of 2010, according to the DINRAC work plan, the data on Oil Spill Accidents in the Northwest Pacific Region provided by MERRAC were also integrated into the WebGIS system and visualized at the DINRAC website. According to the work plan, in 2011, the data on Hazardous and Noxious Substance Spill Accidents provided by MERRAC in the Northwest Pacific Region were integrated into the WebGIS system. Based on our past experiences on the WebGIS application for marine environmental data, DIRNAC started to upgrade the whole WebGIS system through cooperation with State Key Laboratory of Resources and Environmental Information System of Chinese Academy of Sciences in June The targets of this upgrading mainly included: 1) maximum utilization of the functions of the ArcGIS software to DINRAC s WebGIS system; 2) establishment of the WebGIS platform with such spatial data as geographic maps with rivers, administration regions and sea areas; 3) WebGIS visualization of the data on Marine Protected Areas, accidents related to Oil Spills, and Harmful and Noxious Substances in 2011, and visualization of the data on HAB, marine litter in In April 2012, the WebGIS system was constructed with integration of 3 themes and was online. 4 Page 2 2. Technical Route for Development of WebGIS System This WebGIS is developed in the construction of Browser/Service. Client-side could browse thematic data, inquire retrieved data and statistical data through the browser. Based on ArcGIS Server, server-side could provide all data resources for each theme in the form of service. There are 3 layers in the technical route: Data Layer, Service Layer and Client Layer: (1) Data Layer: Transform the data files for all themes in different format into vector format and save it in Geodatabase. (2) Service Layer:It includes GIS server and Web Server. For GIS server, ArcGIS server is applied to publish thematic data service and base map service in the form of Map Service. For Web Server, Visual Studio 2010 is applied and publishes the standard Web service through the IIS, which including dropdown list generation, time unique value search, and so on. (3) Client Layer: System application is realized through browser, which including thematic data visualization, data query, element indentify, data statistic and other basic map operations. 3. Development Description 3.1 System Development Environment GIS software: ArcGIS Server 10.0, ArcGIS Desktop 10.0 Web service development software: Visual Studio.NET 2010(C#) Client-side development software: Adobe Flesh Builder 4
5 Page ArcGIS Service Description All services in this system are Map service, which includes thematic map service, base map service and NOWPAP extent service as the following: (1) Thematic map service: It consists of 3 thematic layers. (2) Base map service: The base map including country, province, city, river railway, road, island, lake and ocean layers. All layers could be applied with visible scale scope control and marked visible scale scope control. Meanwhile, bing base map and bing satellite map are added to provide more access to view NOWPAP region. (3) NOWPAP extent service: It clarified the region of NOWPAP, which is 121 E-143 E, 33 N-52 N. 3.3 Development for Standard Web Service Web service is developed through VS2010 and be published by IIS. It includes dropdown list generation, comparison codes with names, correspondence of month and year, city and province, and so on. 3.4 Development for Client-side Client-side is developed through Adobe Flesh Builder 4, and includes 6 mxml API. (1) to build main interface and some function based on that. (2) to produce the pop-up window to show search results in the form of tables. (3) to produce the pop-up window when element identification and mouse slipping highlight elements. (4) to produce the statistical window, which displaying statistical results in pie chart. 4. Function Description 4.1 Description of the main interface
6 Page 4 The main interface includes 5 parts: (1) Layer Control: It controls visibility of thematic layer, and accept multi-select. All selected thematic elements will be displayed in base map. (2) Data Query: It provides data query in pallet format, and query results will be displayed after choosing corresponding terms. (3) Toolbar: There are pan, zoom in, zoom out, full extent, previous extent, next extent, identify, clear, statistic, spatial query for MPA (country/province) buttons from left to right. (4) Base map shift: Vector map, bing map, and satellite map could be shifted into each other. (5) Main window of the map: Base map and all visible thematic elements layers could be displayed here. 4.2 Function Description Layer control: 3 specified thematic elements were displayed simultaneously as an example Shift the base maps (1) Vector base map
7 Page 5 (2) Bing base map (3) Bing satellite map Data query: take MPA as an example It could connect to static database by clicking. The total area of all searched MPAs is displayed here. Click one record on the list, the corresponding element in the map will be highlighted (in red color in this case), information window
8 Page 6 will show up when the mouse slip on that Elements Identification Click Show Details, it will connect to static database, and show the detailed information Statistic: If click a polygon in the map randomly, there will be a statistic window for statistic calculation on quantity or area of different thematic, which mainly including: (1) MPA, statistic calculation for number of MPA(classified in country, level and specific country), and area of MPA (same classified for number) (2) Oil spill, statistic calculation for number of oil spill accidents. (3) HAB, statistic calculation for number of HAB. Take MPA as an example, the statistic window is showed as the following:
