3 Instructions for Online Election Judge Training (Online courses perform best in Firefox and Chrome) Election judge classes are listed here: Classes that DO NOT REQUIRE a login SCORE classes no longer require a login. The classes appear on the website, almost like watching a PowerPoint presentation or a video, or viewing a pdf document online. Issuing and Replacing a Mail Ballot SCORE 101 Voter Registration series VSPC webscore judge VSPC webscore Admin Classes that REQUIRE a login Cyber Security Signature Verification Issues in Voter Registration Watchers and Observers Voter Intent What does this mean for you? Judges do not need a login or a password to take SCORE classes. We encourage you to look through ALL the classes so you can see what the judges see and anticipate any questions they might have. It will also be helpful for you to look at the certificates that can be printed at the end of the classes so you are aware of what the judges may turn in. Counties need to come up with a plan on how they are going to track completions. Tracking course completion is the sole responsibility of the county. The state CANNOT track completions for any class that does not require a login. Counties have a few choices to make this work. Bring the judges in and take the classes together. Use the honor system. Let the judge self-report if he/she completed the class. Have the judge submit a copy of the completion page at the end of the class.
4 Required Classes Online Training for Election Judges and Staff Election Rule requires election judges and county staff members conducting voter registration activities at Voter Service and Polling Centers to Complete training courses provided or approved by the Secretary of State. Election Rule 6.7 requires VSPC supervisor judges to complete a training course provided or approved by the Secretary of State. Mandatory Trainings To satisfy Rule , VSPC election judges who will or may process voter registrations must complete the following online courses: VSPC webscore Judge Election Judge Cyber Safe Security Training To satisfy Rule 6.7, VSPC supervisor judges must complete the following online courses: VSPC webscore Judge Watchers & Observers Election Judge Cyber Safe Security Training To satisfy Rule 6.8, Signature verification judges must complete the following online course: Signature verification judges Signature Verification Training Election Judge Cyber Safe Security Training NOTE: All election staff, temporary workers and election judges that have access to SCORE and/or webscore must read and sign the SCORE End User Acceptable Use Policy on Clerk s Corner: (login) SCORE System requirements & network security Security The signed forms are kept on file with the county clerk. As a reminder, SANS Securing the Human training is required for all active SCORE users that are full-time, part-time or temporary county staff. (Election Judges take the Election Judge Cyber Safe Security Training.) Mandatory background checks Remember that the SCORE User Administrator Agreement requires all individuals conducting voter registration activities to undergo, and successfully pass, criminal background checks. Optional but highly recommended online trainings If VSPC supervisor judges will be expected to use SCORE Classic to register voters and issue ballots (as a contingency in the event of loss of connectivity to webscore), then the following online courses are highly recommended: SCORE 101 Voter Registration Series (includes Voter search, Registering a voter, and Updating a voter record) SCORE Issuing and Replacing a Ballot Temporary election staff members who will process registrations in SCORE Classic should complete the following recommended online courses: SCORE 101 Voter Registration Series (includes Voter search, Registering a voter, and Updating a voter record) Issues in Voter Registration County election staff who process voter registrations or issue ballots should complete the optional training courses listed above (if they have not already done so), and also complete the following online courses: VSPC webscore Judge VSPC webscore Administration (*only recommended for the designated staff member(s) who will perform administrator functions in webscore)

6 Introduction 1 There are several setup tasks that must be completed in System Configuration and User Administration in SCORE Citrix before election staff can access webscore. By the end of this Administrative Guide, you will be able to: Setup a VSPC Mail Ballot Label State Created for a Primary election Assign VSPC work location and user roles Enable ActiveX (*Only required for the Ballot-On-Demand Printer Adjust VSPC Mail Ballot Label printer settings Turn compatibility mode off in Internet Explorer Manage vote credit
7 Primary Election State Created VSPC Mail Ballot Label Setup 2 1. In SCORE Citrix, open the System Configuration module 2. Select County Configuration > County Parameters 3. Use the drop-down arrow to select your VSPC Mail Ballot Label State Dymo (If this larger label is not used packet information will not be displayed) Note 1: Note 2: If you do not select a Mail Ballot Label, then webscore will default to the SCORE Ballot Label. In Person-Paper and In Person-DRE labels are hardcoded in webscore, so there is no setup needed for in-person labels. 4. Click the Save button VC Programmer is not supported - scroll down to locate and confirm that both VC Programmer Filename and VC Programmer Folder Location fields are blank, so you do not receive an error message when issuing in-person ballots. Then click the Close button to exit System Configuration.
8 Elections Not a Primary VSPC Mail Ballot Label Setup 3 1. In SCORE Citrix, open the System Configuration module 2. Select County Configuration > County Parameters 3. Use the drop-down arrow to select your VSPC Mail Ballot Label State Dymo (If this larger label is not used packet information will not be displayed) Note 1: Note 2: If you do not select a Mail Ballot Label, then webscore will default to the SCORE Ballot Label. In Person-Paper and In Person-DRE labels are hardcoded in webscore, so there is no setup needed for in-person labels. 4. Click the Save button VC Programmer is not supported - scroll down to locate and confirm that both VC Programmer Filename and VC Programmer Folder Location fields are blank, so you do not receive an error message when issuing in-person ballots. 9 Assign VSPC Work Locations 4 All judges must be assigned a specific VSPC Work Location in SCORE Citrix in order to access and issue ballots in webscore. Exception: Judges that are given the VSPC Change Location user role DO NOT need an assigned VSPC Work Location. This user role allows staff and judges to select any location after s/he logs in to webscore. Best practice: Be judicious when giving the VSPC Change Location role to users. Most users should be assigned a specific work location. It is not good practice to give both. Assign a location: In SCORE Citrix, open the User Administration module 1. Click to highlight the user name 2. Select the Detail button
10 Assign VSPC Work Locations - continued 5 3. Ensure the Status is Active. If not, click the Active radio button 4. Use the drop-down arrow to select the Assigned Location 5. Click the Save button Note: If a judge is relocated to another VSPC work location, the Assigned Location must be modified in SCORE so s/he can issue ballots from the new location.
11 Assign VSPC User Roles 6 Assign User Roles In SCORE Citrix, open the User Administration module Click to highlight the user s name and click on the Detail button In the Roles section: The All radio button is the default In the Roles section, scroll down to the VSPC user roles and use the detailed chart on the next page to determine which user roles to assign The Unlock button is unusable. Unlocking Entrust Accounts must be done through IdentityGaurd Administration.
12 Assign VSPC User Roles 7 Assign User Roles 1. Review the VSPC Ballot Staff and VSPC Ballot Admin roles to determine which role to assign the user. *The privileges for each role are listed in the far left column
13 Assign VSPC User Roles VSPC Ballot Admin and VSPC Ballot Staff are conflicting roles and cannot coexist 8 VSPC Ballot Admin Role and VSPC Ballot Staff Role In selecting the VSPC Ballot Admin role or the VSPC Ballot Staff role, the user is able to access webscore and issue and spoil ballots. The two roles do not give the user the following privileges: VSPC Update Voter: Permits the user to update the voter s registration VSPC Create New Voter: Permits the user to register a new voter Change Location: Permits the user to change their VSPC work location and access to all VSPC locations User with the VSPC Change Location role should not have an assigned location Transfer In Person Ballot: Permits the user to transfer the entire In Person ballot activity from the current voter to another voter Undo In Person Ballot: Permits the user to undo In Person paper or DRE ballots Post Election Access: Permits the user to continue performing all of their roles after election day The aforementioned bulleted roles were designed to give counties the ability to customize the user s privileges. You may select any of the additional roles to augment the VSPC Ballot Admin or VSPC Ballot Staff roles. Remember to click the Save button to save your selection(s)!
14 Enable ActiveX on VSPC Computers *Only required for counties using the BOD printer 9 ActiveX must be enabled on all VSPC computers if your county will be printing ballots on the Ballot-On- Demand Printer from webscore or using VC Programmer in webscore. The following steps for enabling ActiveX must be done in the exact order: 1. Open your web browser>click on the gear wheel in the upper right corner> select Internet Options from the drop-down list 2. Select the Security tab first 3. The Internet icon is the default. You must click on the Trusted Sites icon in order to proceed. Be careful NOT to select the Internet or Intranet icons as this will create complications/errors. 4. Click on the Sites button and Add the following URL below to the list of trusted sites: 5. Uncheck the Require server ( for all sites in the zone box, if necessary 6. Click the Close button to exit the Trusted sites screen
15 Enable ActiveX on VSPC Computers - continued Place a check in the Enable Protected Mode box, and click on the Custom level button 8. Move down the Settings section and enable Initialize and script Active X controls not marked as safe for scripting. 10. Click the OK button and then click OK again to exit all screens You must restart your computer!
16 Adjust VSPC Ballot Label Printer Settings 11 Counties may need to adjust the printer settings for the VSPC Mail Ballot Label to receive a workable barcode. These steps should be done through the Windows Control Panel versus the print label screen in webscore. 1. Select Computer and Open Control Panel (as seen on the right) 2. Click on Devices and Printers
17 Adjust VSPC Ballot Label Printer Settings - continued Click on your Dymo LabelWriter 4. Select Printer>Printing Preference in the upper left corner 5. Ensure the Orientation is set at Landscape 6. Click on the Advanced button.
18 Adjust VSPC Ballot Label Printer Settings - continued If you are printing a label with a barcode, locate Printer Features>Printer Quality and select Barcodes and Graphics. 8. Then click the OK button until the Dymo Labelwriter screen is fully closed Reminder: Disable pop-up blockers, if printing ballot labels. Need assistance? The How-to is detailed on the next page.
19 Turn Off Pop-up Blockers *Only required for counties printing ballot labels 14
20 Turn Off Compatibility Mode in Internet Explorer 15 How do you know Compatibility Mode is turned on in Internet Explorer? Fields on the webscore screen look misaligned. In webscore, if the page icon by the URL is blue, then Compatibility Mode is on. Click the blue page icon to turn it off Sometimes the blue icon doesn t display, but the browser is still in Compatibility Mode. Under Tools (or by clicking on the gear at the top right corner): Click on the Compatibility View Setting Verify colorado.gov or anything associated with the webscore URL is NOT listed under Websites you ve added to Compatibility View Remove from the list (if it s listed)

22 Change Vote Date or Sent Date 17 The user must be assigned the VSPC Ballot Admin role and the VSPC Ballot Post Election role if performing this process after election day. Change a voter s in person Vote Date or mail ballot Sent Date : Open webscore and pull up the voter record that needs to be modified 1. Click the correct ballot to open the Ballot Details screen 2. Enter the new Vote Date (or Sent Date) and click the Saved button You will receive the message: Vote Date (or Sent Date) saved successfully. Click the Close button to exit the screen
23 Reactivate Ballot 18 The user must be assigned the VSPC Ballot Admin role and the VSPC Ballot Post Election role if performing this process after election day. Reactivate an Undone or Spoiled ballot: Open webscore and pull up the voter s record 1. Click on the correct ballot to open the Ballot Details screen 2. Click on the Re-Activate button You will receive a message in the upper left corner Ballot has been successfully reactivated. Click the Close button to exit the screen
24 Remove Vote Credit 19 The user must be assigned the VSPC Ballot Admin privilege to complete this process and the VSPC Ballot Post Election role if performing this process after election day. If Admin error enter a comment. Remove existing in person vote credit: Open webscore and pull up the voter s record 1. Click on the correct ballot to open the Ballot Details screen 2. If it s an Administrative error: Enter a comment in the Undo Comments field and click the Undo button If it s a Voter Initiated error: Click the Spoil button Click the Close button to exit the screen
