7 Page: 7 of SUMMARY This document defines the Statement of Work for the definition of the required upgrade of the GTC dome shutters in order to provide full operation of the system. The scope of the work consists in the definition and analysis of alternatives for upgrading the mechanisms of the dome shutters, the preliminary design and budget estimation for the proposed solutions and definition of the preliminary project plan for the upgrade implementation in order to minimize the impact on the telescope scientific operation. 2. INTRODUCTION The GTC dome shutters system comprises the shutters which allow opening the dome for telescope observation, allowing closing completely the dome to protect the telescope from environment when it is not in use. The system consists of two shutters (upper and lower), which move independently on cylindrical rails located on the main dome arch beams, allowing the telescope observation for elevation angles from 15º above the horizon up to zenith. The total angular aperture covered by the shutters is 117º, being 90º covered by the upper shutter and 27º covered by the lower shutter. Both shutters are driven by means of electrical motors with transmission chains. The system includes additionally a windscreen deployable by the lower shutter which allows to close partially the lower part of the observation aperture up to 60º when the telescope observes at high elevation angles, allowing the observation in high wind conditions. Due to different problems arisen during the construction of the GTC dome, the telescope started its operation with partial operation of dome shutters. In the current operation conditions, the upper shutter opens safely 70º only, limiting the maximum observing elevation angle to 70º. The lower shutter do not operates regularly, except for lowering it down to improve the dome ventilation, while the windshield has never been properly commissioned. On the other hand different damages have been detected on the dome arch beams which support the shutters. During the last years different sensors have been installed in the shutters and measurements have been taken in order to diagnose the problems of the system, being the results from these diagnosis activities reported in RD.1. Based on these conclusions, it is proposed to upgrade the system in order to allow the full performance of dome shutters. 3. DEFINITIONS 3.1 Contractor Entity who is awarded to provide the services defined in this Statement of Work. 3.2 Use of shall/should Shall is used for requirements, whereas should is reserved for guidelines. Requirements are mandatory and guidelines are not mandatory, although their fulfillment should be strongly pursued. 4. SCOPE The scope of the work to be performed by the Contractor shall be: Identification and analysis of alternatives for upgrading the dome shutters system composed of the Upper Shutter, the Lower Shutter and the Windscreen and reparation

8 Page: 8 of 16 of the damages observed on the dome arch beams, based on the current status of the system described in RD.1. in order to allow the full operation according to the requirements defined in paragraph 5. Proposal and selection of upgrade solutions, in agreement with GTC, based on technical reliability, minimum impact on the telescope operation, implementation simplicity and limited cost. In order to select the final upgrading solutions, priority shall be given to reduce risks on the telescope and minimize the impact on the telescope operation, by reducing as much as possible the tasks performed on site, or doing them compatible with the normal telescope operation. Preliminary design of the selected solutions. Preliminary budget for the upgrade implementation. Preliminary project plan and schedule for the upgrade implementation, including definition of activities to be performed on site. Failure mode, effects and criticality analysis (FMECA) for the proposed design. Optional construction of a significant mockup prototype of the upper shutter drives to demonstrate the feasibility of the proposed control strategy. 5. REQUIREMENTS OF THE SYSTEM The dome shutters system composed of the Upper Shutter, the Lower Shutter and the Windscreen, once upgraded, shall fulfill the following requirements: Requirements that are not fully defined are marked as TBD or TBC. 5.1 General Requirements Environmental Conditions The mechanisms of the dome shutters system shall be able to operate up to the operation limits defined in the following table: OPERATION LIMITS Altitude 2300 m Air temperature ºC Relative humidity 90% or condensation Atmospheric pressure mbar Wind guts 27 m/s Dust 100mg/m 3 Maximum solar irradiance 1300 W/m2 Table 1 Operation limits for the shutters system. When the dome shutters are closed, the system shall survive without damage the environmental conditions defined in the following table:

9 Page: 9 of 16 SURVIVAL LIMITS Air temperature ºC Relative humidity 100% (condensation) Wind guts 67 m/s Rain in 1 hour 120 mm Rain in 24 hour 360 mm Ice thickness 230 mm Snow thickness 2.25 m Seismic load* NCSR-02 for the ORM Table 2 Survival limits for the shutters system. *Seismic load shall be resisted for any position of the shutters system Size of the observing aperture The total vertical angle covered by the observing aperture is 117º, from 6º below the horizon, to 111º above the horizon. With different shutters positions, it shall be possible to let unobstructed the following limit positions: from 12º to 117º or from 0º to 90º, assuming 0º as the lower limit of the observing aperture. The minimum unobstructed width of the observing aperture shall be 12m centered with respect to the vertical symmetry plane of the dome. Figure 1 Limit unobstructed positions allowed by the shutters system. 5.2 Performance Requirements Range of motion The range of motion of the shutters shall be the following: Upper shutter: 90º (from +27º to +117º; closed position: +27º) Lower shutter: 105º ( from -15º to +90º; closed position: 0º) Windscreen: 56º with a goal of 66º (from 0º to 56º (goal 66º) including the area covered by the lower shutter; closed position: 0º)

10 Page: 10 of 16 0º corresponds to the lower limit of the observing aperture, which is placed at 6º below the horizon. The shutters and windscreen shall be able to be positioned and hold in position safely in any position of their range. 11 Page: 11 of Motion modes It shall be possible to move the upper and lower shutters independently or simultaneously in a coordinated way on any position within their motion range. In the case that the windscreen will be driven by the upper or lower shutter, the driving shutter shall be able to move with or without dragging the windscreen. In the case that independent drives are provided for the windscreen, the windscreen shall also be able to move independently or simultaneously with the two shutters in a coordinated way Motion accuracy The accuracy for the shutters positioning in any position within their motion range shall be 0.2º Actuation time The time required to open completely the observing aperture, or to close it completely from any position of the shutters shall be less than 8min with a goal of 5min. 5.3 Safety Requirements Emergency closing Emergency closing devices shall be provided to close completely the observing aperture in case of failure of the main shutters system for any position of the shutters. The failures of the main shutters to be prevented are failures of mechanical elements of the drives or failure of the electrical equipment. Closing of the observing aperture can be performed by providing independent emergency drives for the main shutters or providing an independent emergency cover for the observing aperture (e.g. modifying the windscreen to perform as emergency cover). 5.4 Maintenance Requirements System Lifetime The required lifetime for the shutters mechanism shall be 50 years, including the required maintenance System monitoring The shutters mechanism shall provide diagnostic tools to monitor the operational performance in order to predict any system degradation due to wear or component failures Maintenance actions guideline The shutters mechanism should minimize the required in-situ maintenance actions.

12 Page: 12 of WORK PHASES The work will be developed according to the following phases: Phase I: Trade-off analysis and selection of upgrade solutions Phase II: Preliminary design and project definition 6.1 Phase I: Trade-off analysis and selection of upgrade solutions Identification and analysis of alternatives for upgrading the dome shutters system, based on the current status of the system described in RD.1. in order to allow the full operation according to the requirements defined in paragraph 5, guarantying the safety of the dome structure. The analysis shall cover technical aspects, economic aspects and on-site implementation aspects, taking into account the impact on the telescope operation. The analysis shall cover the following devices: o Upper Shutter o Lower Shutter o Windscreen o Emergency devices o Loads on the dome structure and repair of damages of the arch beams Proposal and selection of upgrade solutions, in agreement with GTC, based on technical reliability, minimum impact on the telescope operation, implementation simplicity and limited cost. In order to select the final upgrade solutions, priority shall be given to reduce risks on the telescope and minimize the impact on the telescope operation, by reducing as much as possible the tasks performed on site, or making them compatible with the normal telescope operation. Definition and quotation of the procurement of a significant mockup prototype for the upper shutter drive to demonstrate the feasibility of the proposed control strategy during Phase II. At the end of Phase I, GTC will have the right to accept or cancel the prototype development Deliverable Documentation Dome Shutters Upgrade Trade-off analysis report Definition and quotation of the mockup prototype to demonstrate the feasibility of the upper shutter control strategy. 6.2 Phase II: Preliminary design and project definition Preliminary design of the selected solutions for upgrade the Upper Shutter, Lower Shutter and Windscreen mechanisms and for the emergency devices proposed for emergency closing. The preliminary design shall include: o Mechanical design and analysis of the mechanisms

13 Page: 13 of 16 o Definition of repair strategies for damages of the dome arch beams o Definition and analysis of the control strategies for the shutters mechanisms o Preliminary hardware and control definition Failure mode, effects and criticality analysis (FMECA) for the proposed design Definition of preliminary budget for upgrade implementation. Definition of preliminary project plan and schedule for the upgrade implementation, including definition of activities to be performed on site. Optional development of a significant mockup prototype of the upper shutter drive and demonstration of the control strategy, according to the decision taken by GTC at the end of Phase I Deliverable Documentation Dome Shutters Upgrade Preliminary Design Report Preliminary Budget for Dome Shutters Upgrade Preliminary Project Plan for Dome Shutters Upgrade Failure mode, effects and criticality analysis (FMECA) Option: Upper shutter drive mockup prototype demonstration tests results. 7. SCHEDULE The maximum length of the project shall be 6 months since the Kick-Off meeting, this period can be increased up to 8 months in the case of mockup prototype development. The proposed schedule is the following: Kick-off meeting T0: not latter than 1 month after the contract signature. End of Phase I meeting: T0+3 months End of Phase II meeting: T0+6 months (T0+8 months in the case of mockup prototype development) 8. PROJECT MANAGEMENT 8.1 Contact person The Contractor shall designate a single person in charge of any interaction with GRANTECAN. The contractor shall maintain a Project Plan for all the activities of the project and key dates meetings.

14 Page: 14 of Kick-Off meeting The Kick-Off meeting shall be held at GTC facilities, at the ORM (La Palma), including an onsite inspection of the shutters mechanisms. 8.3 Reporting and progress meetings The Contractor shall report monthly the progress of the work. The progress reports including highlights and concerns of the project will be sent in advance to the progress meetings. Monthly progress meetings will be held at the contractor premises (or by video conference if both parties agree). Minutes of progress meetings shall be taken by the Contractor. GTC will have 10 days to approve the minutes after reception. If necessary, information about the work progress will be given by a more informal way ( or phone discussion). With due advance notification, representatives of GTC can visit the Contractor facilities in a discretionary manner to ascertain progress. GTC representatives shall have access to all the necessary documentation of the project. 8.4 Review Meetings The result of the project phases shall be subjected to reviews. For each review the contractor shall generate an electronic Data Package compiling all the documentation requested for the review. This electronic Data Package shall be delivered to GRANTECAN at least two weeks in advance to the review meeting. During the review meeting the Contractor shall provide clarifications to the documentation and GRANTECAN could request for modification of the design/documentation or additions to the work developed by the Contractor. The Contractor shall incorporate the requested modifications/additions within the next four weeks. The review shall be considered fulfilled once these modifications/additions have been finished. Review meetings shall be held at the GTC offices in La Laguna (Tenerife). In the case of mockup prototype development, the final review including prototype demonstrations can be held at the contractor facilities. 9. GTC QUALITY SYSTEM 9.1 Documentation management Documents The Contractor shall deliver documents in electronic version. Documents shall be delivered in MS-Word or MS-Excel and PDF format. The Contractor should use the templates established and provided by GRANTECAN for documents, or its own templates including the following information:. The GTC Project identification.

15 Page: 15 of 16 The date and the Contractor code (GRANTECAN will provide the Contractor code). The Status of the document (draft, as-built, etc.) The section corresponding to changes control. The sections corresponding to applicable and reference documents. The table of contents Drawings Drawings shall be in agreement with ISO standards. The drawings shall be delivered in AUTOCAD 2008, or fully compatible format, and PDF format. The electrical drawings shall fulfill the CEI/IEC standards and they shall be delivered in eplan or fully compatible format and PDF format. The Contractor should use the templates established by GRANTECAN for drawings, or its own templates including the following information: Include the GTC Project identification. Use the codes for drawings established by GRANTECAN. Use the codes for configuration elements, components and interfaces, established by GRANTECAN CAD and FEA models CAD models shall be delivered in ProEngineer or STEP format. Finite Element models shall be delivered in Ansys compatible format Language Documents shall be written in Spanish or English Units The Contractors shall use the Système International d Unités (SI) (units Kilogram, meter, second) Dates The date system shall follow the format: day-month-year New editions of documents Every new edition of any document or drawing shall be clearly identified by the Contractor.

16 Page: 16 of Configuration Management Configuration codes The Contractor shall use the codes established by GRANTECAN for the configuration elements (subsystems, components and interfaces). These codes shall follow the specifications given in the document PRO/STMA/0005-R. GRANTECAN will provide these codes. The Contractor shall use the coding system for drawings as established by GRANTECAN. GRANTECAN will provide the instructions for coding drawings to the Contractor Changes in the specifications The Contractor shall make a formal request to GRANTECAN for any change in the technical specifications of the contract, or any decision which could be in conflict with them. These requests shall be made written Non-conformances If a non-conformance arises at any moment during the development of the work, the Contractor shall open a non-conformance procedure established by the own quality management system. The event shall be communicated immediately to GRANTECAN making the problem following process visible at any time.
