5 BSP SYSTEM Project Description To design, furnish equipment, test, and work with the BSP Construction Contractor to make operational and maintain the Culver CityBus (CCB) Citywide Bus Signal Priority (BSP) Project (Citywide) and the Culver CityBus Rapid BSP Project (Rapid).

6 OnStreet BSP SYSTEM Scope of Work Consultant shall design, procure, test software and equipment and make operational the Rapid and Citywide BSP Systems for Culver CityBus and provide 3 years of O&M support + 2 optional BSP system shall conform to Metro s Countywide Signal Priority Architecture Establish WLAN networks for continuous communications access with buses Establish interfaces and update firmware to signal controllers at 103 intersections (7 optional) Compatible with the adaptive controller project Send data messages to backend for the BSP data log, BSP Monitor, and CSP Network Monitor Consultant shall work with BSP contractor during the duration of installation, operations and maintenance periods

7 Consultant shall work with SmartBus Contractor (Clever Devices) and Culver City Public Works to ensure that 90% of the time, a traffic signal controller shall receive at a minimum either the check-in or position update message compliant with the CSP messaging standard transmitted from a CCB bus as the bus approaches the intersection for that particular traffic signal controller. 14 Minimum Technical Requirements 1) Proposer shall have completed or is completing at least one project where the Consultant was responsible for the design of the OnStreet component and of a similar BSP system that includes WLAN receipt of BSP requests at the intersection from a SmartBus, interface of the WLAN to the signal controllers, and local processing of the BSP request by the signal controller in the past five years. Proposer shall include a detailed scope of services performed that the Proposer, as the Consultant entity holding the contract with the public agency, was responsible for in the project referenced in this section. 2) The proposed project manager shall have completed or is completing at least one project where the proposed project manager was responsible for oversight of the design by the construction contractor or consultant for the OnStreet component of a similar BSP system that includes WLAN receipt of BSP requests at the intersection from a SmartBus interface of the WLAN to the signal controllers, and local processing of the BSP request by the signal controller in the past five years. Proposer shall include a detailed scope of services and project scope description that the proposed project manager was responsible for in the project referenced in this section.

15 Minimum Technical Requirements 3) Proposer shall demonstrate the ability to finance at least one million dollars as evidenced through financial documentation or letter of credit availability. 4) Proposer shall demonstrate the ability to secure the requisite performance Consultant Bonds. ** Proposals must meet the minimum technical requirements to be evaluated further using the scored evaluation criteria.
