15 PREFERRED BAND PLAN 700MHz BAND MHz MHz 700MHz band 800 MHz band 2x30MHz MHz - Consist of MHz (uplink) paired with MHz (downlink) as the preferred 700MHz band plan - Harmonise the regulatory and technical conditions for the 700MHz band plan with the Asia Pacific band plan to maximise economies of scale - Support, when implementing the preferred band plan for the 700MHz and 800MHz bands, that the duplex gap be used for public commercial mobile networks (supplemental downlink) - Recognize, however, that some governments may want to consider another option use of the duplex gap for Public Protection/Disaster Relief (PPDR) mobile broadband applications Source: Digital-Dividend-2-in-ITU-Region-1.pdf

16 700MHz: RECENT EUROPEAN ACTIVITY MEASURES TO HARMONISE THE BAND & PROTECT BROADCASTING Essential that band plans are regionally harmonized to enable low cost devices, enable roaming and minimize international interference This includes the associated technical and regulatory conditions The regulatory and technical conditions for the Asia Pacific (APT) band plan must be harmonised to properly protect digital broadcasting These include the out-of-band emission (OOBE) limits designed to protect digital TV receivers - which are currently being discussed in Europe and at the ITU ECC supports 2x30 MHz as a baseline position for the development of mobile broadband in the 700 MHz band ECC finalising agreement on the OOBE while retaining global harmonisation with the 3GPP standard

17 700MHz: RECENT EUROPEAN ACTIVITY VITAL TO TAKE ADVANTAGE OF GROWING MOMENTUM & EQUIPMENT ECOSYSTEM SURROUNDING 3GPP BAND 28 Maximise harmonisation with Asia Pacific and other parts of the world Avoid limiting the effectiveness of this band for rural and indoor coverage 700MHz APT Band Plan 694/698 3GPP Band MHz Digital Broadcasting OOBE: dbm/6 MHz OOBE limit of -42 dbm/8mhz recently proposed for the 700MHz band within CEPT From an interference perspective this proposed limit is unnecessarily tight However given recent statements by manufacturers about the feasibility and practicality of this proposed OOBE limit, the GSMA is content with it being adopted by CEPT
