1 Short introduction Product certification can be requested by the manufacturer or the authorized agent of the manufacturer (importer) i.e. the applicant. Certification is carried out on the basis of a Module System, the applicant can select from among the given Module Systems (according to preference and opportunity). The relevant Directive 2007/23/EC and EU Decision No. 768/2008 contain detailed descriptions of the various modules and procedure. By law, products traded on the European Union market must comply with the following general certification requirements: they must have an EC type certificate (MODULE B); in addition to which, supplementary certification proving conformity selected by the given MODULE. This certification can only be issued by Notified Body. The procedural order begins when the applicant makes a declaration that the product put forward in the application for certification complies with the relevant EU safety requirements (CE conformity) and the applicants expects to receive such certification from the certifying body. The following information must be included in the manufacturer s application: name and address of manufacturer, and if the application is being submitted by an authorized agent, then the name and address of the authorized agent as well; manufacturer s declaration on EC compliance; declaration that the same application has not been submitted to any other registered body; product/products submitted for certification: o technical documentation, o general descriptions of the product, o components, part units and manufacturing plans and sketches. The applicant can select from the following possibilities according to the product certification Module System: 1/5

2 MODULE B type certification In normal cases the following are required for the tests: Basic information and customer management 33 units of the sample product must be submitted; there is no validity deadline. Applicants are helped by the fact that the range of products designated for certification can be categorized into families according to the system of conditions set down by Notified Body/Bodies (similarities, identical parameters, active agent content, operational principle, exclusion factors, etc.). On this basis and with the help of the attached table (see in appendix), combined test samples can be constituted. It is a fundamental principle that at least one item of every product being submitted for certification should be subject to heat testing, vibration testing and should be comparable with the product in its original state. Notified Body conducts family categorization on the basis of the precise knowledge of the technical datasheet of products and their typical characteristics and components. MODULE C product compliance certification Condition of issuance is (any) Notified Body issued type certificate. The application must include details of what quantity the certification pertains to, on the basis of which it is possible to determine the sample quantity required for testing. Validity for 1-2 years in the case of continuous manufacture, or specified quantity and warranty period. MODULE D1 certification on the basis of manufacturing quality control Condition of issuance is (any) Notified Body issued type certificate. The applicant must have QMS (quality management system) for manufacturing. The customer is required to present the QMS documentation, with particular regard to the elements in the documentation concerning during-production quality monitoring promoting the product safety of the final product. Notified Body conducts a surveillance audit at the manufacturing site to check whether the manufacturing conditions are appropriate to ensure the fulfilment of the safety, quality and technical requirements set down in the type certificate. 3 MODULE E certification based on final verification of product Condition of issuance is (any) Notified Body issued type certificate. The applicant must have QMS for final acceptance of the product. The customer is required to present the QMS documentation with particular regard to the elements in the documentation concerning final acceptance quality control promoting the product safety of the final product. Notified Body conducts a surveillance audit at the final acceptance site to check whether the procedures, monitoring methods applied in the course of final acceptance are appropriate to ensure the fulfilment of the safety, quality and technical requirements set down in the type certificate. Validity for unchanged product types: 1-2 years 3/5

4 Proposal for interested parties If you wish to obtain type certification then you will need MODULE B certification. If you already have (MODULE B) type certification and do not have a QMS system, but you wish to trade pyrotechnical products on the EU market and you are a manufacturer, or its authorized agent (importer), then along with (MODULE B) certification select the MODULE C certification solution. The identification code of the supervisory body Notified Body must be displayed on the product along with the CE symbol. If you are operating a QMS system and have (MODULE B) type certification, then you can request QMS certification. In this case the product can be traded with B+D1 certification. The identification code of the supervisory body Notified Body must be displayed on the product along with the CE symbol. If you have (MODULE B) type certification and wish to trade the product on the EU market, and you are a manufacturer, or its authorized agent (importer), and the monitoring of the final acceptance is a part of the QMS operated by you, then we propose that you have compliance certified by Notified Body. In this case the product can be traded with B+E certification. The identification code of the supervisory body Notified Body must be displayed on the product along with the CE symbol. If you wish to trade special pyrotechnical products on the EU market and you do not have the product type certification, then select the MODULE G type certification solution.
